[摘要] 文章剖析后工业时代社会全球化的历史性变化,包括其如何在风险与不平等的条件下发展并影响人们的日常生活,
如何在世界范围内改变社会福利保障的状况及影响公共政策的制定。随着贫富分布不均以及性别阶层化的现象出现,整个社会
的结构在重新构建。迅速成长的自由市场带动相关经济力量的发展,并伴随着关于理性化、标准化、商品化或是世俗主义思想
的扩散。在经济下滑以及劳动力市场的软化的情况下,在全球范围内寻求更完善的社会保障措施的呼声越来越高。20世纪的福
利国家已被21世纪一种更有竞争力的形态所取代,即所谓“非主权权力”。它看重全球地位,但在各种社会势力(例如NGOs 非
政府组织)中对日常生活的影响有所减弱。尽管在国际经济发展与社会政策制定之间存在着滞后性,国家政权在跨国公司利益主
导的世界范围内还是具有重要的管理功能。在全球化已经影响了社会契约的情况下,社会福利的未来虽难以抉择,终究是向着
商品化的社会服务方向发展。鉴于公正与治理带来的挑战,作者认为,如今市场经济的走向必须由反映人的根本价值的道德原
则来指导,而社会福利保障等概念则需要重新定义和延伸。

Market Economy and Inequality:
International and Historical Perspectives on Justice and Governance

Abstract: This article explicates how historical changes of globalization play out in terms of risks and inequalities shaping human
experience in the post-industrial era, and how they have changed social welfare and public policy making worldwide. In view of
inequality and such consequences as planetary poverty and gender stratification, it highlights the reformulation of economic power
associated with burgeoning free-market economies and accompanying diffusion of instrumental rationality, standardization,
commoditization, or secularism. In contrast with the economic downturn and global softening of labor markets which cry for greater
social protection, the welfare state of the last century has been replaced by a competitive state of the 21st century, as a“non-sovereign
power”mindful of its global positioning but less powerful in shaping daily life among social forces including the role of NGOs.
Indicating a lag between transnational developments and the way analysts think of social policies, the paper asserts that nation-states
nonetheless serve important administrative functions in a world dominated by transnational corporate interests. With few options and
having to make hard choices, welfare provision has seen trends toward commodification of social services etc. while globalization is
affecting social contracts as well. In considering all the challenges to justice and governance, the authors argue that social welfare needs
to be redefined and extended while market economy must be guided by moral principles that embody fundamental human values.

引言
在“全球世纪”的时代,全球性普
遍联系将身处世界各地的人们都绑在了
一起。与此同时,当今社会无论是在经
济还是生活方面都在发生着翻天覆地的
变化,同时也带来了不平衡的后工业时
代发展。在以信息技术、创新精神、金
融发展以及服务业为标志的后工业时代
中,新的技术革新、新的经济关系、新
的社会进程、新的政治发展,这些都是
全 球 化 的 特 点 (Hudson and Lowe,

结构的 NGOs 在这一过程中扮演了特殊
而重要的角色,这个角色着实影响了发
展中国家对其社会福利保障系统的规
划。例如,自从 1981 年 Berg 报告发表
后,世界银行以及国际货币基金组织
IMF就成为世界经济舞台上的主角。它
们可以规定结构性调节,制定政策,而
且有关国家必须接受他们的条件,以便
吸引直接资本投资或是其它的财政合
作,包括货币政策。而另一个例子就是
在 20 世纪 90 年代中期,世界银行开始
催促减少随用随付 (PAYG) 的年金方
式,提倡基于资产调查的年金方式以及
私营方式。世界银行以及IMF30年来一
直呼吁实行以市场为导向的福利政策作
为优先选择来代替非基金或基金支持的
政 策 (Dembele, 2007; Wade,
2007)。通过概括,McMichael (2000)认
为总是在经济利益驱动下发展是很难关
注国家建设、国家利益或是公共方面的
管理控制的。其结果,是造成了即使是
非盈利性质的行为,社会企业也会“好
心做坏事”(Tekula,2010)。
四、公共政策的必然结果:在全球范
围内实现社会福利
尽管说法不一,但人们已经习惯性
地认为社会福利应该是法制国家的责
任,必须通过政府的作用来为民众提供
支持服务以及资源。当前重要的一个问
题就是有关政策的受惠资格要求和具体
条文。例如关于性别分层的问题,这些
都是对国家、对家庭责任的讨论以及福
利政策非常重要的内容。在极端单一化
的危机下,如果要重新检验社会福利制
度的合理性,关于女性是否与男性同等
享有社会福利和服务是永恒的内容。同
样的,关于性别意识在贫穷、劳动市场
以及其他市场、或金字塔型的不平等结
构中的影响也是重要的内容 (Calasan-
ti, 2001; Hatch, 2000; Sainsbury,,
1994;1996)。除了在收入、使用权或
保障的内容之外,也有以微妙的方式影
响生活的方方面面的动因,这里只需要
一个例子来说明:制度安排与结构性再
结盟改变了人们对时间概念的认识,也
同时改变了空间安排以及生活中其它方
面。我们可以看到,如今跨国资本市场
中资本的流动已经渗入影响了政府政策
制定的方方面面,也包括人们的日常生
活。分析家们认为,当人们都被拉入了
全球市场经济的潮流中,人们对于时间
的 概 念 似 乎 变 得 不 同 了 (Powell,
2010)。很明显,进入了全球化,我们
对于时间的概念理解需要重新校准和重
新整合来适应新的生活理念和方式。分
析家们断言,全球化带来了信息的膨
胀,社会阶层分割化以及人们对时间概
念的新认识,这样的变化令许多人感到
不安 (Lestienne,2000)。但是,全球
化所带来的影响并没有平等地影响所有
人。对于那些处于全球化边缘的人民,
全球化也使得他们生活方式也发生了改
变,他们受到社会变化的控制,未来情
况不得而知,而这样的问题都可能会对
社会造成压力。随着社会发展,关于什
么是生活的标准化的观念将重新定义。
个人在社会中影响越来越小,而在人群
中的小组织失去他们生活信仰方向的机
会将会越来越高 (Moody, 2006)。
这里我们可以看一下, 在对德国
退休金制度的分析中,Scheiwe (1994)
提出了一个新的观点,即制度化的福利
规章有一个时间结构。对于社会福利的
定义,一定要在其融资以及金融功能上
更进一步的探讨。通过非政府组织或是
志愿代理提供的非政府援助项目也是包
含在内。学者们用比较的眼光去看待社
会福利,发现国家繁荣与 GDP 的比例
供给与保障项目之间有着直接的相互联
系 (Hill,2006)。尽管如此,在由一些
国家组成的组织 (例如 OECD,G-8,
或是 G-20 等组织) 之中,根据政府形
式以及经济发展水平的不同,他们之间
都存在着差异。根据道德经济的潜规
则,无论是公共的还是私人的,都能对
福利的模式重新定义。
五、总结
本文试图阐明在全球化以及后工业
经济时代以及公共策略的广泛条件下国
际社会保障福利体系所面临的挑战。希
望能够为研究学者提供一个更深层次的
理解,在后福利社会的社会政策批判思
考的条件下,对市场经济不平等以及社
会公平做出进一步研究。在关于后工业
化主义的研究中,不平等是一个突出的
问题,随着全球化泛滥,其结果是贫富
不均以及性别阶层化等。这些现象的深
层原因在于新自由市场经济发展带来的
经济力量格局的调整,以及关于合理
性、标准化或是世俗主义的融合的思
考。在经济下滑以及劳动力市场的软化
的情况下,在全球范围内寻求更完善的
社会保障措施的呼声越来越高。如今,
随着“非主权权力”在全球范围内被接
受,包括对日常生活的影响以及非政府
组织的角色,那些 20 世纪原有的国家
社会福利体制都已经被如今更具有竞争
力的体制所代替。尽管如此,国家政权
仍然在这个由跨国公司利益主导的世界
中起着重要的管理职能。尽管难以抉
择,在全球化已经影响了社会契约的情
况下,社会福利终究是向着商品化的社
会服务方向发展。在这些面对公平与管
理的挑战面前,我们需要两手准备:即
社会福利保障等概念则需要重新定义和
延伸,并以反映人的根本价值的道德原
则来引领市场经济。
