14. âą Swachh Bharat Abhiyan is expected to cost over Rs 620 billion (US$9.5 billion).
âą The government provides an incentive of Rs 12,000 for each toilet constructed by a BPL family.
âą An amount of Rs 90 billion (US$1.4 billion) was allocated for the mission in the 2016 Union
budget of India.
âą The programme has received funds from:
1. International Monetary Fund provided a US$1.5 billion loan and $25 million.
2. World Bank
3. Corporations as part of corporate social responsibility initiatives.
4. By state governments under the Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha
Abhiyan schemes.
5. Swachh Bharat Cess.
6. By May 2015, 71 Indian public sector undertakings and 14 companies supported the construction
of 89,976 toilets.
FUNDING
15. SWACHH BHARAT CESS
ï The Swachh Bharat cess had come to effect on November 2015 at a
rate of 0.5%.
ï Apart from services exempted from service tax, the cess is levied on
all services.
ï The amount collected under the cess proceeded to the Consolidated
Fund of India and was being utilised for financing and promoting
services under the Swachh Bharat Abhiyan.
ï Till October 2016, nearly a year since its implementation, the Swachh
Bharat cess had collected Rs. 9,851.41 crore.
ï The SBC accounted for Rs 16,400 crore collectively during FY 2015-16
and 2016-17.
ï The rolling out of GST will see the abolition of the Swachh Bharat cess
from 1st July,2017.
ï The government has made it mandatory for 30 % of corporate social
responsibility (CSR) funds to be utilised for Swachh Bharat Abhiyan.

27. Namami Gange
âą Namami Gange Programme is an initiative of Ministry of Water Resources
(MOWR), comprising of making villages on the bank of River Ganga ODF .
âą A convention of Gram Panchayats was organized in Allahabad on 20th
August 2016 to take up the initiative.
âą Over 2000 GP representatives from across five states participated in this
event.
âą All villages located across 52 districts of Uttarakhand, Uttar Pradesh,
Bihar, Jharkhand and West Bengal has since been made ODF.

29. SWACHH BHARAT KOSH (SBK)
ï MDWS has been pro-actively mobilizing funds for Swachh Bharat Kosh.
ï It was started in Oct,2014 and includes both individuals contributions as well as
corporates.
ï The Ministry had organized two detailed meetings with the corporate sector and has taken
part in many other interactions with both public and private sector corporates, following
which the contributions to the Kosh have gone up.
ï The total donations to SBK yearwise are
Rs 159.6 cr (2014-15)
ï§ Rs 253.24 cr (2015-16)
ï§ Rs 245.04 cr (2016-17)
ï§ Rs 3.78 cr (till July 13 in 2017-18).
ï Funds of around Rs 332.64 cr has been released from SBK till now to various states.
30. SWACHHTA ACTION PLAN (SAP)
ï SAP, a first of its kind inter-ministerial programme for Swachhta.
ï All Union Ministries/Departments have started to work for its realization in a
significant manner with appropriate budget provisions.
ï A separate budget head has been created for this by the Ministry of
Finance.
ï During the financial year 2017-18, 77 Ministries/Departments have
committed funds worth Rs 12468.62 cr for their SAPs.
ï SAP implementation started on 1st April 2017 and is to be reviewed
quarterly
31. SWACHH SWASTH SARVATRA (SSS)
ï Joint initiative between the MDWS and the Ministry of Health and Family
Welfare (MoHFW).
ï Objective : To build on the achievements of two complementary
programmes â SBM and Kayakalp (MoHFW)
ï The initiative involves focusing on WASH parameters in selected hospitals,
priority ODF action in areas around identified health centres, and advanced
sanitation training for doctors and health workers.
ï MDWS has finalized a training module to train 700+ Health Workers of
Kayakalp Award winning CHCs/PHCs on WASH parameters.
ï Training will be conducted by UNICEF.
32. RASHTRIYA SWACHHTA KENDRA (RSK)
ï This was announced by the Honâble PM on April 10, 2017, during the
centenary celebrations of Champaran Satyagraha.
ï To be located opposite to Bapuâs Samadhi at Rajghat, RSK is planned
to disseminate all information on sanitation matters and advanced
toilet technology among people.
ï It will also showcase ongoing SBM efforts across the country as well
as history of sanitation in India, interactive programme and a
Swachhta learning centre.

34. Swachh Bharat Abhiyan App
When a person with this Clean India App, sees
any intolerable waste/ garbage dump:
1. He/ she will open this App and take picture of
the waste/ garbage dump
2. This picture will get uploaded on the Swachh
Bharat National Server (Clean India National
Server) along with its geo-location, time and date
of upload
3. National Server will process the image and
grade this waste/ garbage dump as Red, Yellow or
Green. Red for
Urgent Action, Yellow for taking Notice and
Green to indicate Clean.
4. National Server hence places a âTagâ of
respective colour on the Google Map (or on
ISROâs BHUWAN) at that geo-location.
5. Now consider that many persons have
uploaded such information, all such Geo-Tags will
be seen to anyone on
35. On the other hand, the Cleaning Agency also has this Clean India App on their
Smartphone.
So, the person who is responsible to clean that geo-location will also see such
Red/Yellow Tags on his Smartphone. So:
âą The cleaning employee hence reaches that Geo-location
âą Cleans this place
âą Takes the new picture on his Clean India App and uploads the new picture on the
National Server
âą National Server will process this new image and will once again grade this waste/
garbage dump as Red/ Yellow/
Green, depending upon the quality of cleaning.
âą Once again, National Server updates respective âTagâ on the Google Map (or on
ISROâs BHUWAN) at that geo-location
