1. PLACE AND DATE
1.1. The place and date of the PKF Karate Championships is determined in a PKF
Congress, in which will also is selected an alternative venue, to be used in the event
that the designated venue as the first option fails.
1.2. The organizing country must notify the General Secretariat of the PKF at least 10
months in advance of the exact dates and place of the Championship. Failure to do so
will cause the Directing Committee (DC) to withdraw the venue of the Championship
from said country. The same time when the site of the championship is confirmed, its
PROGRAM same must be available and sent out by the Organizing Committee.
1.3. The PKF Championships for Adults take place annually and will be held during the
last week of May of the designated year, while the PKF Youth Championships also take
place annually and will be held during the last week of August or the first week of
September of the designated year.
1.4. The venue of the championships must be located no more than 40 kilometers from
the international airport which handle regular direct flights arrive from other countries.
1.5. The DC must circulate to all the member countries of the PKF the first bulletin of the
championship not later than 9 months before the date scheduled for the event, this
invitation must contain the following information:
• Date and place of the event
• Preliminary program
• Details of the hotel and airline
• Names, address, telephone number and fax number of the Organizing Committee.
1.6. No later than six months before the event, a bulletin must be circulated by the
organizing country to the General Secretariat of the PKF with the following information:
1. Final confirmation of the contents of the first bulletin
2. Final program of the Championship and all activities related to the event
3. Place and date of the registration
4. Requirements for registration
5. Other general information
1.7. Control: The Pan American Championships will be under the total control of the
PKF.
1.8. Organizing Country: The Federation organizing the event is in charge of organizing
the Championship within its country, but will never be above the powers of the PKF in
the development of the event. The organizing country will select a maximum of 4 hotels,
of which one must be 5 stars, which must be the host or official hotel. These hotels must
be approved by the Organization Commission of the PKF and reviewed in the
inspection process.
2. PLACE OF COMPETITION
2.1. Dimensions of the Sports facility: The Sports facility for the competition must be
large enough for the placement of three competition areas. Only competition mats
approved officially by the WKF may be used. The responsibility of acquiring the tatamis
will be of the organizing country.
2.2. Seats for spectators: The seating capacity for the spectators will be at the
discretion of the organizing country. However, there must be enough seating capacity
for at least 1500 spectators and room for referees, competitors and VIPs.
2.3. The seating area for VIPs and referees must be free of intrusion of unauthorized
persons in charge of security monitors.
2.4. Rooms within the Sports facility: There must be adequate space in separate
rooms for the following:
1. Heating Area
2. Weighing (Men & Women)
3. Doctors and Medications
4. Officials
5. Changing rooms
6. VIP Executives
2.5. The flag of each of the member countries of the PKF must be displayed next to the
flag of the PKF. Each country must provide its flag and national anthem to the
organizing country, through the protocol commission formed for these purposes.
2.6. A podium must be available for the medal winners at the time of the Medals
Awarding Ceremony.
3. OFFICIAL HOTEL
3.1. The organizing country must obtain special prices in hotels for all the delegations.
3.2. The Headquarters or Official hotel must be mainly for the operation of the protocol
events of the Program, which are: Accreditations, Seminars, Congresses, PKF DC and
other Commissions meetings, Press Conferences, as well as guaranteeing the
accommodation of the members of the following commissions of the PKF:
1. The Directing Committee of the PKF (9 people)
2. Honorary President PKF (1 person)
3. The Referee Council (7 people)
4. The Technical Commission (3 people)
5. The Medical Commission (1 person)
6. Accreditation (1 person)
7. Para-Karate (2 people) (*) only during Senior Championships
NOTE:
1) In order to be assured of hotel facilities provided by the organizing country all
those mentioned in art. 3.2 must confirm attendance at least two weeks before the
start of the event;
2) The organizing country must provide each members of the PKF DC a Single
room, while the members of all the other Commissions double rooms.
4. LOGISTICS OF THE EVENT
4.1. The organizing country must ensure Transportation from the Airport to the Official
Hotels of the Championship, and vice versa at the end of the event, as well as between
the Official Hotels and the competition site, to all delegations hosted in any of the official
Hotels provided by the Organization.
4.2. The organizing country must provide during the days prior to the competition,
training facility for all athletes staying in one of the Official Hotels. In the event that these
are not available in the Official Hotels, the organizing country must provide the round
trip transportation to where they are located.
4.3. The accreditation or registration process will take place in the headquarters hotel,
leading to immediately deliver the credentials or id cards with photo, as well as the
updated program of activities and any other information regarding the event that the
organizing committee deem necessary.
4.4. No registration will be made until the approval of the Treasurer of the PKF has been
obtained giving evidence that the member country has complied with the corresponding
payments.
4.5. The organizing country will provide the rooms for the Referee Course and the
Congress, as well as for the Medical and Technical commission meetings.
4.6. The organizing country must provide a room in the place of competitions, to enable
the operations of the Organizing and Finance Committee of the PKF.
4.7. The organizing country must provide separate transportation for the Referee,
Technical and Medical Commission, during the days of the championship.
4.8. The organizing country must provide separate transportation for the PKF Directing
Committee.
4.9. The organizing country must provide a car with designated driver at the disposal of
the president of the PKF during the week of the event.
5. MEETINGS
5.1. The PKF will inform, fifteen (15) days prior to the event, the number of rooms and
spaces required.
5.2. The official languages are English and Spanish. The organizing country must
provide the translators.
5.3. A VIP room must be made available to the Directing Committee and its guests in
the place of the competitions and throughout the event,
6. MEDICAL ISSUES
6.1. The organizing country will provide local medical staff with knowledge of the
competition regulations of the WKF, as well as experience in the administration of
Sports Medicine.
6.2. A minimum of one doctor will be required per area of competition during the event,
each accompanied by a paramedical support staff.
6.3. The organizing country must ensure availability of an ambulance on standby for
emergencies throughout the development of the competition.
6.4. The organizing country must guarantee at its exclusive costs, the taking of doping
tests and the required facilities according to the established Protocols in Laboratories
accredited by WADA, during the PKF Seniors Championships.
6.5. The organizing country must provide the facilities to organize a medical "workshop".
7. THE REFEREE COURSE
7.1. Adequate seating must be ensured for at least 80 people and sufficient space to
place two complete competition areas.
7.2. The host country must ensure at least 24 high-level competitors to collaborate
during the referees courses prior to the Championship.
7.3. Equipment to be supplied by the organizing country:
1. 8 blue flags
2. 8 red flags
3. 8 blue and 8 red belts
4. Coach and response claim cards, Yes-No
5. 2 bells
7.4. Referee exams: suitable seats and tables for 80 people, with separate seats for the
RC must be arranged.
7.5. The organizing country must contract 2 messengers for exclusive use of the RC
during the event.
7.6. Exam papers, diplomas, etc., are the responsibility of the CR and the PKF DC.
8. THE DRAW
8.1. The draw will be carried out under the supervision of the Technical Commission of
the PKF.
8.2. The costs of airline ticket, lodging and meals of the person authorized by the PKF
who will be in charge of the Accreditation and Draw System will be the responsibility of
the host country,.
8.3. The Host Country must supply the necessary equipment related to the draw, this
includes Printer, Copiers and Overhead projector. The data for the draw will be taken
from the initial registration, which may be updated before the congress in the presence
of the organizing committee.
9. MEDALS CEREMONY
9.1. The medals for the medals ceremony will be provided by the host country.
9.2. In individual events the 1st prize will be a gold medal, silver for the 2nd place and
two third places with bronze medals.
9.3. All the members of the winning teams (kata & kumite) will receive medals. In the
case of kumite, also they standby competitors will receive a medal.
9.4. The organizing country must also grant certificates of participation to each of the
competitors, as well as to officials, delegates, coaches and referees.
9.5 The official logo of the PKF can only be used with permission of the PKF DC, as
well as its commercialization.
9.6. A person appointed by the Directing Committee of the PKF will be in charge of the
general supervision of the protocol of the Medals Award Ceremony.
10. FEEDING REQUIREMENTS
10.1. The organizing country is not obliged to give the athletes lunch, but it must
guarantee food at favorable prices and of decent quality to the participating countries.
10.2. The host country will guarantee the referees and members of the different PKF
Commissions that are working - as well as the volunteers - lunches and refreshments
during the days and at the place of the competitions.
10.3. During the competitions, the host country must also provide lunch and
refreshments to the members of the Directing Committee present in the VIP Lounge
arranged according to point 5.3 of this Regulation.
11. FINANCIAL CONSIDERATIONS
11.1. The host country will be responsible for one week of accommodation inclusive
breakfast at the Headquarters Hotel for the Directing Committee, the Referees
Commission, the Technical Commission, the Medical Commission and the Accreditation
Person.
11.2. As a result of commercialization, if possible, the host country could cover all
expenses for meals of the members of the Directing Committee.
11.3. Deposit of Guarantee for the Championships: The organizing
country(Ferderation) must deposit in the account of the PKF six (6) months before the
date of the Championship, the amount of three thousand American dollars (USD
3,000.00) in the after its nomination as Hosting country of a PKF Championship. If this
requirement is not met, the PKF Directing Committee will have the power to invalidate
its status as host to organize the event.
11.4. The guarantee will be returned at the end of the Championship provided all the
conditions established in this Regulation have been met.
11.5. The costs of participation in a PKF championship per individual athlete and per
team per country will be set by the PKF DC. In the case of a Youth championships, of
the total income of the entry fees by individual entries, 40% will be allocated to the
hosting country and 60% to the P.K.F., while for the Senior Championships the
share will be 50% each. If case of failure to register online, a penalty for late
registration will be applied according to the amount fixed by the PKF DC. Penalty will
also be applied for each modification on the online registration.
11.6. The Treasurer of the PKF is responsible for collecting all registration fees at PKF
events.
11.7. The TV and pre-sale rights will be divided 50% / 50% between the organizing
country and the PKF.
11.8. The PKF may authorize the host country to film the Championships at its
discretion.
11.9. Those who will be considered as members of the official delegation are:
1. Representative of the Federation
2. Competitors
3. Trainers
4. Referees
5. Medical staff
6. Wives of the above mentioned
The companions of the team will not be considered members of the delegation.
12. COORDINATION
12.1. Approximately 10 months before the event, an evaluative meeting will be held
between a representative of the PKF and the Organizing Committee of the country. The
organizing country will be responsible for food, accommodation during that visit.
12.2. If the organizing country does not comply with all the required forecasts, then the
representative of the designated PKF will make a subsequent visit, the organizing
country will cover all expenses including air ticket, until the necessary corrections are
made to the requirements.
13. MISCELLANEOUS
13.1 By agreeing to organize a Pan-American Championship, the organizing country is
assuming a substantial task. It does not only concern the financial commitment, but the
country is also obliged to guarantee the supply of:
1. Sufficient time / score controllers in the areas throughout the event. With proven
ability and knowledge.
2. Sufficient area coordination officers to transmit the results of the combats promptly to
the controllers.
3. Sufficient handlers with experience to guarantee the total layout of the combat in the
English and Spanish languages.
4. Sufficient aides and security personnel to ensure smooth operation in and around the
area.
5. Sufficient secretarial and office staff to handle registration.
6. Sheets for the draw, stopwatches. Kata recording sheets and blank sheets. Stamps,
scales for weighing, computers, copiers and printers, etc.
7. All the necessary equipment and supplies for the tournament. There must be:
• 2 large tables and 8 chairs for the Organizing Committee and the controllers. They
should be far from the competition areas and preferably elevated with restricted access
for any unofficial person.
• 2 tables and 6 chairs for the Referees Commission, preferably elevated.
• 1 table and at least 3 chairs for the Arbitration Committee.
• 1 table and at least 3 chairs for the Technical Commission
• 4 tables and 8 chairs for the Medical Corps.
• Sufficient tables for trophies, medals, etc.
• Photocopier
• Computer equipment with their respective printers
8. Assistant and Accompanying Officers. There must be at least 48 people, arranged by
the organizing country, for the following tasks:
• 1 bilingual general coordinator
• 5 people per area of competence
• 2 people for the Organizing Committee
• 10 people for access control
• 3 people to control the flags
• 3 people for the award ceremony
13.1. The opening and closing ceremony will include a march of all the delegations in
alphabetical order. Each delegation will be preceded by a person carrying their national
flag and another person with a banner with the full name of the nation. The Opening and
Closing program must be previously approved by the PKF.
14. PRESS
14.1. Prior to the beginning of the competitions, preferably on the third day of the
program, a press conference will be held with all the local, television, written and radio
press. This will be the responsibility of the national federation and will be organized with
the presence of the PKF DC.
14.2. During the medal awarding ceremony, the press must be kept in a place that
guarantees the effective performance of its work, but without affecting the solemnity and
importance of the occasion.
15. VIP FACILITIES
15.1. An area must be reserved within the competition venue where the members of the
DC and other special national or international guests can have comfortable seats and
refreshing drinks and snacks during the course of event.
16. INSURANCE
16.1. The National Federations at the time of Registration, must present a health
insurance for each participant athlete and whose coverage includes emergencies for
fighting sport and is accepted in the Host country.
16.2. Likewise, the Organizing Country must offer the possibility of an individual Medical
Insurance to each athlete who does not present insurance coverage or who chooses to
contract this at their own expense; otherwise, the Head of the delegation must sign an
Exemption of Liability according to the model provided by the PKF.
16.3. The costs of this insurance will be included separately in the costs of registration
per athlete per country, and must be made accessible.
17. REGISTRATION AND RATING FOR PARTICIPANTS
17.1. The registration of an athlete must correspond to the nationality of the country in
his of her Passport and that is supported by his NF, as a condition to participate in the
PKF Championships and to represent the respective country.
17.2. A competitor who holds dual nationality can only represent one or the other
country according to the regulations of the WKF on this matter.
18. ACCREDITATION
18.1. The accreditation must contain the following particularities:
1. Photo
2. Names and Surnames
3. Date of Birth
4. Sex
5. Nationality
6. Passport number
If possible, the credentials must correspond to the Olympic standards and their
specifications.
19. PROTOCOL
For all events the protocol will be as follows, according to international standards:
1. President
2. Honorary President
3. Secretary General
4. Treasurer
5. Vice-presidents according their order
6. Assistant Secretary General
7. Assistant Treasurer
8. Members of Honor
9. Referees Council
10. President and DC of the Organizing Country
11. Presidents of the National Federations
20. ARBITRATION PANEL
20.1. The Arbitration Panel, which is designated by the PKF DC, will have a table
throughout the duration of the Championships, preferably placed on the normal level of
competition area that will allow an unobstructed view of all the areas of competition. The
Arbitration Panel has the final authority concerning all disputes arising from the
competition, except on matters concerning the appeals committee, in accordance with
the Rules of the WKF.
20.2. Of course, the DC has full authority in all matters pertaining to the P.K.F.,
including the competitions, in the same way the DC must accept according to what is
established in the regulations of the WKF an appeals committee.
20.3. In no case may the Arbitral Council change the competition program of the
championship, after having been approved at the technical congress.
21. THE DUTIES OF THE ORGANIZATION COMMISSION OF THE PKF
21.1. To supervise the actions planned by the Organizing Committee appointed by the
National Federation (FN) for the organization of the event.
21.2. To ensure compliance with this Regulation and respond to the PKF DC on this
aspect.
21.3. Prior to each event, the person designated by the PKF will make at least one visit
to the host country:
• The first visit will be carried out immediately after the local Organizing Committee is
formed, in order to define a schedule of the development of the championship in each
area. After this visit, the promotion and media coverage of the event should begin. Not
only making the event known to the governmental and Olympic authorities, but also
promoting to the public.
• If necessary, a second visit will be made in the thirty days prior to the start of the event
in order to supervise, on situe the development and fulfillment of the previously defined
schedule. The person designated by PKF must constantly monitor the schedule since it
is defined and report its development to the members of the DC.
22. THE DUTIES OF THE TECHNICAL COMMISSION
It is the duty of the technical commission to keep the PKF's DC informed, as well as all
member federations, of the measures and dispositions emanating from the WKF or its
technical bodies.
In the framework of the Pan American Championship, a meeting of the Technical
Commission will take place with all the countries present the Championship. This is the
technical congress, in which all technical aspects of the event will be dealt with.
During the competitions, the Technical Commission will evaluate the development of the
same and will report to the DC, this report will contain its appreciations regarding the
championship. This must be in possession of the DC at least ten days after finalizing the
championship. After evaluation by the PKF DC it will be distributed to each NF through
the General Secretariat.
23. THE DUTIES OF THE MEDICAL COMMISSION
The Medical Commission must to keep PKF DC up to date, as well as all affiliated
federations, of all measures and dispositions emanating from the WKF or its
organizations.
During the realization of the Pan-American Championship, a meeting of the Medical
Commission will take place with the presence of all the countries present at the
Championship. This is the medical congress.
During the championship, the Medical Commission will evaluate the development of the
same and will report to the DC, this report will contain the medical history of the event,
as well as its statistical reference. This report must be delivered to the PKF DC at least
ten days after the end of the championship After evaluation by the DC, it will be sent to
each NF through the General Secretariat.
24. ORGANIZING COMMITTEE STRUCTURE
The National Federation that organizes the Championship, must constitute an
Organizing Committee responsible for the assembly of the event. It will be formed
according to the wishes of the Host Country. However, it is the responsibility of the
national federation to ensure the faithful compliance of the Organizing Committee with
the PKF rules and regulations, with constant contrat between the PKF and the FN.
In order to give logistical satisfaction to each area that involves the proper assembly of
the event, the Organizing Committee must formalize a work commission that supports
the Organizing Committee based on the following:

• MEDICAL COMMISSION
• ACCOMMODATION COMMISSION
• TRANSPORTATION COMMISSION
• ACCREDITATION COMMISSION
• COMMITTEE OF PROTOCOL AND CEREMONIES
• FOOD COMMISSION
• COMMITTEE ON PROTOCOLS AND ATTACHES

26. FINAL RESULTS OF THE CHAMPIONSHIP
The final results of the Championship, constituted in a memoire, should be available to
each country before proceeding to the closure of the same and then within a period of
72 hours and sent it via email to all countries in the shortest time possible and also to
make it available to the public on the PKF website.

  • 3. 1. PLACE AND DATE 1.1. The place and date of the PKF Karate Championships is determined in a PKF Congress, in which will also is selected an alternative venue, to be used in the event that the designated venue as the first option fails. 1.2. The organizing country must notify the General Secretariat of the PKF at least 10 months in advance of the exact dates and place of the Championship. Failure to do so will cause the Directing Committee (DC) to withdraw the venue of the Championship from said country. The same time when the site of the championship is confirmed, its PROGRAM same must be available and sent out by the Organizing Committee. 1.3. The PKF Championships for Adults take place annually and will be held during the last week of May of the designated year, while the PKF Youth Championships also take place annually and will be held during the last week of August or the first week of September of the designated year. 1.4. The venue of the championships must be located no more than 40 kilometers from the international airport which handle regular direct flights arrive from other countries. 1.5. The DC must circulate to all the member countries of the PKF the first bulletin of the championship not later than 9 months before the date scheduled for the event, this invitation must contain the following information: • Date and place of the event • Preliminary program • Details of the hotel and airline • Names, address, telephone number and fax number of the Organizing Committee. 1.6. No later than six months before the event, a bulletin must be circulated by the organizing country to the General Secretariat of the PKF with the following information: 1. Final confirmation of the contents of the first bulletin 2. Final program of the Championship and all activities related to the event 3. Place and date of the registration 4. Requirements for registration 5. Other general information 1.7. Control: The Pan American Championships will be under the total control of the PKF.
  • 4. 1.8. Organizing Country: The Federation organizing the event is in charge of organizing the Championship within its country, but will never be above the powers of the PKF in the development of the event. The organizing country will select a maximum of 4 hotels, of which one must be 5 stars, which must be the host or official hotel. These hotels must be approved by the Organization Commission of the PKF and reviewed in the inspection process. 2. PLACE OF COMPETITION 2.1. Dimensions of the Sports facility: The Sports facility for the competition must be large enough for the placement of three competition areas. Only competition mats approved officially by the WKF may be used. The responsibility of acquiring the tatamis will be of the organizing country. 2.2. Seats for spectators: The seating capacity for the spectators will be at the discretion of the organizing country. However, there must be enough seating capacity for at least 1500 spectators and room for referees, competitors and VIPs. 2.3. The seating area for VIPs and referees must be free of intrusion of unauthorized persons in charge of security monitors. 2.4. Rooms within the Sports facility: There must be adequate space in separate rooms for the following: 1. Heating Area 2. Weighing (Men & Women) 3. Doctors and Medications 4. Officials 5. Changing rooms 6. VIP Executives 2.5. The flag of each of the member countries of the PKF must be displayed next to the flag of the PKF. Each country must provide its flag and national anthem to the organizing country, through the protocol commission formed for these purposes. 2.6. A podium must be available for the medal winners at the time of the Medals Awarding Ceremony.
  • 5. 3. OFFICIAL HOTEL 3.1. The organizing country must obtain special prices in hotels for all the delegations. 3.2. The Headquarters or Official hotel must be mainly for the operation of the protocol events of the Program, which are: Accreditations, Seminars, Congresses, PKF DC and other Commissions meetings, Press Conferences, as well as guaranteeing the accommodation of the members of the following commissions of the PKF: 1. The Directing Committee of the PKF (9 people) 2. Honorary President PKF (1 person) 3. The Referee Council (7 people) 4. The Technical Commission (3 people) 5. The Medical Commission (1 person) 6. Accreditation (1 person) 7. Para-Karate (2 people) (*) only during Senior Championships NOTE: 1) In order to be assured of hotel facilities provided by the organizing country all those mentioned in art. 3.2 must confirm attendance at least two weeks before the start of the event; 2) The organizing country must provide each members of the PKF DC a Single room, while the members of all the other Commissions double rooms. 4. LOGISTICS OF THE EVENT 4.1. The organizing country must ensure Transportation from the Airport to the Official Hotels of the Championship, and vice versa at the end of the event, as well as between the Official Hotels and the competition site, to all delegations hosted in any of the official Hotels provided by the Organization. 4.2. The organizing country must provide during the days prior to the competition, training facility for all athletes staying in one of the Official Hotels. In the event that these are not available in the Official Hotels, the organizing country must provide the round trip transportation to where they are located. 4.3. The accreditation or registration process will take place in the headquarters hotel, leading to immediately deliver the credentials or id cards with photo, as well as the updated program of activities and any other information regarding the event that the organizing committee deem necessary. 4.4. No registration will be made until the approval of the Treasurer of the PKF has been obtained giving evidence that the member country has complied with the corresponding payments.
  • 6. 4.5. The organizing country will provide the rooms for the Referee Course and the Congress, as well as for the Medical and Technical commission meetings. 4.6. The organizing country must provide a room in the place of competitions, to enable the operations of the Organizing and Finance Committee of the PKF. 4.7. The organizing country must provide separate transportation for the Referee, Technical and Medical Commission, during the days of the championship. 4.8. The organizing country must provide separate transportation for the PKF Directing Committee. 4.9. The organizing country must provide a car with designated driver at the disposal of the president of the PKF during the week of the event. 5. MEETINGS 5.1. The PKF will inform, fifteen (15) days prior to the event, the number of rooms and spaces required. 5.2. The official languages are English and Spanish. The organizing country must provide the translators. 5.3. A VIP room must be made available to the Directing Committee and its guests in the place of the competitions and throughout the event, 6. MEDICAL ISSUES 6.1. The organizing country will provide local medical staff with knowledge of the competition regulations of the WKF, as well as experience in the administration of Sports Medicine. 6.2. A minimum of one doctor will be required per area of competition during the event, each accompanied by a paramedical support staff. 6.3. The organizing country must ensure availability of an ambulance on standby for emergencies throughout the development of the competition. 6.4. The organizing country must guarantee at its exclusive costs, the taking of doping tests and the required facilities according to the established Protocols in Laboratories accredited by WADA, during the PKF Seniors Championships. 6.5. The organizing country must provide the facilities to organize a medical "workshop".
  • 7. 7. THE REFEREE COURSE 7.1. Adequate seating must be ensured for at least 80 people and sufficient space to place two complete competition areas. 7.2. The host country must ensure at least 24 high-level competitors to collaborate during the referees courses prior to the Championship. 7.3. Equipment to be supplied by the organizing country: 1. 8 blue flags 2. 8 red flags 3. 8 blue and 8 red belts 4. Coach and response claim cards, Yes-No 5. 2 bells 7.4. Referee exams: suitable seats and tables for 80 people, with separate seats for the RC must be arranged. 7.5. The organizing country must contract 2 messengers for exclusive use of the RC during the event. 7.6. Exam papers, diplomas, etc., are the responsibility of the CR and the PKF DC. 8. THE DRAW 8.1. The draw will be carried out under the supervision of the Technical Commission of the PKF. 8.2. The costs of airline ticket, lodging and meals of the person authorized by the PKF who will be in charge of the Accreditation and Draw System will be the responsibility of the host country,. 8.3. The Host Country must supply the necessary equipment related to the draw, this includes Printer, Copiers and Overhead projector. The data for the draw will be taken from the initial registration, which may be updated before the congress in the presence of the organizing committee. 9. MEDALS CEREMONY 9.1. The medals for the medals ceremony will be provided by the host country. 9.2. In individual events the 1st prize will be a gold medal, silver for the 2nd place and two third places with bronze medals.
  • 8. 9.3. All the members of the winning teams (kata & kumite) will receive medals. In the case of kumite, also they standby competitors will receive a medal. 9.4. The organizing country must also grant certificates of participation to each of the competitors, as well as to officials, delegates, coaches and referees. 9.5 The official logo of the PKF can only be used with permission of the PKF DC, as well as its commercialization. 9.6. A person appointed by the Directing Committee of the PKF will be in charge of the general supervision of the protocol of the Medals Award Ceremony. 10. FEEDING REQUIREMENTS 10.1. The organizing country is not obliged to give the athletes lunch, but it must guarantee food at favorable prices and of decent quality to the participating countries. 10.2. The host country will guarantee the referees and members of the different PKF Commissions that are working - as well as the volunteers - lunches and refreshments during the days and at the place of the competitions. 10.3. During the competitions, the host country must also provide lunch and refreshments to the members of the Directing Committee present in the VIP Lounge arranged according to point 5.3 of this Regulation. 11. FINANCIAL CONSIDERATIONS 11.1. The host country will be responsible for one week of accommodation inclusive breakfast at the Headquarters Hotel for the Directing Committee, the Referees Commission, the Technical Commission, the Medical Commission and the Accreditation Person. 11.2. As a result of commercialization, if possible, the host country could cover all expenses for meals of the members of the Directing Committee. 11.3. Deposit of Guarantee for the Championships: The organizing country(Ferderation) must deposit in the account of the PKF six (6) months before the date of the Championship, the amount of three thousand American dollars (USD 3,000.00) in the after its nomination as Hosting country of a PKF Championship. If this requirement is not met, the PKF Directing Committee will have the power to invalidate its status as host to organize the event. 11.4. The guarantee will be returned at the end of the Championship provided all the conditions established in this Regulation have been met.
  • 9. 11.5. The costs of participation in a PKF championship per individual athlete and per team per country will be set by the PKF DC. In the case of a Youth championships, of the total income of the entry fees by individual entries, 40% will be allocated to the hosting country and 60% to the P.K.F., while for the Senior Championships the share will be 50% each. If case of failure to register online, a penalty for late registration will be applied according to the amount fixed by the PKF DC. Penalty will also be applied for each modification on the online registration. 11.6. The Treasurer of the PKF is responsible for collecting all registration fees at PKF events. 11.7. The TV and pre-sale rights will be divided 50% / 50% between the organizing country and the PKF. 11.8. The PKF may authorize the host country to film the Championships at its discretion. 11.9. Those who will be considered as members of the official delegation are: 1. Representative of the Federation 2. Competitors 3. Trainers 4. Referees 5. Medical staff 6. Wives of the above mentioned The companions of the team will not be considered members of the delegation. 12. COORDINATION 12.1. Approximately 10 months before the event, an evaluative meeting will be held between a representative of the PKF and the Organizing Committee of the country. The organizing country will be responsible for food, accommodation during that visit. 12.2. If the organizing country does not comply with all the required forecasts, then the representative of the designated PKF will make a subsequent visit, the organizing country will cover all expenses including air ticket, until the necessary corrections are made to the requirements. 13. MISCELLANEOUS 13.1 By agreeing to organize a Pan-American Championship, the organizing country is assuming a substantial task. It does not only concern the financial commitment, but the country is also obliged to guarantee the supply of:
  • 10. 1. Sufficient time / score controllers in the areas throughout the event. With proven ability and knowledge. 2. Sufficient area coordination officers to transmit the results of the combats promptly to the controllers. 3. Sufficient handlers with experience to guarantee the total layout of the combat in the English and Spanish languages. 4. Sufficient aides and security personnel to ensure smooth operation in and around the area. 5. Sufficient secretarial and office staff to handle registration. 6. Sheets for the draw, stopwatches. Kata recording sheets and blank sheets. Stamps, scales for weighing, computers, copiers and printers, etc. 7. All the necessary equipment and supplies for the tournament. There must be: • 2 large tables and 8 chairs for the Organizing Committee and the controllers. They should be far from the competition areas and preferably elevated with restricted access for any unofficial person. • 2 tables and 6 chairs for the Referees Commission, preferably elevated. • 1 table and at least 3 chairs for the Arbitration Committee. • 1 table and at least 3 chairs for the Technical Commission • 4 tables and 8 chairs for the Medical Corps. • Sufficient tables for trophies, medals, etc. • Photocopier • Computer equipment with their respective printers 8. Assistant and Accompanying Officers. There must be at least 48 people, arranged by the organizing country, for the following tasks: • 1 bilingual general coordinator • 5 people per area of competence • 2 people for the Organizing Committee • 10 people for access control • 3 people to control the flags • 3 people for the award ceremony 13.1. The opening and closing ceremony will include a march of all the delegations in alphabetical order. Each delegation will be preceded by a person carrying their national flag and another person with a banner with the full name of the nation. The Opening and Closing program must be previously approved by the PKF.
  • 11. 14. PRESS 14.1. Prior to the beginning of the competitions, preferably on the third day of the program, a press conference will be held with all the local, television, written and radio press. This will be the responsibility of the national federation and will be organized with the presence of the PKF DC. 14.2. During the medal awarding ceremony, the press must be kept in a place that guarantees the effective performance of its work, but without affecting the solemnity and importance of the occasion. 15. VIP FACILITIES 15.1. An area must be reserved within the competition venue where the members of the DC and other special national or international guests can have comfortable seats and refreshing drinks and snacks during the course of event. 16. INSURANCE 16.1. The National Federations at the time of Registration, must present a health insurance for each participant athlete and whose coverage includes emergencies for fighting sport and is accepted in the Host country. 16.2. Likewise, the Organizing Country must offer the possibility of an individual Medical Insurance to each athlete who does not present insurance coverage or who chooses to contract this at their own expense; otherwise, the Head of the delegation must sign an Exemption of Liability according to the model provided by the PKF. 16.3. The costs of this insurance will be included separately in the costs of registration per athlete per country, and must be made accessible. 17. REGISTRATION AND RATING FOR PARTICIPANTS 17.1. The registration of an athlete must correspond to the nationality of the country in his of her Passport and that is supported by his NF, as a condition to participate in the PKF Championships and to represent the respective country. 17.2. A competitor who holds dual nationality can only represent one or the other country according to the regulations of the WKF on this matter.
  • 12. 18. ACCREDITATION 18.1. The accreditation must contain the following particularities: 1. Photo 2. Names and Surnames 3. Date of Birth 4. Sex 5. Nationality 6. Passport number If possible, the credentials must correspond to the Olympic standards and their specifications. 19. PROTOCOL For all events the protocol will be as follows, according to international standards: 1. President 2. Honorary President 3. Secretary General 4. Treasurer 5. Vice-presidents according their order 6. Assistant Secretary General 7. Assistant Treasurer 8. Members of Honor 9. Referees Council 10. President and DC of the Organizing Country 11. Presidents of the National Federations 20. ARBITRATION PANEL 20.1. The Arbitration Panel, which is designated by the PKF DC, will have a table throughout the duration of the Championships, preferably placed on the normal level of competition area that will allow an unobstructed view of all the areas of competition. The Arbitration Panel has the final authority concerning all disputes arising from the competition, except on matters concerning the appeals committee, in accordance with the Rules of the WKF. 20.2. Of course, the DC has full authority in all matters pertaining to the P.K.F., including the competitions, in the same way the DC must accept according to what is established in the regulations of the WKF an appeals committee. 20.3. In no case may the Arbitral Council change the competition program of the championship, after having been approved at the technical congress.
  • 13. 21. THE DUTIES OF THE ORGANIZATION COMMISSION OF THE PKF 21.1. To supervise the actions planned by the Organizing Committee appointed by the National Federation (FN) for the organization of the event. 21.2. To ensure compliance with this Regulation and respond to the PKF DC on this aspect. 21.3. Prior to each event, the person designated by the PKF will make at least one visit to the host country: • The first visit will be carried out immediately after the local Organizing Committee is formed, in order to define a schedule of the development of the championship in each area. After this visit, the promotion and media coverage of the event should begin. Not only making the event known to the governmental and Olympic authorities, but also promoting to the public. • If necessary, a second visit will be made in the thirty days prior to the start of the event in order to supervise, on situe the development and fulfillment of the previously defined schedule. The person designated by PKF must constantly monitor the schedule since it is defined and report its development to the members of the DC. 22. THE DUTIES OF THE TECHNICAL COMMISSION It is the duty of the technical commission to keep the PKF's DC informed, as well as all member federations, of the measures and dispositions emanating from the WKF or its technical bodies. In the framework of the Pan American Championship, a meeting of the Technical Commission will take place with all the countries present the Championship. This is the technical congress, in which all technical aspects of the event will be dealt with. During the competitions, the Technical Commission will evaluate the development of the same and will report to the DC, this report will contain its appreciations regarding the championship. This must be in possession of the DC at least ten days after finalizing the championship. After evaluation by the PKF DC it will be distributed to each NF through the General Secretariat. 23. THE DUTIES OF THE MEDICAL COMMISSION The Medical Commission must to keep PKF DC up to date, as well as all affiliated federations, of all measures and dispositions emanating from the WKF or its organizations.
  • 14. During the realization of the Pan-American Championship, a meeting of the Medical Commission will take place with the presence of all the countries present at the Championship. This is the medical congress. During the championship, the Medical Commission will evaluate the development of the same and will report to the DC, this report will contain the medical history of the event, as well as its statistical reference. This report must be delivered to the PKF DC at least ten days after the end of the championship After evaluation by the DC, it will be sent to each NF through the General Secretariat. 24. ORGANIZING COMMITTEE STRUCTURE The National Federation that organizes the Championship, must constitute an Organizing Committee responsible for the assembly of the event. It will be formed according to the wishes of the Host Country. However, it is the responsibility of the national federation to ensure the faithful compliance of the Organizing Committee with the PKF rules and regulations, with constant contrat between the PKF and the FN.
