– National, nonprofit, research and consulting organization formed in 1969.
– Mission: Helping people and communities become, and remain, economically
secure.
– Strategy: increase income and assets, and improve equity regarding both

– Initiative of the Insight Center for Community Economic Development.
– Membership organization of sector initiatives & supporters, formed in 1999.
– Mission: to encourage the use and effectiveness of sector initiatives as
valuable tools for enhancing employment and economic development
opportunities for low-income individuals, industries, and communities.
– Strategy: Increase access to good jobs/career paths and reduce employment
disparities, improve job quality, and assist employers to create good jobs
3. Why Target Job Creation?

• High long-term unemployment and under-
employment - especially for people with low
incomes
• Improve connection of state policy that assists
with job creation and job placement

• OR: state sector strategy provides basis for Clean
Energy Works Oregon (CEWO) to require use of
public financing for energy-efficiency retrofits to
comply with CEWO’s High Road Standards
– Significant impact – e.g., goal is to create 1,300 jobs
(largest effort in US)
6. Oregon: High Road Standards
• Energy Efficiency and Sustainable Technologies Act
supports CEWO, establishes financing structure, sets
job quality standards, & requires local hiring
– CEWO ties use of public financing to its High Road
Standards – they have job quality requirements,
prioritize hiring of individuals with low incomes and
others who are disadvantaged, and require hiring from
sector initiatives
