7. What is Orkestra?
Orkestra-Basque Institute of Competitiveness is a research centre for analysis of
territorial competitiveness. It was founded in 2006 through Deusto Foundation,
University of Deusto, and is backed by the triple helix of government, university
and private business with long-term commitment (4-year funding periods).

9. Vision and Strategic Purpose
The Institute aims to play a key role in improving the well-
being of the Basque Country’s citizens.
Through its world-class research, specialised instruction
programmes, and constant interaction with economic
agents, Orkestra seeks to lead and accelerate the
development and implementation of public policies and
business agendas that enhance the competitiveness and
well-being of the Basque Country.
