Discussion panel during the conference celebrating the public launch of the new platform of the Library of Science (https://bibliotekanauki.pl), developed by the Interdisciplinary Centre for Mathematical and Computational Modelling, University of Warsaw, in cooperation with publishers, journal editorial boards, and indexing databases.

The Library of Science is an Open Access collection of Polish scientific journals and books. All the resources are available as full texts with metadata.

Panelists presented their individual experiences from the development of local and regional infrastructures for Open Access to scientific journals.

The new version of the platform was developed in the framework of the “Platform of Polish Scientific Publications” project, co-financed from the European Regional Development Fund, 2nd priority axis of the Operational Program Digital Poland 2014-2020, Measure 2.3 (total project value: PLN 5,164,777.78, co-financing from European Funds: PLN 4,370,951.43).

Self- archiving (I.) and a new generation of open-access journals (II.) are the ways to attain this goal. 17 years after BOAI … • Increasing control of the knowledge production circuit by commercial publishers. • Restrictions on the rise: restrictions on where, when or how to deposit. • Publishing transition to digital technologies is both slow and disappointing • Damaging research assessment system (the industry of prestige) • based on IF or similar deficient metrics, • based on proprietary services • where the great majority of the best ranked publications are published by commercial corporations (∼ 84%-89%) • With a concerning lack of visibility of publications published in countries from the Global South (less ∼ 10%)

An approach of science as a global public good • Redalyc and AmeliCA have developed and implemented an infrastructure to sustain non-profit, academy-owned scholarly publishing for more than 1,300 scientific journals, this approach: • Saves significant costs in journal production in favor of the non-profit publishing sustainability • Allows to keep journal publishing in hands of the academic, non-profit sector • Allows native Open Access and Open Data • Prevents journal from charging APC (author fees) • Enables bibliodiversity • Includes AI-aided software that automates typesetting and journal output files generation (ePUB, HTML5, PDF, XML) • Linked Open Data compliant • This approach could be replicated in other regions to achieve sustainable and inclusive scholarly communications.

    Redalyc has also developed a full integration with ORCID. In the ORCID Registry, authors can use a wizard created by Redalyc to connect their ORCID ID to works published in journals indexed by Redalyc. As well as the platform called RedalycAuthors enables researchers to create a scholar homepage, monitor article metrics and export works to an ORCID profile.
