2. Project aims:
1. To expedite progress in understanding open access policy
2. To stimulate policy developments aligned to EC policies and
Horizon 2020, by
–Engaging policymakers
–Evidence-based policy advocacy materials based on policy analysis
and good practice case studies
3. To deliver a coordinated network of expert organizations
across Europe to work together (Knowledge Net)

»Many different ‘flavors’ of open access

»High impact of Horizon 2020 OA regulations
»Monitor systematically the policy implementation and
compliance to H2020 regulations
»Imbue to MS significance of alignment to EC policies
»Allows reuse and add value to Pasteur4OA materials by
informing national policy makers (funders primarily)

Promoting the development and alignment of OA policies in EU member states
»Facilitates understanding of current status quo in different
regions and MS
› Plans advocacy activities accordingly
»Supports coordinated policymaker engagement
› Policymaker-engagement through the Key Nodes
»Maintains minimum shared levels of expertise/improves
expertise
› Continuous flow of information between members at regional

6. Role of the Key Nodes with respect to PASTEUR4OA
» Identify national policymakers (ministries, funders, RPOs) in their countries
» Take advantage of existing working groups or develop them to support
aligned policies
» Engage the policymakers
› Inform about PASTEUR4OA
› Contact NPRs to inform them (at the request of the EC) about policy
developments
› Inform other policymakers about developments and how to adopt policies
› Assist in any other way necessary (eg provide the policy itself,
information on process etc.)
» Identify policymakers who will attend regional events
» Attend project events (London meeting, regional workshops, final
conference)

»From September 2016- The Knowledge Net is integrated into
OpenAIRE2020, coordinated by OpenAIRE’s policy task group
(EKT, U Gottingen, U Ghent, Cristin, EIFL, U Minho)
