13. Schlussfolgerungen und Ausblick
• Die Grundrenovierung des EU ETS ist ein wichtiger Schritt
Für das Instrument in der EU an sich
Für die ETS-Diskussionen weltweit
• Die wesentlichen Elemente des neu gestalteten EU ETS
haben sich als praktikabel erwiesen, Pilote waren sinnvoll
Vollauktionierung für Stromerzeugung (Ausnahme
Kuppelgaskraftwerke)
Umfassendes Benchmarking (mit einigen Problemen)
Ausnahme: Leakage-Liste
• Zunehmend liegen empirische Erfahrungen vor (die in den
Lern- und Revisionsprozess einfließen müssen)
