Transport Verzekerings Maatschappij (TVM) is a so called mutual cooperation
owned by transporters with over 50 years experience in cargo insurance, market
leader in the Netherlands with a solid business in Belgium and a growing business in
Germany.
TVM is moving from a specialised transportation insurer towards a logistic services
cooperation, as new tech solutions like permanent track&trace and like the use of
data(-analytics) brings huge opportunities for clients of TVM to getting the what they
really want (having their risk managed), rather than ‘just’ being handed out an
insurance policy.

the World
67. Our Challenge
What if an ‘Insurance Token’ is attached to the cargo as an additional
ID (next to the bill of loading), which changes hands every time a new
transporter or carrier takes responsibility for the transport or
temporarily storage of the cargo? First only proving if a cargo is
yes/no insured and making the current holder of the token
responsible and liable for the cargo. Later adding smart contracts
based on for instance IOT measurements (was the temperature of this
fish -18 degrees Celsius all the time?).
What if this Token is created at the protocol level and fully open-
sourced, so it can easily be integrated in any proprietary or open
source cargo-ID system and anywhere up or down the supply chain
by the entire market? Including other insurers, including other cargo
platforms, …
TVM wants to revolutionise the way we insure cargo towards ‘risk
management and insurance from the cargo perspective’, to lower
costs and friction throughout the entire supply chain, thus benefiting
its clients and society.

Bill of Lading A contract between consignor and carrier acknowledging the receipt of goods for
transport. Describes the nature of the cargo, amount of cargo by weight, size
and/or number of pieces, and the origin and destination of cargo.
Insurance policy A written contract for insurance between insurance company and policyholder
stating details of coverage for loss or damage
Claim Legal demand or assertion by a claimant for compensation, payment, or
reimbursement for a loss under a contract

Scope challenge TVM: only cross border transport of cars;
Applicable regulations:
CMR-treaty mandatory applicable on each crossborder transport;
Main points regarding CMR-liability:
- Limited liability for cargo damage (about 10 euros pro kg);
- Limited liability for damage in delay (amount of the freight invoice)
- Possibility for value declaration (article 24 CMR);
- Possbility for declaration of specific interest (article 26 CMR);
- Possibility for cargo claimants to ask for unlimited liability in “cargo-freindly” countries
(e.g. Germany, Italy, France).
Main points regarding evidence:
- Bill of lading as of high importance for evidence of damage
- Carrier has to inspect the cars by receipt. Remarks has to be put on the bill of lading.
Possible damage issues:
- car(s) is/are lost…;
- scratches;
- glass broken;
- missing parts.

Recovery from instructed subcarriers:
Challenge TVM: combined insurance solution for cargo owner ánd carrier
Clearing house for recovery from carrier (cargo owner gets compensated in full, recovery from carrier depends of
possibilities to issue proceedings in foreign countries).
Mostly: lost or damaged cars, recovery from carrier limited to 10 euros pro kg. Then wish for “automatic settlement” with
the carrier in a clearing house.
Attention for exceptions: possibility for full recovery in foreign countries, but also possibility for declatory proceedings in
Holland when only the insurer of the carrier.
