Workshop title: Open Science policy in the context of EOSC governance framework
Workshop overview:
The challenge of EOSC governance is how to construct a framework allowing varied and disparate stakeholders to work together. The EOSCPilot project has established a Governance Development Forum (EGDF) so that all stakeholders can contribute to the development of a governance framework to inform the establishment of EOSC and its governance structure. In this workshop we will discuss how Open Science should manifest in the EOSC governance framework.

representativity, proportionality, accountability, inclusiveness and transparency.

The EOSC governance framework will be co-designed, stakeholder driven and composed of three
main layers: 1) institutional…2) operational…and 3) advisory…
[Governance board]
…The board will have an advisory role and an implementing role of the decisions by Member
States and European Commission concerning the programming, financing and towards the setting
up of a long-term governance and business model….
[Coordination structure]
A coordination structure, funded by Horizon 2020, will help the governance board to manage
the implementation...
[Funding]
…a co-funding mechanism mixing different revenue streams for the EOSC will be set up…Early
implementation of the EOSC will pilot innovative business models and support an integrated
data and service platform for European research.
[Global aspects]
The EOSC will be European and open to the world…It will increase the global value of open

The Summit was intended to share and agree with stakeholders and Member States representatives the vision of the EOSC and concrete ideas for its implementation.
The Summit was chaired by DG Robert-Jan Smits, the opening speech was given by Commissioner Moedas (he invited all stakeholders to join the Coalition of the Doers).
Session 1: main challenges and solutions for developing a strong and shared data culture.
Session 2: practical ways to implement all aspects of the FAIR data principles.
Session 3: key data services for European scientists, provided by a common infrastructure in a sustainable, cost-effective way.
Session 4: future funding mechanisms and governance structure for long-term sustainability.
Session 5: links between EOSC and the European Data infrastructure (HPC, data storage, connectivity).
Declarations being elaborated based on the input papers and the discussion/commitments at Summit
The Action List contains a number of commitments made by the Summit participants up to now.
