1. Translating on-the-ground realities into NDCs varies widely by nation
and is often not a comprehensive effort. Need for more transparency
and opportunities for stakeholders and better coordination between
ministries. An integrated view of the energy system is critical.
2. Energy efficiency was often not explicitly mentioned in NDCs (demand
side), but is a critical opportunity. Electric mobility options and other
electrification represent important opportunities in future goals.
3. The co-benefits or other impacts of decarbonization are essential
considerations (e.g., jobs, energy security, local air/water quality), but
not well-tied to the NDCs.
