• The science says fundamental transformation is
necessary. Current NDC pathways even if fully achieved
will not achieve 1.5°C
• Long-term strategies express, from a country
perspective, this transformation
• Paris Agreement invites countries to submit “mid-century,
long-term low greenhouse gas emission development
strategies" (LTS) by 2020
• The basic idea is to explore what could happen in the
future, stress-test policy alternatives, and develop robust
and adaptive plans.

NDCs are five-year stepping stones towards long-
term vision, supporting transformational (not
incremental) change
