The objective of MWP
• Urgency based on science
• Research → 1.5 degrees
• We need to do more → scale up ambition and
implementation → course correct
➢We all need mitigation!
➢There is no other dedicaded mitigation agenda
item in UNFCCC
Benefits of
mitigation
• Better health, air, jobs etc
• Sustainable development
• Energy and food security
• Less adaptation needed
• Less need for finance for adaptation and L&D
• National transition plans → industrial growth
engines → staying behind will be costly with
dependency on old economy and fossil fuels
International collaboration and collective action of many
countries is key for a fast transition
→UNFCCC process and the MWP
are well positioned to accelerate
action
The MWP decision
➢ SBSTA and SBI are requested to consider progress,
including key findings, opportunities and barriers, in
implementing the MWP with a view to
recommending a draft decision for consideration and
adoption by the CMA

ongoing initiatives
➢Committments from COP26 & 27, enhancement of
NDCs incl Energy Transition Plans & updated LTS
➢Recommendations for energy sector incl transport

enabling conditions and international
cooperation
• Sectoral aspirational targets →clear message
about what is possible → collective action
➢Take MWP work forward & use synergies →
initiatives, UN bodies, NPS, actors in the sectors

➢Task Secretariat to produce report on follow
up on committments from COP26 & 27
➢Including indicators for the mitigation work,
for example:
• Countries with climate frameworks
• Countries with climate targets
• Countries with targets for phasing out
unabated fossil fules
• Number of countries with subsidies for
fossil fuels

➢Task Secretariat to compile a list of relevant
initiatives on Just Energy Transition and the 2024
topic incl key progress
➢Ask MWP co-chairs to include initiatives in MWP
activities
• Follow up on initiatives
• Strengthen the initiatives and increase their
impact through MWP → leverage points,
cooperation & co-ordination → positive
tipping cascades across sectors
• Build from the initiatives in MWP →
awareness of activities and tools, inform
MWP discussions incl lessons learned (incl
regional level), identify gaps and
complement on-going work, create link to
relevant actors

➢Improvements of the MWP → learning by doing
• Discuss MWP all year
• Use experience from HL Champions to improve
MWP
• More involvement by NPS and actors from
relevant sectors
• Continue energy topic alongside new topic 2024

• MWP events based on report on initiatives and
report on follow up on committments (as
suggested above)
• Guidance on the structure of the Annual Report
and the presentation to HLM Roundtable
