• The National territory of Fiji covers a total land size of 18,272 km 2 distributed over a
322 volcanic islands and 522 islets, of which about 106 are permanently inhabited.
• Total Population: 884,887
4. NDC Targets and Commitment
4
• 30% of BAU CO2 emissions from the energy sector by 2030. Absolute reduction as compared to
reference year emissions;
• Of the 30% reduction of BAU baseline CO2 emissions, 10% will be achieved “unconditionally”
using available resources in the country and 20% achieved “conditionally;
• a commitment to achieve net zero greenhouse gas emissions by 2050;
• a commitment to enact its Climate Change Bill by 2021; and
• a commitment to operationalize its National Adaptation Plan.
5. Low Emission Development Strategy (LEDS)
5
• Electricity and other energy generation and use;
• Land transport;
• Domestic maritime transport;
• Domestic air transport;
• Agriculture, forestry, and other land use (AFOLU);
• Wetlands (i.e., coastal wetlands, also referred to as blue carbon);
• Waste; and
• The cross-cutting sectors of tourism, commerce, industry, and manufacturing.
6. National Mitigation
Actions
6
• provide a temporal pathway with concrete mitigation actions and
financing needs to achieve the transformational change to
achieve the NDC
• mitigation actions under the energy sector are divided between the
three sub-sectors of Electricity Generation and Transmission, Demand-
Side Energy Efficiency, and Transportation
• actions are divided into short-term (2017-2020), medium-term
(2021-2025), and long-term (2026-2030) action periods
• Built-up from the NDC Roadmap
• Outlines investment plans and project pipelines for potential
opportunities for GHG mitigation in the transport (land, maritime,
and aviation) and energy efficiency sectors
• Presents concepts note for formulation of project proposals
7. How to align near-term policies and planning processes,
including NDCs, with long-term net-zero commitments?

the LEDS
9. Challenges
The Power of PowerPoint | thepopp.com 9
• Key Findings – Climate Finance strategy
1. Limited support for the blue economy, human health and
climate-induced relocation
2. Need more comprehensive cost estimates for adaptation
3. Winston recovery dominates disaster management spending
4. Investments to decarbonize electricity and transport are lagging
10. CLIMATE CHANGE BILL
1. Intention to develop World-leading example of national climate change legislation.
2. Context Appropriate: reflects Fiji's position as a vulnerable small island nation state.
3. Legislate the implementation of the Paris Agreement and its objectives including the 2050 target for net-zero
emissions.
4. Strengthen governance for implementing
5. Strengthen MRV of emissions and emission reductions.
7. Provides a comprehensive framework that will guide Fiji's response to climate change. As a framework, the Bill can
be built on over time and will be supported and defined by the regulations, guidelines, and reporting and review
cycles that it creates.
8. The bill creates new requirements that will help improve strategic collaboration and data sharing between
ministries. Its provisions are focused on increasing the information required to anticipate and manage climate risks
