Benefits of tracking national
adaptation
1. There can be considerable national benefits of M&E (e.g.
facilitating mainstreaming, prioritising expenditure); M&E
should respond primarily to these needs
o Countries are setting up adaptation M&E systems
o Balancing meaningfulness vs. standardisation
2. Could track inputs, processes, outputs, outcomes
o … but potentially data- and resource-intensive
3. M&E is about learning more than indicators
o Purpose is key to defining an M&E system
o Choose right communication format for different target
audience

M&E challenges and lessons learned
1. Aggregation of progress at local, sub-national levels to
national, global levels – important, but not straightforward
o Not just quantitative but also qualitative synthesis
o Can learn from (limited) transboundary M&E experience
2. Stakeholder buy-in, legislative basis important:
o Poor co-ordination nationally can impede M&E, learning,
mainstreaming
o Identify responsibility for implementation, raising
finance, monitoring, reporting
3. Adaptation M&E: rapidly evolving area, systems should be
flexible
