Ministry of Human Resources. • Collaboration between company (industry) and training center. • Offer certification from Level 1 to Level 5. • Training curriculum based on National Occupational Skills Standard (NOSS). • Training duration based on certification level • Apprentices : School leaver, potential workers and existing workers

DEPARTMENT OF SKILLS DEVELOPMENT (DSD) AS CUSTODIAN DSD - Accreditation body for Skills Training in Malaysia - Enforcement via National Skills Development Act 2006 (Act 652) - Establishment of National Occupational Skills Standards (NOSS) - Accredited skills programs - Issues certificates (Malaysian Skills Certificate / Malaysian Skills Diploma) Company - Practical (70% - 80%) - Day release/block release - Practical skills on real works environment - Coach to apprentices ratio is 1 : 5 - Pays training allowance Apprentice Training Centre - Theory (20% - 30%) - Day release/block release - Knowledge and basic skills - Trainer to apprentices ratio is 1 : 25

EMPLOYERS ROLE : Design and Delivering of TVET WHO HOW • Industry design skills standard (NOSS) based on work process and work function • Training Centre to deliver theory and basic skills. • Industry deliver practical training based on respective industry operation with reference to NOSS. • NOSS stipulate minimum competencies required by industry practices. • Verification of assessmentby external accessor from industries. • Implementationis monitored by DSD WHERE • Workplace / Real work environment WHY • To meet industry/employer requirements – relevant & practical –oriented • Develop strong ties with company • Improve productivity and efficiency by well trained workers

DUAL TVET : Recent Trends & Reforms Recent - Conventional Face to face delivery - Collaboration with other stakeholders - To tackle medium class of workforce (traditional/common industries) Reforms - Hybrid and Online delivery. - Collaboration with other Accredited Body (Malaysian Qualification System (MQA)) to form Single System (mobilizationof workforce) - To tackle high class of workforce (high-tech industries)
