Federal Municipal Investment Promotion Fund
Political Goal: support for municipalities with inadequate
financial resources to overcome investment backlogs
• Budget 2015: establishment of a municipal investment
promotion fund (volume €3.5bn)
(Investment in e.g. energetic restoration, urban
development, noise prevention)
• Supplementary Budget 2016: increasing the fund by
further €3.5bn → from July 2017 on for the restoration of
school buildings

„Infrastructure Company“ for federal roads

• the system of shared responsibility for federal roads between the
federation and the Länder will be reformed
• limited liability company will be established, 100% state owned
• operating on business criteria, becoming operational on January 2021
• responsible for motorways and other federal trunk roads
• revenues coming from road pricing, additional funds may come from
national budget
• make use of private capital on project level
• no privatization of infrastructure: ownership remains with the
Federation
• Respective legislation process has been started, including a change in
the constitution

PPP Issues: Restructuring of the PD
• Until 2016:
ÖPP Deutschland AG (stock company):
– advisor solely for PPP-projects;
– public and private shareholders
• Since 2017: Transfer of PPP-experiences (e.g. life cycle analysis) to
Traditional Infrastructure Procurement:
Conversion into “PD-Berater der öffentlichen Hand GmbH” (limited)
– 100% public ownership
– advisor for all delivery modes of infrastructural investments
– facilitates access to advisory services for all levels of government
