Sustainability from NGO point of view:
Continuing to perform and deliver project benefits to the
primary target group after the funding from a donor
terminates. In other words, sustainability is to maintain and
continue your efforts after the funding is over.
1.Financial sustainability: It refers to ensuring a steady flow of funds and
generating revenue for maintaining and continuing the organizations work.
2.Organizational Sustainability: It refers to ensuring proper working of your
organization and institutions that were developed as part of the project.
3.Programmatic Sustainability: It means to continue the organizations projects
and programme in the absence of donor support.

Evaluation Criteria :
OECD-DAC Five Evaluation Criteria 1991
Relevance:—This criteria examines the extent to which the objectives of a
project matched the priorities or policies of major stakeholders (including
beneficiaries).
Effectiveness—This criteria examines whether outputs led to the
achievement of the planned outcome.
Efficiency—This criteria assesses outputs in relation to inputs.
Impact—This criteria assesses what changes (intended and
unintended) have occurred as a result of the work.
Sustainability— Looks at how far changes are likely to continue in the
longer term.

How to implement the 5 Criteria:
Relevancy:
 Perform needs assessments before proposing
interventions,
 Involve all stakeholders (local & Inter) and consider
their priorities ,
 Consider Gender equity and differences,
 Collect a comprehensive baseline to reflect the pre
status.

 Financial, human and material resources are available,
 Resources are fully utilized,
 Intervention expenses are compatible with the budget,
 Activities are implemented within time and resources,
 The financial system is available to properly managing

Efficiency:
 Logical Model is developed to describe the intervention
causal pathway,
 Result-Based M&E system is developed
 Indicators are identified with baseline and targets to be
measured regularly,
 Risk management plan is developed,
 Learning and lessons learned from previous
interventions are utilized.

Impact:
 Intervention is evaluated after one year, to validate goal
and outcomes,
 Intervention is changing the social norms and shifting
the community believes toward goals,
 The beneficiaries are satisfied and can witness the

 Activities are positively influencing the community to
achieve the overall goal.

Sustainability:
 Activities will build the capacity of targeted population,
 Integrate community’s high priority interventions in the
organization Strategic Plan,
 Integrate Gender issues and needs within the
organization strategic plan,
 Networking with different organizations to collaborate
in implementing other interventions,
 Information are exchanged among organizations for
learning.

Non-Governmental
Organizations in Gaza to
find out the impact of applying
the criteria of projects’
evaluation (Relevance,
Efficiency, Effectiveness,
Impact, Sustainability) on the
sustainability of funding in the
Non-Governmental
Organizations (NGOs) in the
Gaza Strip.

Study methodology:
The researcher used the
descriptive analytical approach. A
questionnaire was designed as a
main data tool. A Comprehensive
listing was also used for exploring the
opinions of the study’s population that
consists of (130) persons of the
executive directors, project managers
and project coordinators who working
in the NGOs in the Gaza Strip.

The questionnaire was structured in 3 pillars:
1. Demographic information 10 questions
1. Independent variables with 39 questions
categorized under 5 evaluation criteria
1. Dependent variable with 11 questions for
sustainability
* Pearson's Correlation Coefficient was utilized to
measure the strength of the relation between the two
variables (Ind/Dep)

Fund Sustainability:
 The NGO has Self-funding sources,
 The availability of international and local funders, utilizing
the Crowdfunding,
 Increased revenue over the past years,
 The NGO was easily able to market the services and attract
fund,
 Increased number of implemented activities by the NGO,
 Maintain the beneficiary’s satisfaction level,
 Increased donors’ trust, and maintain funds.

Study Recommendations:
1. Implement the 5 evaluation criteria and adopt it as part of the
organization’s culture,
2. Reduce the dependence on external support (donation) by
implementing income-generating projects that sustain,
3. To have a rigorous RB-MEL Plan,
4. Strengthen the human resources capacities in MEL skills,
5. Provide MIS information system. To manage and report progress
frequently,
6. Enhance the organizations’ capacity in fund raising,
7. Activate the networking among NGOs and Donors by all means
(regular or social media).
