2.  APRIL 27, 1943
Under the authority of H.B. 647, Chapter
185, Regular Session, the Texas
Legislature authorized the Board of
Directors of Texas Technological College
to convey a tract of land to the City of
Lubbock, not to exceed 5 acres for the
purpose of a Municipal Auditorium.
 NOVEMBER 20, 1945
City of Lubbock Commission Meeting,
passed Ordinance #733, that a bond
election be held on December 11, 1945.
“Shall the City Commission of the City
of Lubbock be authorized to issue bonds
in an amount of $1,750,000, for the
purpose of the construction, erection and
equipment of a public building and
auditorium to be known as the Lubbock
Auditorium- Coliseum, and purchasing a
site.”
 TUESDAY, DECEMBER 11, 1945
Bond Election held.
 MARCH, 19, 1946
City of Lubbock Commission meeting,
authorized the issuance of $300,000 of
the approved $1,750,000 for the
construction of the Lubbock Auditorium-
Coliseum.

3.  MAY 1, 1953
Under the authority of H.B. 478 (53rd
Regular Session, amending Chapter 185,
Regular Session, 1943) the Texas
Legislature authorized the Board of
Directors of Texas Technological College
to convey a tract of land, not to exceed 7.5
acres, to the City of Lubbock for the joint
purpose of an auditorium and coliseum.
HISTORY  State law required that the
conveyance of the land for the
auditorium-coliseum must contain a
reversion clause to the effect that if
the City of Lubbock permanently
abandoned use of the structure and
tract of land for the auditorium-
coliseum purposes, title to the
property would revert to the
College. The required reversion
provision was inserted into the Deed
from the College to the City, and
recorded in the Deed Records of
Lubbock County at Vol. 510, page 64.
 AUGUST, 1953
First Operating Agreement between
Texas Technological College and City of
Lubbock was passed.

Deed signed.

 NOVEMBER 7, 1961
The City Charter was amended;
Chapter 1, Article II, Sec. 25. Abandonment of Lubbock Municipal Auditorium-Coliseum.
The City of Lubbock shall not permanently abandon the land, or buildings used and known as
the Lubbock Municipal Auditorium-Coliseum, unless such abandonment is authorized by a
majority vote of the qualified tax-paying voters at a general or special election held in
accordance with law; provided, however, that no election shall be required prior to the sale or
other disposition of fixtures, equipment, furnishings or appurtenant structures which have
become obsolete or which are no longer necessary or desirable to the continued operation of
such Lubbock Municipal Auditorium-Coliseum.

8.  SEPTEMBER 1, 1969
By action of the Texas State Legislature,
Texas Technological College formally
became Texas Tech University.
 FEBRUARY 12, 1978
Amendment to the operating agreement.
The amendment addressed parking issues
and was effective September 1, 1978.
Texas Tech University pays the City for
parking privileges and the authority to
control parking was given to TTU. Fees
were established in the amendment.

9.  1995
The City proposed replacing the Lubbock
Municipal Coliseum with a new arena.
The proposed Buddy Holly Arena was to
be located next to the Lubbock Memorial
Civic Center in Downtown Lubbock. A
public referendum for a tax increase to
build the arena failed to pass by as few as
600 votes.
HISTORY  1997
Mayor’s Task Force on Civic, Entertainment, and
Sports Facilities studied the separation of the
Auditorium from the Coliseum, as well as the
Demolition/ Salvage Issues of the Coliseum. Six
options:
1. Recommend referendum to demolish the
Lubbock Municipal Coliseum.
2. City of Lubbock will continue to operate the
Lubbock Municipal Coliseum without Texas
Tech as a primary tenant; compete with the
United Spirit Arena for concerts; and seek a
primary tenant (ice hockey).
3. City of Lubbock continues to operate
Lubbock Municipal Coliseum without
primary tenant and compete with the United
Spirit Arena.
4. Limited use facility: Facility operated for
events that cannot be held at the United Spirit
Arena; i.e. dirt events, circus, ice shows.
5. Lease/Contract Management of Lubbock
Municipal Coliseum to private or non profit
corporation.
6. Deed facility to Texas Tech University.

10.  1997
The City obtained clarification by
amendment of the original state law.
Senate Bill 1621, stated the Coliseum
could be abandoned, as long as the land
was utilized for the purpose of the
remaining facility, the land would not
revert back to the University. The entire
complex must be abandoned for the land
to revert back to the University.

In 2009, $500,000 was issued for Professional Services. On June 22, 2010, proposals
were received and ranged from $8,020,000 to $9,425,300.

15. The overall goal of this project was to renovate and restore the Lubbock Municipal
Auditorium, making it a more viable performance venue with a particular emphasis on
“patron experience” and consistent with the 2004 bond election.
This project identified the needs of the facility, as listed below:
 Refurbish a 50 year old facility
 Renovate and update interior spaces as well as the exterior facades
 Replacement of seating
 Construction of new restrooms
 Hallway to connect the backstage area to the front of the house
 Renovation of the lobby areas
 Refurbishment of the interior décor throughout the public areas of the facility.
 Building guidelines and codes brought to compliance
 Patron Experience
 Addressing new seating
 Additional restrooms to accommodate a larger number of patrons
 HVAC renovations

16.  The 2004 Bond authorized $5,000,000 for Renovations and Improvements to
the Lubbock Municipal Auditorium and $1,450,000 for Renovations and
Improvements to the Lubbock Memorial Civic Center.
 In 2009, $500,000 was issued for Municipal Auditorium Renovations (Capital
Project 91194). A portion of the funds, $390,711.97, were utilized for
Professional Services.
 In 2010, proposals were received and the project was over budget. No further
bond funds were spent on the Lubbock Municipal Auditorium.
 In 2012, the remaining $6,059,288.03 was moved to Civic Center Renovations
(Capital Project 91195).
 The outstanding portion for the Municipal Auditorium Renovations (91194)
debt is $121,867.97. This debt is scheduled through February 15, 2029.

membrane. Removal and replacement of video boards and associated equipment.
Project Estimate $4,166,750.00. No funds appropriated. Earliest note is 2006 on video
equipment.
