checks can only be submitted for aged 16 years or
over.
• Lead Signatory or Counter Signatory must be 18
years or over.

continuous monitoring has been repealed.

Regulated Activity for Children
The new definition of Regulated Activity relating to
children is set out in three parts:
(What they do - Activities)
1. Unsupervised activities: teach, train, instruct, care for
or supervise children, or provide advice/guidance or
well being, moderate a public electronic interactive
service or drive a vehicle only for children carried out on
a frequent, intensive or overnight basis. An individual
carrying out activities as above, under reasonable
supervision by another person who is also engaging in
Regulated Activity is not undertaking Regulated Activity. 33

2. Work for establishments schools, nursery schools,
childcare premises Children’s Homes/Centres with
the opportunity for contact with children carried out

in Regulated Activity is not undertaking Regulated
Activity. This does not apply to paid employees.

What is a Regulated Activity?
Regulated Activity is a statutory term used to
describe working or volunteering with children or
adults.
It covers any work, whether paid or unpaid, which
is carried out on a frequent, intensive or overnight
basis but does not include family or personal
arrangements.

Regulated Activity – Adults
The new definition no longer refers to the word
‘vulnerable’ for regulated activity relating to adults.
The specified establishment e.g. Care Home, has
been removed – the focus is now on activities - not
where the activity takes place.
The frequency test has been removed – an individual
only needs to engage in activities listed below once to
be carrying out regulated activity relating to adults.

The definition focuses on those activities, which
should they be needed by any adult - mean that
an adult is considered vulnerable at the point of
receiving them:
o Healthcare for adults provided by, or under the
direction/supervision of a regulated health care professional.
o Personal care for adults involving hand-on physical
assistance with washing and dressing, eating, drinking,
toileting, prompting and supervising an adult with any of these
tasks because of their age of disability, or teaching others to
do this task.

o Social work – provision by a social care worker which is
required in connection with Health Services or Social
Services.
o Assistance with an adults cash, bills or shopping because
of their age, illness of disability arranged via a third party.

o Conveying adults for reasons of age, illness or disability
to, from, or between places where they receive healthcare,
personal care or social work arranged by a third party.

Safety issues concerning the organisation of Club and District Events
As Rotarians, we can have fun in a responsible way as long
Reports: as we plan our events sensibly. We all have a duty of care
for the Health & Safety of ourselves and others.
Insurance and the Rotary Club Furthermore, in order to secure RIBI insurance cover, clubs
are required, in the event of a claim, to demonstrate that
RIBI H&S Risk Assessment they have undertaken H&S Risk Assessments and are
managing all H&S aspects of events organised, including
Form - Template Protection, where applicable.
RIBI H&S Policy for Clubs & Clubs are increasingly trying new ways to raise funds and /
or get involved in the local community. Three H&S
Districts - July 2010 Seminars / Surgeries for District 1090 Clubs have now been
held in Nov '11 and April '12 to offer Club H&S officers,
Other Links Committee Chairs and all those involved in H&S in any way
an opportunity to share and learn from each other.
All Committee Reports Resources to help Clubs plan successful events are now
