8. This proposed project aims to contribute to the overall
goal of BPLS & PDP by piloting management
strategies of Mt. Iraya’s watershed in the municipality
of Basco, Batanes.
* The long-term goal of the BPLS is a model protected
area with high biodiversity, abundant resources, well-
preserved landscapes, seascapes, as well as
architectural and cultural values, with its men and
women empowered and committed to conservation
and enjoying the benefits of as sustainably developed
and ecologically friendly local economy.
Specifically, this project aims to:
1. Enhance the forest ecosystem services of Mt. Iraya watershed in the
island of Batan through participatory forest protection and restoration;
2. Strengthen communities, local stakeholders and management system of
Mt. Iraya watershed; and
3. Increase awareness of the stakeholders on the importance of Mt. Iraya’s
forests ecosystems and its services.

The fundamental approach to sustainable
management of Mt. Iraya watershed is through
protection and enhancement of its forests. This
proposed project charts on the recommendations
on both biodiversity and watershed management
as stated in the updated Management Plan of
the BPLS. It will build on the efforts of the
government and other development partners in
Batan Island. The project will be implemented
consistent with the regional and provincial
development policies and strategies, which are
generally geared towards growth and the
development and modernization of the
agricultural sector to attain food sufficiency and
water security.
