Selection the IBS carriers • Purpose: Selection IBS carrier for 2nd layering • Currently, VMS under using IBS in F3 (10612), this solution is very good due to use separate frequency with other sites, so the less interference. • In order to increasing capacity for IBS, upgrade to 2nd carrier for all IBS and all sites neighbor upgrade to 3/3/3. in this case we propose to change change frequency IBS from F3 to the F1/F2 or F1/F3 , with2 carriers, Therefore IBS will operation like 2nd Carriers macro site but in Neighbor strategy need to define to limited the over shooting and interference from outdoor sites by one way neighbors Option 1: F1 & F2: in case all sites neighbur operation with 3 carrier, same load and coverage so the Ec/No and CQI, RSCP are the same between 3 layers, this option is simple for setting and operating like as macro site, the interference and HSDPA throughput is not difference F2 and F3. Option 2: F1&F3: in case in IBS area uses only 2nd carrier (F1&F2), therefore F3 will be better Ec/No and CQI, due to very low interference UL and DL. The HSDPA throughput is better in F3. For VMS2 case with IBS NSN area in down town and most of sites will be upgrade to 3 layers so we proposal F1 & F2 for IBS. In case using F1 & F3 is same setting but have lightly differ in neighbor strategy to reduce overshooting RSCP. In this propose we present the case F1 & F2.

Mobility – Idle mode In idle mode, UE can be forced to camp certain carrier or allow UE to camp to any layer by nature of signal quality, With IBS site we propose to use Idle mode in F1 and DRRC to F2 with HSDPA Cell Reselection parameters • Negative AdjiQoffset in RT HOPI (RT HOPI parameter set is used for all idle mode UEs) can be used to force idle mode UEs to certain frequency
