2. Presidential Decree No.603,otherwise known as the
“Childs and Youth Welfare Code” and issued in
December 1947,legally defines special Categories of
youths, including youthful offenders, and directs the
“Ministry of Social Services and Development”(MSSD) yo
provide Comprehensive services to assist in youth
development.
5. The child is one of the most important assets of the
nation. Every effort should be exerted to promote his
welfare and enhance his opportunities for a useful and
happy life.
7. All children shall be entitled to the rights herein set forth
without distinction as to legitimacy or illegitimacy, sex,
social status, religion, political antecedents, and other
factors.
11. The promotion of the Child’s health shall begin with
adequate pre-natal and post-natal care both for him
and his mother. All appropriate measures shall be
taken to insure his normal total development.
It shall be the responsibility of the health, welfare, and
educational entities to assist the parents in looking
after the health of the child.
