Some Facts -
• Oregon falls $1.3 billion short in maintaining state highways to handle the
current level of traffic, state officials estimate. That doesn't include all the
deferred maintenance on city and county roadways.
State Gasoline (¢/g) Diesel (¢/g)
California 63.9 72.0
Oregon 43.4 48.7
Washington 54.4 60.4
Alaska 26.4 32.4

Issues with Fuel Based Taxation
• Current Issues
– Demand for fuel is elastic, people adjust their consumption of fuel; that is, over a
period of time, people will consume less as the price increases (by switching to
more fuel-efficient cars, mass transit, consolidating trips, carpooling, or just
traveling less).
– Increasing number of Fuel Efficient vehicles being introduced into the market
– 2008 Toyota Prius
City: 48 mpg
Highway: 45 mpg
Combined: 46 mpg
– Alternative Fuels “ Make your own Biodiesel” Great on the Pocket, Less Revenue for
the State
– Electric Vehicles
– Heavy Trucks and Trailer Configuration
2008 Honda Civic Hybrid
City: 40 mpg
Highway: 45 mpg
Combined: 42 mpg

Zone Based Fees
Multiple Zones can be created for special fee collections. Zones can be based on different
shapes. Vehicle mileage is calculate based on entering and leaving zones. Different rates
can be applied to zone based on date and time. Drivers can be notified on different rate
zones while in vehicle or dispatch locations.

Commercial Transportation
• IFTA (International Fuel Tax Agreement). This is an agreement that provides for
the consolidated reporting of motor fuels (i.e., Gasoline, Diesel Fuel, Liquefied Gas)
taxes for qualifying commercial motor vehicles traveling in more than one state.
• Calculations are based on odometer readings
• Loss in Revenue
– Bad Odometer readings
– Use of retread tires
– Billed per quarter
– Can be manipulated
• Weight calculations for heavy vehicles

Electrical Vehicles
• As the use of electric vehicles grow in the
US, so does the enforcement of Mileage
based taxation
• Same unit monitors the mileage of EV, and
a pay as you go system can be adapted.
Similar to a pay as you go phone, as a user
reaches a certain limit the system needs to
be recharged by user/owner
• System can be installed and activated
during the purchase of vehicle
• Owner may also purchase credits to cover
certain mileage. Use it or lose it….

Public Challenges
Preserving Privacy is the key to selling such system to the general public
• What information is being captured
– GPS or Mileage
• Who has access to the information
• How is the information going to be used and viewed
• The benefits of such a system
• Make source code “OPEN”
• Educate the public every step of the way, have their buyoff from the start
