1. Mr. Palmquist has an established track record in the hard bid public
works arena as a general contractor and PM/CM owner’s
representative/construction manager, specialized in major to mega
development programs. Mr. Palmquist has successfully
programmed, managed design development and completed
construction via multiple delivery platforms on some of the highest
profile projects in the nation. From a ground up understanding of
engineering principals, manufacturing, contract delivery and
construction processes, combined with in depth study of owner
business models comes the background for management and
leadership abilities required to excel, inspiring team excellence in the
most challenging arenas including transportation, heavy
manufacturing, energy systems, medical, high tech manufacturing,
geophysical laboratories, high tech research and development, high
rise office, computer environments, multiuse real estate
development, schools, US Army Corps of Engineers military base
projects including military hospitals.
Mr. Palmquist has a thorough background in the specialties of
construction claims, construction and program control systems, hard
bid, negotiations and dispute settlement. Project delivery methods
include Agency CM, CM at Risk fast track, Component CMAR,
GMAX, Design Build and Build Operate Transfer/P3.
Mr. Palmquist has the advantage of combining knowledge gained
from a background of construction field experience and construction
hard bid work as a general contractor, ultimately applied to high
profile leadership roles on design/construct mega programs.
Mr. Palmquist played lead roles on mega programs such as for the
re-programming required in 2001 for American Airlines Terminal 8
JFK and also serving as Activation Manager on San Francisco
International Airport Master plan and LAX Master plan Development,
(2007) and more recently as serving as structural construction
manager for Bradley West expansion at LAX, (2012).

Mr. Palmquist has an established track record in the hard bid public works

aviation development programs. Mr. Palmquist has successfully
programmed, managed design development and completed construction
via multiple delivery platforms on the highest profile projects in the nation.
An in depth understanding of civil, structural mechanical, electrical, fueling,
aviation, baggage handling systems and automated security screening
systems and security systems combined with a thorough background in
phasing construction programs around existing airport operations provides
the base for a 23-year track record of proven successes on contiguous
major airport programs including JFK, LAX, SAN, SFO, SNA, SJC, ORD,
ATL.
Mr. Palmquist is also experienced in the specialties of claims, construction
and program control systems, hard bid, negotiations and dispute
settlement. He specialized in the development, design and construction of
concrete and steel structural framing systems and is experienced in fast
track, hard bid, Gmax, Design Build, CMAR and P3 delivery
methodologies. Mr. Palmquist combines technical construction expertise
such as contrasting construction production efficiency analyses with airport
operations constraints to ascertain optimum programming strategies
initially, and then ultimately, in formulating detailed construction strategy
and tactical technique by reiterating detailed risk and cost/ benefit metrics.
Mr. Palmquist played lead roles on mega programs for re-programming
