» First of all let me say that I am really pleased to be here today for my first
Stakeholder Forum, I don’t think I am alone in being a newbie – so a warm
welcome to others joining for the first time.
» It’s a little over 3 months since I joined Jisc, I’ve learnt a lot in that time and really
value the time people have given me.
» I’ve had chance to visit colleges and universities and I appreciate the openness of
those I’ve met. The feedback has been encouraging overall, though I’ve heard
some hard truths too.
» It bears out my own feelings: that Jisc has come a long way; we’re improving
» But we have further still to go.
High aspirations, still some way to go
» I have no illusions – Jisc has no illusions – that we have more work to do and
further to go to meet your expectations
» I know that we still have a lot to do to fulfil our own aspirations
» We aspire to be the world class powerhouse of digital support and transformation
to the UK teaching and research communities.
- To become an organisation that is valued by our customers across higher
education, research, further education and skills
- To be regarded as a great place to work with an engaged and motivated
workforce. Even loved by our people

High aspirations, still some way to go
» It is clear that the way education is funded by central government is changing
» We believe that the future for us will be less dependent on central government
and – in common with many other organisations acrossGovernment – more
dependent on subscribers paying for our services.
» And we are under no illusion that this means we must change, realigning our
service offerings to areas that add real value.
» We have to justify the subscription and earn your investment
» I am confident that we can and will do that.

» Our fantastic Janet network is world class and the envy of many. There is a high
degree of support for Janet and its associated services across central government
and our customers. I hope we can work together to make sure that its stays the
Jewel in the Crown it is for the UK.
» Did you know, for example, that we are one of the few networks that can deliver
TV broadcast at the high 8K resolution standard? So much so - that the BBC
come to us for support.
» I believe that that many of our digital resource services – for example Jisc
Collections will also continue to add value. The work the team are doing in Open
Access and negotiating on behalf of the nation, along with the content we are
providing is a second Jewel in the UK’s crown that is looked on enviously by other
countries.

Value your insights into where we can add value
» But I am not naive. Some of what we do now will not survive and I fully expect us
to shut down services that do not add sufficient value to our customers. We
cannot afford to be sentimental.
» Your feedback on our services and their value is, therefore, essential. Only you
can tell us if something is not working.
» We need your insight into what you think should stay and what should go.
» But also we need to know where we should add and grow.

Value your insights into where we can add value
Jisc as your digital partner
» Most governments in the UK and around the world are promoting digital first,
which resonates with our sectors: for teaching, for learning and for efficiency. We
want to be your digital partner helping you gain the benefit of digital first.
» So what could this mean?
» To start with its exploiting the capabilities you’ve heard we are developing in our
futures projects, not least our well received digital leadership programme.
» On others, in particular Learner analytics, in pilot now and research data
management, soon to be in pilot, we see great examples of our new approach of
forming ecosystems by developing procurement frameworks and standards, so
enabling confidence and effectiveness in using third party solutions. We will
provide necessary solutions not available in the market or where we need
national infrastructure.
» On top of this, the rich national datasets these projects will deliver are very
exciting, and quite unique in the world.

» Learner analytics, in particular is gaining a high degree of interest and offers
great promise, for FE and HE. In HE in particular we do see this providing added
value in a robustTEF-style measure.
» Just addressing the HE community for a moment. Before coming here this
morning I spoke at the launch of the latest HEC report ‘From Bricks to Clicks, the
potential of data and analytics in higher education’ which has a number of digital
recommendations for institutions, so may well come to your attention. Can I
take this opportunity to point out that our LearnerAnalytics programme has
already addressed many of its recommendations, for example, agreeing an
ethical code with the NUS. Talk to us, we can help you here.
» In addition HESA, UUK and ourselves agree with alacrity on the recommendation
to develop a sector-wide excellent and innovative data management strategy.

Jisc as your digital partner
» We think that the promise of blended learning and flipped classrooms is on the
cusp of happening around the country. To help you here we will provide
advice,best practice, link you to infrastructure, point you to content and break
barriers that slow down adoption. We are pushing forward with FELTAG, through
advice and guidance and, we hope, through solutions and rich material, which
could mean, for example, commisioning content for English, Maths,
apprenticeships. We see blended learning having resonance in both FE and HE.
» We will continue to support Engish colleges going through Area Reviews by
helping them achieve their goals through technology. As well as blended
learning and providing advice on the technology-side of mergers, we are looking
at shared services (which you may have heard of as the poorly named Jisc in a
Box); we think this will be sourcing standard solutions that colleges can migrate
to...We know this work also has resonance in Scotland,Wales and Northern
Ireland and may read across to HE, though we are also aware of the intense
challenges of doing this well.

» Equally importantly, we have already helped many of you extend your reach
internationally and we will continue this vital work.
» Last year we opened up the Southern datacentre and this year we have our
Northern one.Assuming demand I could seeWest/Wales and Scotland centres to
complete the picture, as well as looking at what you might need to move fully to
shared data centres and of course, the cloud.
» We will add to Janet, if needed, for the research needs of the future, possibly
adapting it to enable national research e-infrastructure agendas. And while we
are mentioning Janet, we will continue to invest in it, funding permitting. Though
as an aside, its worth noting that theTeaching and Student Experience use of
Janet is now on a par with Research, which shows the significant changes
happening in the sector.

» Over the last year we set up our new customer relations function and it has
started to make a difference. The coming year, based on your strong feedback,
we plan to take this to a new level. I’m pleased thatTim Marshall, MD of Jiscom
and ex-CEO of Janet has agreed to help build this up so you get the front line
team you deserve.
» I do expect that as part of a review we are carrying out in this space that self-
service of Jisc services – applying digital first to ourselves – will grow.

» While funding may continue for providing key infrastructure, such as Janet, we do expect
to move to a more programmatic and outcome based ethos with our funders, quite
rightly. Where there is a shortfall for services wanted by all we will look to extend our
subscription model and this means looking to new mechanisms for charging and
increasing transparency. We already receive substantial income from optional services
and this we intend to increase by providing exciting services that you want to buy.
» Many of these additional services won’t be ‘manufactured’ by Jisc directly.We will explore
alternative models such as JVs, such as consortia, crowd funding as it were, to develop
new capability where the partners get free/low cost access, such as commercialisation
arrangements to enable you to get payback on great teaching and research solutions,
such as sourcing third party capabilities.We will also look to exploit our capability in other
sectors through our Jiscom subsidiary.All so we can fulfil our teaching and research
mission and provide digital solutions to you that are valued, vibrant and valuable, making
the UK the best place in the world to do digitally enabled teaching and research.

» So to sum up, we value – we need - your input on these areas. We need to work
with you to make sure you get the services you need from us, so we can help you
make the most of your digital investments and to help us shape our future.

The way forward together

  • 1. Thanks for the feedback » First of all let me say that I am really pleased to be here today for my first Stakeholder Forum, I don’t think I am alone in being a newbie – so a warm welcome to others joining for the first time. » It’s a little over 3 months since I joined Jisc, I’ve learnt a lot in that time and really value the time people have given me. » I’ve had chance to visit colleges and universities and I appreciate the openness of those I’ve met. The feedback has been encouraging overall, though I’ve heard some hard truths too. » It bears out my own feelings: that Jisc has come a long way; we’re improving » But we have further still to go.

High aspirations, still some way to go » I have no illusions – Jisc has no illusions – that we have more work to do and further to go to meet your expectations » I know that we still have a lot to do to fulfil our own aspirations » We aspire to be the world class powerhouse of digital support and transformation to the UK teaching and research communities. - To become an organisation that is valued by our customers across higher education, research, further education and skills - To be regarded as a great place to work with an engaged and motivated workforce. High aspirations, still some way to go » It is clear that the way education is funded by central government is changing » We believe that the future for us will be less dependent on central government and – in common with many other organisations acrossGovernment – more dependent on subscribers paying for our services. » And we are under no illusion that this means we must change, realigning our service offerings to areas that add real value. » We have to justify the subscription and earn your investment » I am confident that we can and will do that. 11/02/2016 Title of presentation (Insert > Header & Footer > Slide > Footer > Apply to all) 3
  • 4. » Our fantastic Janet network is world class and the envy of many. There is a high degree of support for Janet and its associated services across central government and our customers. I hope we can work together to make sure that its stays the Jewel in the Crown it is for the UK. » Did you know, for example, that we are one of the few networks that can deliver TV broadcast at the high 8K resolution standard? So much so - that the BBC come to us for support. » I believe that that many of our digital resource services – for example Jisc Collections will also continue to add value.   • 5. » But I am not naive. Some of what we do now will not survive and I fully expect us to shut down services that do not add sufficient value to our customers. We cannot afford to be sentimental. » Your feedback on our services and their value is, therefore, essential.   • 6. Jisc as your digital partner » Most governments in the UK and around the world are promoting digital first, which resonates with our sectors: for teaching, for learning and for efficiency. We want to be your digital partner helping you gain the benefit of digital first. » So what could this mean? » To start with its exploiting the capabilities you’ve heard we are developing in our futures projects, not least our well received digital leadership programme. » On others, in particular Learner analytics, in pilot now and research data management, soon to be in pilot, we see great examples of our new approach of forming ecosystems by developing procurement frameworks and standards, so enabling confidence and effectiveness in using third party solutions. We will provide necessary solutions not available in the market or where we need national infrastructure. » On top of this, the rich national datasets these projects will deliver are very exciting, and quite unique in the world. 11/02/2016 Title of presentation (e, 6
  • 7. Jisc as your digital partner » Learner analytics, in particular is gaining a high degree of interest and offers great promise, for FE and HE. In HE in particular we do see this providing added value in a robustTEF-style measure. » Just addressing the HE community for a moment. Before coming here this morning I spoke at the launch of the latest HEC report ‘From Bricks to Clicks, the potential of data and analytics in higher education’ which has a number of digital recommendations for institutions, so may well come to your attention. Can I take this opportunity to point out that our LearnerAnalytics programme has already addressed many of its recommendations, for example, agreeing an ethical code with the NUS. Talk to us, we can help you here. » In addition HESA, UUK and ourselves agree with alacrity on the recommendation to develop a sector-wide excellent and innovative data management strategy. 11/02/2016 Title of presentation (e, 7
  • 8. Jisc as your digital partner » We think that the promise of blended learning and flipped classrooms is on the cusp of happening around the country. To help you here we will provide advice,best practice, link you to infrastructure, point you to content and break barriers that slow down adoption. We are pushing forward with FELTAG, through advice and guidance and, we hope, through solutions and rich material, which could mean, for example, commisioning content for English, Maths, apprenticeships. We see blended learning having resonance in both FE and HE. » We will continue to support Engish colleges going through Area Reviews by helping them achieve their goals through technology. As well as blended learning and providing advice on the technology-side of mergers, we are looking at shared services (which you may have heard of as the poorly named Jisc in a Box); we think this will be sourcing standard solutions that colleges can migrate to...We know this work also has resonance in Scotland,Wales and Northern Ireland and may read across to HE, though we are also aware of the intense challenges of doing this well. 11/02/2016 Title of presentation (e, 8

Jisc as your digital partner » Equally importantly, we have already helped many of you extend your reach internationally and we will continue this vital work. » Last year we opened up the Southern datacentre and this year we have our Northern one.Assuming demand I could seeWest/Wales and Scotland centres to complete the picture, as well as looking at what you might need to move fully to shared data centres and of course, the cloud. » We will add to Janet, if needed, for the research needs of the future, possibly adapting it to enable national research e-infrastructure agendas. And while we are mentioning Janet, we will continue to invest in it, funding permitting. Though as an aside, its worth noting that theTeaching and Student Experience use of Janet is now on a par with Research, which shows the significant changes happening in the sector. 11/02/2016 Title of presentation (e, 9
  • 10. Jisc as your digital partner » Over the last year we set up our new customer relations function and it has started to make a difference. The coming year, based on your strong feedback, we plan to take this to a new level. I’m pleased thatTim Marshall, MD of Jiscom and ex-CEO of Janet has agreed to help build this up so you get the front line team you deserve. » I do expect that as part of a review we are carrying out in this space that self- service of Jisc services – applying digital first to ourselves – will grow. 11/02/2016 Title of presentation (Insert > Header & Footer > Slide > Footer > Apply to all) 10

Jisc as your digital partner » While funding may continue for providing key infrastructure, such as Janet, we do expect to move to a more programmatic and outcome based ethos with our funders, quite rightly. Where there is a shortfall for services wanted by all we will look to extend our subscription model and this means looking to new mechanisms for charging and increasing transparency. We already receive substantial income from optional services and this we intend to increase by providing exciting services that you want to buy. » Many of these additional services won’t be ‘manufactured’ by Jisc directly.We will explore alternative models such as JVs, such as consortia, crowd funding as it were, to develop new capability where the partners get free/low cost access, such as commercialisation arrangements to enable you to get payback on great teaching and research solutions, such as sourcing third party capabilities.We will also look to exploit our capability in other sectors through our Jiscom subsidiary.All so we can fulfil our teaching and research mission and provide digital solutions to you that are valued, vibrant and valuable, making the UK the best place in the world to do digitally enabled teaching and research. 11/02/2016 Title of presentation (Insert > Header & Footer > Slide > Footer > Apply to all) 11
