DECLARE YOUR MOTORCYCLE OWNERSHIP
If you own or operate a motorcycle, Marine Corps regulations require that you report such
ownership/operation to your command. ALMAR 014-08 which was published in 2008 mandates that all
Marines declare motorcycle ownership (even if cycle is not at their current duty station or is not being
currently ridden) and/or ridership within 48 hours from checking into their command. In many cases this is
not happening. Failure to comply with the ALMAR subjects the violator to punitive actions under the UCMJ
and possible loss of benefits in the event of a motorcycle accident or mishap involving bodily injury.
Declaration of motorcycle ownership and/or ridership is easy. Contact the HQBN Safety and Environmental
Officer at 703-693-2501 and request that a Motorcycle Operator Information Sheet and Statement of
Understanding (SOU) via email or fax, fill it out and send it back. That's all that is required. Contact Captain

BEHAVIORAL HEALTH WEEKLY MEETINGS
The Marine Corps Community Services Behavioral Health Branch offers weekly meetings throughout the
month. A men’s domestic violence intervention group (STOP) meets Tuesdays, 9 – 11 a.m., for 26 weeks, in
Bldg. 12’s conference room. An anger management workshop meets Wednesdays, 9 – 11 a.m. (location to
be announced). A women’s support and empowerment group also meets; please call for details on this
group. For more information on the groups and other services provide to active duty personnel and their

"RUACH WARRIOR" WEEKLY BIBLE STUDY
"Ruach Warrior" Weekly Bible Study is held every Wednesday 11:30-1200 in the Henderson Hall Chapel.
This is a non-denominational study of the Bible to encourage and uplift your spirit on key Godly principles.

VICTIM ADVOCACY PROGRAM
If you need to speak with a Victim Advocate during regular business hours (Monday–Friday, 7:30 a.m. –

Advocates. If you need to speak with a Victim Advocate after regular business hours, you can call the Victim
Advocacy Hotline at (703) 693-6611. If you are an active duty service member and you are a victim of sexual
assault, you may also speak with the Sexual Assault Response Coordinator (SARC) or Uniformed Victim
Advocate (UVA) assigned to your Command for additional information about the Sexual Assault Prevention
and Response (SAPR) program, for Restricted and Unrestricted reporting options or to report an assault.

THE SALVATION ARMY’S GRATE PATROL
Program Description
The Salvation Army’s Grate Patrol is a mobile meal program that brings an evening meal and fellowship to the homeless
on the streets of Washington, DC. Begun more than 20 years ago, the Grate Patrol operates 365 nights a year and serves
approximately 100-150 meals each evening (more than 3,000 people served each month). It is currently staffed by a
Salvation Army driver, the outreach worker, and volunteers from 24 local churches and other organizations. The volunteer
groups purchase and prepare the food for their assigned night, and then the Grate Patrol driver picks up the volunteers
and drives them to the distribution sites around the city. Volunteers hand out the prepared meal and blankets, clothing,
etc. as available.

CONAD - EPARS
Electronic Personnel Administration Requests (EPARS) are available for use on Marine Online for Marines
attached to the National Capitol Region and fall under Henderson Hall for their administrative needs. However
we have seen that Marines do not know who to properly send the EPAR request to thereby delaying
administrative action on the member’s request. Please send all requests to MSgt Orleath Mattis, CWO2 Brian
Johnson or CWO4 Lattia Nation. When submitting an EPAR source documents are required for proper
processing. Some request may require you to physically come to Henderson Hall such as dependent additions or
loss. If you are required to come to Henderson Hall your EPAR will be annotated and sent back to you. All EPARS
will be answered within 5 days. If you have not received a reply in that time frame please contact the
Consolidated Administration Department at 703-693-7171 as soon as possible.

ALMAR 014-08 which was published in 2008 mandates that all Marines declare motorcycle ownership (even if cycle is not at their current duty station or is not being currently ridden) and/or ridership within 48 hours from checking into their command. In many cases this is not happening. Failure to comply with the ALMAR subjects the violator to punitive actions under the UCMJ and possible loss of benefits in the event of a motorcycle accident or mishap involving bodily injury. Declaration of motorcycle ownership and/or ridership is easy. Contact the HQBN Safety and Environmental Officer at 703-693-2501 and request that a Motorcycle Operator Information Sheet and Statement of Understanding (SOU) via email or fax, fill it out and send it back. BEHAVIORAL HEALTH WEEKLY MEETINGS The Marine Corps Community Services Behavioral Health Branch offers weekly meetings throughout the month. A men’s domestic violence intervention group (STOP) meets Tuesdays, 9 – 11 a.m., for 26 weeks, in Bldg. 12’s conference room. An anger management workshop meets Wednesdays, 9 – 11 a.m. (location to be announced). A women’s support and empowerment group also meets; please call for details on this group. JOINT BASE MYER-HENDERSON HALL WEEKLY GOUGE MCCS INFORMATION http://www.mccshh.com HEADQUARTERS & SERVICE BATTALION INFORMATION THE SALVATION ARMY’S GRATE PATROL Program Description The Salvation Army’s Grate Patrol is a mobile meal program that brings an evening meal and fellowship to the homeless on the streets of Washington, DC. Begun more than 20 years ago, the Grate Patrol operates 365 nights a year and serves approximately 100-150 meals each evening (more than 3,000 people served each month). It is currently staffed by a Salvation Army driver, the outreach worker, and volunteers from 24 local churches and other organizations. The volunteer groups purchase and prepare the food for their assigned night, and then the Grate Patrol driver picks up the volunteers and drives them to the distribution sites around the city. Volunteers hand out the prepared meal and blankets, clothing, etc. as available. However we have seen that Marines do not know who to properly send the EPAR request to thereby delaying administrative action on the member’s request. Please send all requests to MSgt Orleath Mattis, CWO2 Brian Johnson or CWO4 Lattia Nation. When submitting an EPAR source documents are required for proper processing. Some request may require you to physically come to Henderson Hall such as dependent additions or loss. If you are required to come to Henderson Hall your EPAR will be annotated and sent back to you. All EPARS will be answered within 5 days. If you have not received a reply in that time frame please contact the Consolidated Administration Department at 703-693-7171 as soon as possible.
