personnel actions and benefits in order to assure the technical accuracy of personnel
records. Analyze/resolve difficult pay and benefit issues. Process approximately 45
personnel actions per pay period. Implement and effect various personnel actions to ensure
compliance with all applicable laws, regulations, and policies. Applies knowledge of
established human resources management principles, methods and procedures related to
such areas as personnel action processing, pay administration, and automated information
systems (i.e., EMPOWHR, EPIC, SPPS, PMSO, SINQ, and PINQ). Due to my extensive
knowledge of processing systems, I serve as the Subject Matter Expert in processing and
help manage and continuously train six Human Resources Assistants. I provide guidance to
the Assistants on problematic cases of an unusual or controversial nature. Provide
assistance on processing corrections to applied actions to include leave and/or pay
reconstructions, benefits, entitlements, and service computation dates. In the absence of
my Supervisor, I serve as liaison between Human Resources Assistants, Human
Resources Specialists and Agency Management. Recognized by Management for my
expertise inprocessing, I am continually requested to identify and address issues that may
impact the efficiency of tasks and work between our HR Assistants and HR Specialists and
recommend solutions for process improvement. I constantly conduct research to keep
abreast of current rules and regulations pertaining to processing and ensure that it is
disseminated to staff. I serve as mentor to new HR Assistants. Provide instruction and
guidance to customers and personnel on submission of applications and benefit entitlements
to include FEHB, FEGLI, and TSP. Provide advice and assistance to six Human
Resources Assistants and nine Human Resources Specialists in my branch, in additionto
human resources personnel from other branches on processing requirements and use of
newly integrated systems. Process actions with different pay structures and/or appointment
limitations, and resolve a variety of processing problems. Coordinate with National Finance
Center (NFC) on cases that require adjustment by NFC. Perform and train HR Assistants on
orientationpolicies and procedures. Orientationtasks include collecting payand benefit
documents, explaining benefits, entitlements, nature of appointment, agencypay schedule and
administering oath. Created several dynamic databases using Microsoft Access to improve
accountability, production, and reporting of workload for use by our management, assistants
and specialists. Used Microsoft Access to track workload and prepare statistical reports for
workload assignments. Using Microsoft Access, I was able to retrieve information from
shared drive database and provide statistics on the number of actions processed during a
given time frame. This information was used by my Branch Chief and senior staff to assist in
evaluating workload and performance. Participated in testing of all new systems being
implemented into our HR branch. Because of my Information Technology (IT) background
and experience with databases and HR systems, I was invited to attend high level
conference calls with management and the IT core team during the systems analysis and
design stage of a new customer portal system. Continued to liaise with core team during the
implementation cycle providing key feedback on reporting needs within our branch.
