Government of India spend nearly Rs. 750 bn to distribute food grains at a subsidize rates
to nearly 40 cr poor. To avail this there is network of 5 Lac Fair Price Shops (FPSs). However
there are flaws in managing such large system, which can be removed by Employing a
Central-Transparent Public Distribution System.
Problem Statement
• Inferior quality of food grains
• Replacement of good quality supplies from FCI with inferior stock
• Use of Bogus cards to sell food grains in open market
• Coding and black marketing
• Use accessibility of sage and nutritious food.
• Mal practices in identification of households ( Aadhar UIDIA Cards + Direct cash
transfer)
• Regional allocation and coverage FPPS are unsatisfactory.

Most of the PDS system is not working efficiently and the system has corruption
Reasons:
• Lack of efficient policies.
• Current working model unable to remove corruption and black marketing.
• Lack of commitment of employees.
• Good quality grains are replaced by cheaper quality of grains.
• Duplication of Ration cards.
• No proper storage to store the grains.
• Monitoring is not done properly.
• Failed to serve poorer section of population.
Losses:
• No utilization of resources (human and materialistic)
• No proper utilization of the average Rs. 750 Billon invested by the government in this.
• Government is spending 1% of the GDP but yet 20% remain under nourished.

Stakeholders, Infrastructure and other Resources involved:
• Central
• ·Key investor in the policy and monitoring body of the plan till commodity is
displaced to each state.
• Safe and accurate distribution of commodity grains with respect to the
demand in each state.
• State
• Major investor after the central govt.
• Basic monitoring body .
• Safe and accurate distribution of commodity grains with respect to the
demand in each region.
• The Govt will can monitor if the distribution of the commodities is fair or not by
maintaining a centralized database at state and central level (for double check).
This will ensure fair distribution and will avoid wastage of commodities as they
can be retransmitted according to the changing needs to different areas and
cities respectively.

• Users can use a Toll free customer care number for any assistance in adapting to
the new system or grievances
• Customer can check the records of his/ her extraction of commodity from
Ration shop by applying to customer care.

Stakeholders, Infrastructure and other Resources involved:
• Methodology of Commodity distribution at Fair price Shop:
• Each user will use an Aadhar card instead of the Ration Card to get the
Commodity.
• Biometric information of the user will be used to ensure that he/she is not a
fake.
• Ration Banks:
• Aadhar Card maintains the user name in the database
• Commodity requested would be weighed and the Commodity name and
the weight would also be automatically updated in the database.
• If requested < Total
• Amount left=total – Requested
• Else
• A request to a near by Fairshop will be sent where this commodity is in
access(demand < supply)
• Any-Time-Ration Bank (ATRB) model.
• This is like ATM. If a customer wishes to acquire Commodities
automatically then he/she can swipe the card , enter the name of the
commodity with the amount, submit the money and that much
commodity would be dispatched from the ATRB instantly.

Leveraging existing government infrastructure
1. FPS can be turned to Ration Banks.
2. Making atms for food commodities.
Financial and human resources required at each step
1. Financial aid must be provided by state and central government for raising infrastructure
and increasing human resource.
2. More employees at FPS , Bank like hierarchy required.
3. Benefit: More employment generated.
Proposed source(s) of funding
1. The funding can be distributed amongst the Central and the state government in 70-30 Ratio.
Impact of the solution
Criteria to measure the impact of the solution
1. Less wastage of Food commodities.
2. More employment generated.
3. Food commodities will be reach all People below poverty Line.

1. The project will be implemented in steps first targeting 1 specific area and then growing the re
2. Sustainability and development will develop on adaption of people to this scheme.
3. Turning Same FPS into ration shop and popularity of banking system will ensure easy adaption
Appropriate monitoring mechanisms
Monitoring can be done on 3 levels
1. Central government monitors if food commodities reach every state.
2. State government monitors if Food commodity safely reaches every area.
3. Fps monitors if it reaches every family reaching.
Regular surveys will be done to ensure the transparency and work at 3 levels.
