FAIRNESS AT PLAY …
A very significant statement clearly stating the point of “PLAYING IT WITHOUT CHEATING”, though
in today’s global scenario the statement “EVERYTHING IS FAIR IN LOVE AND WAR” has changed
itself to, “EVERYTHING IS FAIR TO WIN”.
FAIRNESS in our topic, clearly signifies of a word having a specific meaning of being “UNBIASED”,
what is actually happening in 21st century is, everything is having 2 ends… MONEY AND POWER.
In INDIA, democracy is not about choosing the most deserving candidates but about choosing the
least deserving one…
Change is the call,
Change is the agenda,
Change is the solution.
“In India… nothing is more unreliable than the populace, nothing more obscure
than human intensions, nothing more deceptive than the whole electoral
system.”
ELECTORAL REFORM…
Is change in electoral system to improve how public desires are expressed in
election results. It mainly states “Changes in introduction of new and
innovative ideas, concepts, laws, and jurisprudence to make the electoral
system efficient”.
WHATS HAPPENING OUT THERE
1. 33% candidates who won in 2009, had assets more than INR 5 crores.
2. 2009 Lok Sabha poll estimated spending INR 10000 crores.
3. 162 MPs elected in 2009 have criminal cases against them.
4. 2009 report by ADR stated that 1158 or 15% candidates contesting in
general elections had criminal charges pending.
5. There is a provision where donors can contribute a certain amount to
the political party and if one gives above INR 20000 then he has the
right to remain anonymous, data suggests Congress received over
2004 crores and BJP over 994 crores.
6. In recent elections in HP and Gujarat, the candidates who won, all
had a whooping assets of more than 150 crores.

Proposed Solutions: Some reformations in the current Electoral System can be ….
 Electoral reforms should be set free from parliamentary approval.
 REMOVE CRIMINALS- any criminal charged politician cannot contest elections for 10 years of being
charged.
 A body should be made by ECI which will have a look on the candidate having criminal background
and those candidates have to go through a test which will judge him whether he is still involved in
such activities.
 Online Voting System should be introduced.
 RTI should be applicable to political parties, relating to questioning on candidates and Election Funding.
 A committee of people comprising the scholars and professionals from different fields should be made,
which can give their views and help in enhancing the present Election System.
In the EVM, a button should be introduced which denotes that voter is not finding anyone efficient enough to
vote, stating NONE OF THE ABOVE
IN URBAN : Building up area wise committee which can promote and motivate the intellectual class to
vote in high numbers.
IN RURAL:  Creating awareness to vote for one with the best potential.
 Supplying extra PACs and high armed forces two weeks before the elections.
 There should be an Eligibility criteria for candidates.
 A test should be conducted which will give the clear review, whether the candidate is aware of the
Indian Constitution and has a pure knowledge of democracy.
 Candidate should be literate i.e. he can atleast read and write.
 Punishment of 2 years should be imposed on candidates who conceal wrong information in the
affidavits.
 Special Fast track courts should be made to handle cases against politicians and candidates involved
in criminal charges and want to stand in elections as more than lacs of cases are kept pending.
 The E.C. should have power to disqualify a candidate when a case of corruption/criminal offence is
pending against him/her in a court of law.
 Money matters should be kept transparent, a body comprised of senior members of ECI should be
made to keep a clear view on such matters.
 ELECTION CAMPAIGN EXPENDITURE REGULATED- A limit should be set on party funding and
investments by the party at the time of elections in advertisments and other such activity.
 POLITICAL DONATIONS - donating an amount to the political party should be regulated and limited to
not more than 30 lacs for regional party candidates and 50-70 lacs for national party candidates.
“If we a going to spend a lot of money to deal with the problem of 200 million guns in the country
owned by 650 million gun owners, we ought to have a system which will work and catch criminals.”

 Anything should have high efficiency to make it a success.
 The most efficient system will be a free body of ECI, answerable only to Supreme Court of India
 Process like online voting and promotional representation are a success at various other democratic countries
an hence can be sustainable for a longtime.
 Online Voting can Increase around 5-7 % of the voters and even more, though it will take a long time to be
introduced in rural zones but in urban it will have a high scaling response.
 Building ECB(Election Commission Bodies) to work on ground levels will not even increase the quality of votes
but also help in enhancing Electoral System in India.
 Increase in the number of female candidates if women empowerment bill is passed hence making the
electoral system more efficient and proportional.
 Online voting system will set up Indian Election System among the International Standards and due to growing
technology it will have high sustainability
 Before any law or measures to be implemented, the most important thing is to know its impact and how to
monitor the changes that it can cause in the current scenario.
 For monitoring purposes the best way is to take help of, YOUNGSTERS by building up committees and working
on campaigns by making them volunteers to keep a check on the impacts of the solution proposed.
 Bodies like ECBs and WFPs (working for people) should be established to scale the impacts on a positive vote.
 Area wise candidate should be made to keep a check and establish reports of every weeks measuring the
impacts of proposed solutions .

  • 6.  There should be an Eligibility criteria for candidates.  A test should be conducted which will give the clear review, whether the candidate is aware of the Indian Constitution and has a pure knowledge of democracy.  Candidate should be literate i.e. he can atleast read and write.  Punishment of 2 years should be imposed on candidates who conceal wrong information in the affidavits.  Special Fast track courts should be made to handle cases against politicians and candidates involved in criminal charges and want to stand in elections as more than lacs of cases are kept pending.  The E.C. should have power to disqualify a candidate when a case of corruption/criminal offence is pending against him/her in a court of law.  Money matters should be kept transparent, a body comprised of senior members of ECI should be made to keep a clear view on such matters.  ELECTION CAMPAIGN EXPENDITURE REGULATED- A limit should be set on party funding and investments by the party at the time of elections in advertisments and other such activity.  POLITICAL DONATIONS - donating an amount to the political party should be regulated and limited to not more than 30 lacs for regional party candidates and 50-70 lacs for national party candidates. “If we a going to spend a lot of money to deal with the problem of 200 million guns in the country owned by 650 million gun owners, we ought to have a system which will work and catch criminals.”

Steps involved In Implementing Drawbacks of present system • Not including parties in RTI just for the sake of self benefit. • Control of ECI by Government. • Negative Role of Media- ”Paid News” • Not introducing so long JanLokpal Bill. • Lack of permanent ECI bodies on ground level • Not promoting people to work for their country. • Organizing campaigns, events like MANTHAN • ECI should be answerable to Supreme Court not to the government. • To make permanent bodies under ECI named ECB to work on ground levels • Regulation of Media • Involving youngsters to work as volunteers in enhancing & making present electoral system more efficient and effective. • Introduction to so long proposed JanLokpal Bill to eradicate corruption from India.
  • 9.  Anything should have high efficiency to make it a success.  The most efficient system will be a free body of ECI, answerable only to Supreme Court of India  Process like online voting and promotional representation are a success at various other democratic countries an hence can be sustainable for a longtime.  Online Voting can Increase around 5-7 % of the voters and even more, though it will take a long time to be introduced in rural zones but in urban it will have a high scaling response.  Building ECB(Election Commission Bodies) to work on ground levels will not even increase the quality of votes but also help in enhancing Electoral System in India.  Increase in the number of female candidates if women empowerment bill is passed hence making the electoral system more efficient and proportional.  Online voting system will set up Indian Election System among the International Standards and due to growing technology it will have high sustainability  Before any law or measures to be implemented, the most important thing is to know its impact and how to monitor the changes that it can cause in the current scenario.  For monitoring purposes the best way is to take help of, YOUNGSTERS by building up committees and working on campaigns by making them volunteers to keep a check on the impacts of the solution proposed.  Bodies like ECBs and WFPs (working for people) should be established to scale the impacts on a positive vote.  Area wise candidate should be made to keep a check and establish reports of every weeks measuring the impacts of proposed solutions . SOCIAL CHALLENGES  “Old mentality and new age” i.e. generation gap.  It is not easy to implement any changes as people question every step we take.  Winning the trust of common people is very difficult.  Religions borders are also a problem.  Caste system is a major obstacle in introducing any social reform. POLITICAL CHALLENGES  There is a political pressure on the Election Committee of India.  Parliament make certain laws to protect their members of corrupt and criminal background.  Any law which is worth it and can help in development is not passed by the Standing Committee, e.g. JLB.  There is a continuous threats given to the working members of ECI at the time of Elections if they try to take any measures against them. ECONOMIC CHALLENGES  There is a major challenge i.e. devaluation of money.  The real growth rate and GDP rate has fallen badly.  Due to introduction of wrong methods criminal type candidates win leading to problems lie usage of black money and vandalism and giving rise to economic challenges.
