2. CARITAS has followed its people centered approach known within CARITAS
as “Development Extension Education Services” or DEEDS during
implementation of MACH activities. This approach has proved successful in
other community-based fisheries programs where CARITAS has been
involved. The basic tent of DEEDS is to improve social status of
disadvantaged or marginalized people through empowerment. The
implementation of DEEDS approach focused on several key stages namely --
Raise awareness on human rights, social rights and environment
Provide educational services
Develop leadership, empowerment and self-finance (savings generation)
Ensure their access to the local resources and equitable distribution of benefit
Developed peoples organization or Apex
