Belgium a European Country
Smaller in area than Indian State Haryana
Has borders with France, Netherland, Germany and Luxembourg.
Population of a little about one crore (half of Haryana state)
Complex Ethnic Composition.

59% of the population Lives
Flemish Region (North) and
speak
Dutch Language.
40% people Live in WALLONIA
And speaks French language,
Remaining 1% Speaks German
In the Capital City Brussels
80% people speak French
And
20% speak dutch.
Dutch Resented
8. Causes Of Resentment and Tension in Belgium
In Belgium majority community is Dutch speaking=(59% of population)
But in Capital City Majority was French Speaking= 80%
SO: The Minority French Speaking community was relatively rich and
Powerful.
There were cultural and religious differences in both the communities in
Belgium.
This Leads to the Tension between the
DUTCH Speaking and FRENCH Speaking
Communities during 1950s and 1960s.
The tension between both communities was
more acute in BRUSSELS.
9. SOLUTION :
1.Constitution was amended four times during 1970 and 1993 to solve
community disputes.
2.Finally Constitution prescribed that the number of DUTCH Speaking
And FRENCH Speaking Ministers shall be equal in central government
3. Special Laws required support of both the groups.
4. Only one group can not take the decision alone on special laws.
5. Various Central Government Powers were given to State governments
to work independently without the interference of Union government.
6. Brussels has separate govt, also had equal representation of both the
communities.
(French Community as majority in Brussels accepted it because Dutch
Community accepted it in the centre)
In this way disputes were settled in Belgium by giving equal
representation in the government
10. Apart from UNION GOVERNMENT and STATE GOVERNMENT
There was an other type of Government in Belgium Called
LOCAL GOVERNMENT of three Communities
DUTCH SPEAKING COMMUNITY(59%)
FRENCH SPEAKING COMMUNITY(40%)
GERMAN SPEAKING COMMUNITY(1%)
Local Government has powers regarding Cultural, Educational
and Language related Issues.
•When many countries of Europe Came together to for the
EUROPEAN UNION Brussels was chosen as its headquarter

In Belgium Leaders Realized that the Unity of the country
is Possible by respecting the feelings and interests of different
communities and regions.The Realization of respecting
All Communities resulted in mutually acceptable
Arrangements for power sharing.
