• Identifying public investments needed for the private
sector to invest in the identified priorities in the dairy value
chain
• Proposing policy/tax reforms and institutional changes
needed (conducive environment) to enhance private
sector investments in the identified priorities
• Highlighting commitments of the key stakeholders
(Government ministries, departments and agencies,
private sector actors, Development Partners and civil
society) to realize the investment priorities and achieve the
objectives of the dairy value chain in TLMP

• Workshops to prioritize investments in the dairy value chain
• Priority 1: Increased feed quality and quantity
• Priority 2: Up-scaling the school milk feeding program
• Priority 3: Establish milk collection centers/chilling plants (cold
chain)
• Private sector investments needed to transform the dairy
subsector and contribute to the achievement of national
development objectives
• Need a conducive environment for investment – use public
investments to crowd in private sector investments
