sector to invest in the identified priorities in the dairy value
chain
• Proposing policy/tax reforms and institutional changes
needed (conducive environment) to enhance private
sector investments in the identified priorities
• Highlighting commitments of the key stakeholders
(Government ministries, departments and agencies,
private sector actors, Development Partners and civil
society) to realize the investment priorities and achieve the
objectives of the dairy value chain in TLMP
