  3. 3. Theories on Disaster Management There are 20 major theories on disaster management. Some of them are interrelated enough. So, it is convenient to rearrange these theories with the basis of similarity. The summery of major theories are: 1. Sustainable Development Theory 2. Emergency Management Theory 3. System Theory 4. Policy Making Theory 5. Networking & Management Theory
  4. 4. 01.Sustainable Development Theory: Development that meets the needs of the present without compromising the ability of future generations to meet their own needs. There are five theories under sustainable development: 1. Development perspectives 2. Sustainability Perspectives 3. Technology 4. Economic theory 5. Marxist Interpretation of Disasters Implementation needed in well-planned and technology to have our economic resilience then vulnerability.

For example:  Development of Dhaka city is not planned (WASA, RAJUK, City Corporation have no sustainable development plan) so it not sustainable and it will be create more vulnerable situation when major hazards will be occur.  A society’s capacity for recovery is related to economic resilience.  The economic impacts of the 1988 floods merit further exploration. Although this event was extreme, widely seen as the ‘worst’ floods in fifty years, it’s impact on overall economic performance was muss less severe than previous major floods, and also less than initially feared because of economic resilience.
  6. 6. 02.Emergency Management Theory Under the emergency management theory there are four theories. They are- 1. Risk perception and communication 2. Preparedness and improvisation 3. Emergent behavior 4. Organizational behavior  When disaster occurs (emergency moments) above these theories are the key factors to behavior or level of vulnerability. So these theories categories under the emergency management theory.  When a disaster occurs in this time lack of Perception,
  7. 7. cont.. When a disaster occurs in this time lack of Perception, Proper training in rescue team and mind set the organizations to cooperation each other creates the vulnerability level increases. Training on rescue, ensures coordination and communications with government, non governmental organizations, non- governmental humanitarian responders, media and private sector to there roles and responsibilities in an emergency is clear. Cyclone in 1991 and Cyclone Sidr in 2007 almost same in category but in 1991 cyclone at least 13800 people were died for lack of emergency management where in sidr only 3447 were died only for proper management.
  8. 8. 03.System Theory: Four theories are categories under the system theory- Compliance model of evacuation System theory Weberian perspectives of emergency management Social constructionist views These four theories organize under the system theory because, although these theories addressing many influencing variables (like; natural, technological, political, cultural, gender, race, education, organizational and psychological environments) in a complicated ways

Cont.. but it’s basically based on social perspectives like our culture, norms, values, customs, and institutional practice etc. Upto Sidr, people in coastal areas in Bangladesh especially women’s were lag behind from men to going cyclone shelter because of social culture and practice. After sidr women were come forward and some cases they are more advanced than men. This system theory helps to predict the level of vulnerability and thus communities people who are the under risk.
  10. 10. 04.Policy Making Theory Political processes not only allocate values in society, they also knowingly or unknowingly distribute vulnerability among the population.  If we constitute law based on public opinion, we may neglect less visible but more common forms of vulnerability (e.g., citizens are more concerned today about our vulnerability to terrorism than our vulnerability to flooding). On the other hand, if our policy only takes into account expert advice, our society may become more vulnerable to civil hazards such as riots and terrorism (e.g., the public may become hostile if its desires are not considered in the policy process).

Cont.. National Disaster Management Policy in our country turn over a new leaf and Enhancing professional skills and knowledge of key personnel on risk reduction, preparedness, warning and forecasting system, risk reduction and post-disaster activities By this way it is possible to create a solid policy and reduce vulnerability.
  12. 12. 05.Networking and Management Theory Under the Networking and Management theory there are three theories- 1. Networking and collaboration 2. Integration 3. Management theory  Disaster management is a cyclic way so many organization, community, involved to this event in different phases of this cycle( before, during, after) in different point of views.  If these multi-organizations have no proper contact and cooperation among them the level of vulnerability is increases instead of reduction.

Cont.. To reduce vulnerability and increase capacity development it is very important to networking among the organizations and integrated their work by a proper strategic plan and management. During Aila, 2009, the damage was reduced by proper networking and management. In Bangladesh, Disaster Management Act, National Disaster Management Policy, Disaster Management Plan, Standing Orders on Disaster are the regulatory framework for networking and management on disaster.
  14. 14. Conclusion: After all, the utility of a theory is thus a function of its ability to predict a range of behavioral outcomes. Disaster preparedness is one of the basic components of Disaster Risk Reduction. Preparedness identifies the steps necessary to increase the likelihood of avoiding or minimizing hazard effect consequences.
