Introduction • land degradation can be simply defined as deterioration of the physical, chemical and biological or economic properties of soil; and long-term loss of natural vegetation” (UNCCD, 2012) • Land degradation will remain an important global issue for the 21st century because of its adverse impact on agronomic productivity, the environment, and its effect on food security and the quality of life”(H. ESWARAN1, 2001) • Lubigi wetland is the largest remaining wetland in Kampala city and drains into River Mayanja in the Lake Kyoga basin. Lubigi wetland contains 16 mammals, 16 amphibians and 120 birds including papyrus endemics and the globally Endangered Hooded Vulture and Grey Crowned Crane

Problem statement • The rate of degradation at the only remaining wetland Lubigi has alarmed environmental conservationists with the degradation standing at 42% compared to the national average of 30%. • Lubigi wetland is threatened by farming, unregulated human activities and major development projects thus raising concerns about the future of Lubigi wetland as a major filter of waste water and flood control for various parts of Kampala

Main Objective • To develop a GIS database model for organizational digital data to facilitate information management, visualization and illustration, decision-making, and project organization in the process of wetland planning and management. This GIS database model will benefit all the participants in the process of wetland planning and management, including authorities, professionals and the public.
  5. 5. Specific objectives • To investigate literature in regards to land degradation • To select appropriate and cost-effective GIS based tools • To design a GIS data model for wetland planning and management • To make a template of GIS database for Lubigi wetland.
  6. 6. scope • Technical Scope • The research aims at a conceptual and logical model that fully takes into account the critical aspects of a GIS database design in aiding wetland planning and management. • This research does not propose to develop a new GIS tool. Rather, it is intended to help users select the proper GIS software packages as tools in GIS database design. • The research focus is on the beginning of the GIS database design. It is to set up a foundation or prototype for further development.

  8. 8. To investigate literature in regard to land degradation • It is said that little reliable data is available on the extent of land degradation in Africa. However, anyone who has travelled through the continent has observed that land degradation is widespread and serious. The wealth of Africa depends on her ability to conserve and manage her land resources (FAO). • Land degradation is one of the most serious ecological problems in the world. It entails two interrelated, complex systems: the natural ecosystem and the human social system. Causes of land degradation are not only biophysical, but also socio-economic (marketing, income, human health, institutional support, poverty), undermining food production and political stability(UNCCD, 2012, WMO, 2005).
  9. 9. • Land degradation will remain an important global issue for the 21st century because of its adverse impact on agronomic productivity, the environment, and its effect on food security and the quality of life(H. ESWARAN1, 2001). • A decline in land quality caused by human activities, has been a major global issue during the 20th century and will remain high on the international agenda in the 21st century. • Looking at Lubigi, there are very many settlements in the wetland especially around Bwaise, Nabweru and Nansana • We also have a constructed road(Northern bypass) that goes through the wetland • The National Water and Sewerage Corporation established a sewerage treatment plant in the middle of Lubigi wetland to serve Northern Kampala.
  10. 10. • The wetland is dominated by papyrus which is known to increase action of nitrifying bacteria on waste water but with the rate of encroachment of about 42%, leaves questions for the success of the sewage plant and the health of those leaving in the area and lake Kyoga • Disruption of the natural ecology system of the wetland is already being experienced by city dwellers with increasing frequency and severity of flooding events.

Conclusion • Under advancing innovative policies and local solutions for community transformation, the stakeholders (NEMA and the ministry of water and environment under the department of wetlands management) should guard against illegal constructions and cultivations within wetland areas • In order to enable the sewage treatment plant work properly, the papyrus which is essential for sewage treatment should be replanted • All wetland areas should be demarcated to prevent encourment.
