  1. 2016 Top Management Challenges for State & Local Government Route Fifty recently conducted a survey of state and local government employees. In this study underwritten by Grant Thornton, more than 900 leaders identify the top challenges facing their organizations: Human Capital & Workforce Issues Budget Planning Process Respondents also report challenges in other areas: IT & Technology Management indicate this area is a challenge. say it is the top challenge. Only 2 out of 5 respondents working in Executive Offices say they have accurate and complete data for budget decisions. 79%Collaboration (internal and with other government entities) 76%Data-driven decision making 66%Acquisition & Procurement Just 44% say their organization has a sufficient budget for IT modernization. Methodology Route Fifty and Government Business Council released a survey on October 20, 2015 to Route Fifty subscribers and other state and local government leaders. 928 respondents participated in the survey, 16% of whom are state employees and 84% are local, county, municipal or township employees.
