  4. Hoe ziet die ‘mogelijke) shift er uit? In de tabel geschetst a.h.v. enkele kernwoorden uit de literatuur in dit domein. De basislogica van ‘government’ is: de overheid beslist en legt besluiten op, ze ‘decreteert’. Vervolgens sanctioneert (“enforcing”) ze de opvolging van die besluiten door de bevolking. Kernwoorden zijn “de overheid” en “de bevolking”, “de burgers”. Naarmate burgers mondiger werden, is dit éénrichtingsverkeer aangevuld met verschillende feedback-mechanismes. Het belangrijkste daarvan zijn de ‘verkiezingen’. Recenter zijn die aangevuld door diverse vormen van “inspraak” en “participatie”, maar de basisveronderstelling blijft dat de overheid (de regering) beslist, en op basis van macht die door verkiezingen gelegitimeerd is, sanctioneert. Het initiatief ligt bij de overheid, die in een hiërarchische, verticale verhouding tot de bevolking staat.

A lot of ideas available about how to go about multi-actor governance Assumptions about: what is changing, how it changes, who can take which role in the change, … Transition management: give crazy a ideas a chance, keep focused on the long term goal of sustainability Network governance: bring in new people or new ideas Social learning: learning from different perspectives, between product developers and consumers, between business and government Adaptive governance: think in scenario’s, what if the most likely scenario doesn’t materialize Multi-actor collaboration: e.g. partnerships between ngo’s and corporations (e.g. sustainable soy) Policy agenda setting: using a crisis or scandal as an opportunity to introduce new policies

CO2 emissions become fertilizers Minimal structures: geen vooraf bepaalde ‘outcomes’, soepelheid in ‘deadlines’… Communities of practice: “temporary sensemaking systems” Loose coupling with power networks: “adaptive networks” als ‘relatively powerless networks which nonetheless influence the thinking and acting of a whole range of actors.”
