Presidential elections-2015 will direct all political processes in Ukraine for next 2 years. As Ukraine moves toward presidential elections in 2015, the media is still a long way from providing good quality objective, balanced and varied information to help voters make an informed choice.

A statement by an Election Observation Team (OSCE, the OSCE
Parliamentary Assembly, the Council of Europe, the NATO
Parliamentary Assembly, and the European Parliament) stated:
the election was characterized by “the lack of a level playing
field, caused primarily by the abuse of administrative
resources, lack of transparency of campaign and party
financing, and lack of balanced media coverage”
the election campaign “constituted a step backwards
compared with recent national elections”
the observers assessed the voting on election day and the
initial counting of ballots “mostly positively”
however, the report added that tabulation of vote totals was
assessed negatively due to a lack of transparency

13. Economic Development
Ukraine entered into a recession in the second half of 2012, bringing growth in real
GDP for the whole year to just 0.2 percent
Weak economic performance resulted in a significant budget shortfall in the second half
of 2012:
actual revenue of the central budget was UAH 33 billion (2.5 percent GDP) lower
than initial budget plan because both real GDP growth and inflation were lower
than the forecast on which the budget was based
Trend in early 2013: industrial production and consumer prices continue to decline
By end 2012,
current account deficit widened to 8.4 percent GDP and foreign reserves position

gross reserves fell to USD 24.5 billion (2.7 months of imports)
gross external debt increased by 7 percent during 2012 and reached USD 135
billion while banking sector share continued to decline due to deleveraging of

Unprecedented competition for digital frequencies licensing: the majority of
regional companies lost an opportunity to broadcast in digital after 2015,
when analog television will be withdrawn :
TVi was denied, and 5 kanal received only one of the two frequencies it requested
the opposition’s Crimean TRC Chernomorskaya lost its license ; Rivne-1, TRC
Chernivtsi, and TV-4 in Ternopil face the same problem
out of the 68 private regional broadcasters across Ukraine, only one received a
digital license
out of the three mighty regional broadcasters in Lviv in operation for years, none
received a digital license
State and municipal companies received licenses with obvious preference and
free of any obstacles, violating the principle of equality.
National Council on Licensing introduced new players that have never
broadcasted in the market, and granted them licenses for years ahead. Loyalty
to the ruling party was the necessary pre-condition—a notion articulated rather
openly.
