  3. 3. GOALS OF THE PROJECT The TESS project has the goal to provide the GoGIN community with a collaborative platform for the management of Training and Exercises. TESS aims to support the project in the implementation of two of its five general groups of activities: • Training and Education: • with practical exercises for the different agencies on several topics, such as illegal fishing, pollution or the management of a crisis at sea to develop the inter-agency culture, and • Information Systems: • as technological enabler for information sharing and coordination, for TESS in particular in support to the training and exercises mentioned in the previous point.

SCOPE OF WORK Functional Scope • Courses • Configuration of Courses with all elements such as: objectives, syllabus, target population, pre- conditions and bibliography, assignment of Teachers; contract and budget preparation • Application of Students to these Courses and management of the corresponding selection and admission process • Course Execution with tests and corresponding grades • Course Evaluation and Review with self-evaluation, satisfaction surveys and statistics • Trainings • Equivalent, but for Training Actions, with participating Trainees, Trainers and assigned Observers from participating organisations • Collaboration Tools • Set of tools such as Forum, Shared Calendar, Blog, Wiki and Chat in order to ease and stimulate cooperation and sharing of experience among the members of the GoGIN community

SCOPE OF WORK Activities Scope • Implementation • Analysis of user needs and requirements is done progressively with system prototypes that can be assessed by the users with feedback to the development team. • Implementation in two major phases for • IOC: Initial Operational Capacity • FOC: Final Operational Capacity • Transition • Handover with installation in Yaoundé IT infrastructure • Involvement of key users • Two major training sessions for each phase IOC, FOC. • “Train the trainer” principle. • User Support and Maintenance • After the IOC phase, the users start using the system and will be supported by the development team; • Use of a Ticketing System.
