3. The Background of the EU Legislation Process
The main objective of the Environmental Action
Programs and legal arrangements established
and implemented by the European Commission
is a sustainable environment and economy.
The main reason for the emergence of these
legal arrangements and action plans is the
economic and financial crisis that has affected
Europe in 2008.
4. Green Economy Model
In order to overcome the financial and economic
obstacles, the green economy model has been
described as a useful approach.
The green economy approach is shaped on 3
pillars:
• increasing resource efficiency,
• making the ecosystem more durable and
• strengthening social justice.
5. Eco-innovation Action Plan (2011)
