Red Sanders Tree Growers
Life in Danger
Difficulties of
Red Sanders -Tree Growers
• Many in Tamil nadu, AP also in other states
• More than 5 lakh trees are grown
• Taking risk of long term gestation
• No proper guidance / financial support
• Buyers / Dealers say policy restrictions
• Policy restriction increases smuggling & price
• Farmers are running around, not able to leave farm
So, Farmers Life is in Danger by Smugglers
GOI should be Responsible for It

Red Sanders Dealers say
Nowadays, they don’t deal with it,
due to policy restriction / delays
• DGFT prohibits raw wood export, only value added
products, like dye, handicrafts- where are Industries?
• IFGTB (CITES SA) does not include private land
population in NDF, due to their inability.
• WCCB (CITES MA) delays permission
• PCCF certificates – are delayed
• Custom delays, even for value added products
Some try to buy at very low price,
highlighting the policy hurdles.

DGFT / Min. of Commerce
• First priority - Farmers or Industry (fictious) ?
• EXIM policy prohibits wood log export, permits
value added products, like dye, handicrafts etc
• Tried with some Handicrafts company, Biotech
companies, either fictious or they don’t deal
nowadays due to restrictions.
• Discussed with IITM-Dept of Biotech to make
extract, but they only facilitate research, not
providing technology

So, DGFT / MoC needs to do
• DGFT has exempted AP for Red Sanders raw
wood export vide Notification No. 47 (RE- 2013)
/2009-2014
• If so, Please remove such restrictions for farmers
also and EXIM shall be
“Red sanders wood, cultivated (propagated as CITES

shall be exported in any form.”

CITES International
• Restricts trade from Wild Forest to save from
endangering but allows from cultivated lands, to
meet the needs.
• CITES export quota 2015 for Red Sanders says
India will authorize specimens of any type
from 310 tons wood per year from artificially
(propagated) source “A”
• So, it has different policy for Wild (Restrictive) &
Cultivated /Propagated ( Allows / Encourages)

CITES International / India
• But, CITES- India doesn’t classify wild
and cultivated, Red sanders, separately
So, GOI / CITES-India / MoC –EXIM shall
understand this and have separate policy for
Wild forest Red sanders and Cultivated Red

To Solve all these Hurdles
CREATE
Red Sanders Development Board
• Will facilitate in removing the hurdles in policy.
• Will make use most of dry land, 60 % of India.
• Help Farmers double their income, as MODIji said
• Helps to Green 33% of India and Cleans the air.
• Helps to meet MoEFCC, INDC Carbon sink target
of 3 Billion CO2 equivalent thro additional trees.
• Improve foreign income, in the best way
An endangered species will become populous
then dissolve, in 5 years max 10

Dry land Farmer’s Export Item
• One of very few item for dry land farmer to export
• Frees him from
– Water scarcity, reduces going for 1000 ft bore-well
expenses (now, 1 bore-well / pa)
– Erratic electricity problems, TN
– Fertilizer expenses / loan
• Facilitates sheep grazing, an annual income
• Felling gets good amount, long term needs like
education, housing, marriage, medical etc
• Farmers also will become crorepathi & respected

Red Sanders Tree
(Pterocarpus santalinus)
• Native of India, grows only in India
• Valued similar to Sandal wood
• Medicinally, Scientifically, Ornamentally very
Important & Essential Tree
• Classified as Endangered species, (due to lack of
population survey data) CITES-International doesn’t
allow to cut, use & export it from Wild Forest

Red Sanders, Growing
• Grows in
– Rocky, Degraded & Fallow lands with Red soil
– Hot & Dry Climate
• Without
– Irrigation & Fertilizer
• Not to be grown in fertile Soil
• Should not be Irrigated
– (If irrigated, will not have its special properties)

Red sanders, a Medicine, Benefits World
• High demand in China as Immunity medicine
• China / Japan uses in Atomic power plants, a Secret
• Japan uses for bride’s Musical instrument
• Europe / US uses as Food dye / spices
• China uses for Furniture – status symbol
• India uses very little in Ayurvedic medicine
• Used in Dye Sensitized Solar panels, better efficiency
• US makes Cancer & other medicines with this

A solution to India’s Dry lands
• Only some trees grow in dry, few viable, only
selected are essential and gets forex
• Even if 15% of dry land grows this, revenue may
overtake polluting Knitting industry
• Inefficient dry lands become profitable
• Will avert farmers suicide
• Will reduce temperature, increase air / soil humidity,
which will help other crops / human
• Will improve rain & rainwater percolation,
important as clean water is becoming an major issue

Red Sanders, a case study
• My land, in 2005, Rocky, Dry, Red Soil & Sloppy
• Mango failed & even Tamarind also failed
Red sanders, case study contd.
I am an engineer turned tree grower.
It has grown well in my rocky land
Without irrigation, with sheep grazing
Red sanders, India’s tree - Status
• Classified as Endangered because cultivated data
is not collected / considered.
• US has got 47 patents using Red sanders, Japan
14, Korea 10, Australia, Canada …
– but India has got only 1 patent of it’s tree.
• Smuggling has increased – more black money,
unwanted activity & social disturbance
• More expenses for securing it in forest

A Law made a tree extinct, Sandal
• Long time back govt said, Sandal is property of Govt
wherever found, including farmer’s land
• Farmers harassed, if found missing from their land
• So, they removed from their lands, still removing
• Supply is reduced, demand more, became valuable
• Became smugglers item, Verrappan was hero, special
task forces, political issues
• Finally, tree became Extinct, (including, from Hosur
DFO office)
Now, TN Govt spends 100 crores to promote, but
farmers are not coming forward for danger of life.

So,
Ambiguous law makes,
dry lands usage ineffective,
these essential plants are very high value,

Govt should Revamp Policies
to Facilitate Growing Trees
• Farmland Timber TreeDevelopment Board.
• An Act / Policy, “Farmers can Grow any tree,
Cut Anytime, Sell / Export legally, whenever
they wish”.
• Permissions thro single window system, through
above board. Farmers ignorant / difficult to
runaround (single , can’t avoid daily routines, far-off)
• Simplify procedures to get cutting permission
within 1 month of online application, with latest
technologies like GPS detailed photo proofs, etc.

Govt’s Revamp Policies contd..
• Water use Efficiency (WUE), Water use Yield
(WUY) and Water use income (WUI), shall be done
for all the trees / crops.
– Ref: Autralia’s Irrigation Insights :5, National program
on Sustainable Irrigation, too good
• Environmental Impact Assesment (EIA) like water
depletion, soil degradation, air pollution, pesticide
contamination etc for different crops shall be
conducted, to understand better and plan for future.

area like Coconut to Teak, Sugar cane to Mango etc

exhibition many tree growers from other country, none
from India
• Incentive for their environmental service either by
Govt. and Export incentives,

Be Strict
• Don’t allow any to cut, any tree from wild forest, to
improve the green cover.
• Only provide seeds from mature forest trees

endangered species & other Indian species with
bio-diversity , as forest policy envisages
• Let paper industries source their wood from
converting rice / sugar / coconut areas
• If aged trees are cut from planted forest,
compensate 3 times , 3 years before cutting.
