1° Searching for public investment is the sign that the public is
participating in the risk reduction/risk sharing culture.
Borrowing money through banks, taxes, national contributions, financial
leverage of governments, debt financing, ..,.etc.
2°Enforcing development laws (is a sign for roads ahead for safer
community)
3° Best management signs are documented evidence of project risk
reduction advancement through project maps to show to the general public
during consultation processes
4° Forecast budgets: initial investment and follow ups with the various
cash-flows
