• FLCN (Fonds de lutte contre les catastrophes naturelles) is a national fund created in 2009 in
response to a series of natural disasters in Morocco :
– Financial tool dedicated to Disaster risk management (DRM)
– About € 180 million for the 1st program 2009-2012
• Lessons learned from the 1st program 2009-2012 :
– Sectorial approach : Fragmentation of risk management among the several sectorial public
policies with FLCN mainly playing the role of a budgetary intermediary, redistributing funds to
central government line Ministries
– Response VS prevention : Reactive approach after disasters occur (approach heavily weighted
towards crisis response)
– Limited budgetary resources : Funding on a case by case basis with a limited € 18 million per year
contribution since 2012
• Strategic SHIFT in 2014 :
– New approach based on prevention rather than reaction
– Improved FLCN governance and allocation of FLCN resources based on co-financing through a
« call for proposals » process with specific selection criteria
– Focus on eligible risk reduction activities that measurably reduce disaster losses and protect life
and property

• Results of the 1st call for proposals launched in February 2015 :
– 91 projects responded to the call, with a total investment volume of € 320
million
– 23 projects were selected with a total co-financing by the FLCN of € 23 million
and over € 90 million in total investment
– Project bearers were mainly local governments (80 projects out of the total 91
and 17 out of the 23 selected)
• Lessons learned from the 1st call for projects :
– Ownership of the new approach and processes among stakeholders
– Preeminence of structural actions Vs non structural actions
– Important need for capacity building
– Contracting process calls for optimisation

• Following this strategic shift conducted with technical assistance provided by the WB,
a national program of disaster risk management (DRM) supported by a WB loan
(USD 200 million from 2016 to 2021) came into force on April 2016.
• This program includes 3 subprograms :
1. Promoting Institutional Reform and Capacity Building
2. Scaling up Disaster Risk Reduction Activities
3. Improving Disaster Risk Financing and Insurance

1. Subprogram One: Promoting Institutional Reform and Capacity Building.
Strengthening the existing institutional DRM structure through the following:
i. Establishment of an improved governance structure for the FLCN, including the
effective establishment of the Steering Committee, the National Selection
Commission and the Secretariat;
ii. Establishment of a transparent and results focused process for the allocation
of FLCN resources for the financing of eligible projects, as well as a Monitoring
and Evaluation (M&E) system for the eligible projects funded by FLCN;
iii. Capacity building for improved DRM for line Ministries, local governments,
public agencies, and state owned enterprises; and
iv. Development of a National integrated Disaster risk and resilience
management Strategy.

2. Subprogram Two: Scaling up Disaster Risk Reduction Activities.
The objective is to expand the number and range of risk reduction projects through
incentive financing provided by the reformed FLCN for eligible structural and non-
structural risk reduction projects.
• This financing would be provided as co-financing, either :
i. solicited through annual “Call for Proposals” (CfPs),
ii. or provided under specific conditions outside of the CfP (provided that it does not
exceed 20 % of the total amount of FLCN funds allocated to eligible projects).
• Some important figures :
• € 15 million will be allocated on an annual basis to finance eligible projects from
the FLCN
• Co-financing will leverage additional financial resources : FLCN will contribute
50% to 70% of the total cost of eligible projetcs
• At least 10% of FLCN resources will be allocated to non structural activities

3. Subprogram Three: Improving Disaster Risk Financing and Insurance.
i. Designing and implementing a national insurance program against catastrophic
events for homeowners and businesses, with about 6 million people in
Morocco who would be compensated for disability and death caused by
disasters ;
ii. Establishing the FSEC, a dedicated solidarity fund to compensate uninsured
households affected by catastrophic events. Initial government’s contribution
for establishing FSEC is € 100 million.

Capacity building activities :
1. The Moroccan government will develop and implement an annual capacity building
plan :
– Specialized workshops and training ahead of project selection to help with the
preparation of high quality structural and non-structural investments ;
– Specific implementation support for some of the weaker project
implementation agencies ;
– Dedicated capacity building measures for the catastrophic risk insurance
program.
2. An international risk management expert, seconded from the Swiss Government
and funded by the Swiss Agency for Development and Cooperation (SDC), is already
working with MoI and provides technical and management support to the Steering
Committee, National Selection Commission, and the Secretariat of FLCN.

• As an immediate implementation of OECD’s review main recommendation to create
a dedicated national DRM structure, a Chief Risk Officer (CRO) will soon be
appointed within the MoI and will be in charge of :
– Cross-sectoral and multi-risk disaster management ;
– Producing data and shared risk assessments in coordination with the line
ministries ;
– Coordinating the implementation of OECD’s review recommendations with all
the stakeholders.
• This structure will have provincial relay teams working under the supervision of
Governors (State representatives at the provincial level) and in charge of the
following tasks:
– Risk assessment at the provincial level ;
– Defining the acceptable level of risk ;
– Implementing preparedness action plans and early warning systems.
