The APELL PROCESS
The APELL Process is a tool for communities to address the technological and natural risks and hazards they face.
-APELL first increases the awareness of the community to the local hazards.
-Community-wide response and preparedness capabilities are assessed and matched to these risks in order to identify gaps.
-APELL then focuses on how the community addresses these gaps and creates a continuous cycle of improvements.

Goals and Objectives
•The main goal of the APELL Process is the development of community emergency preparedness plans.
•The objective of this effort is to protect lives and the environment by reducing the occurrence and the potential impacts of technological accidents and preparing for natural hazard events.
•This is achieved by:
–A multi-stakeholder participatory approach involving industry, the communities and local authoritiesis practiced so that all are involved.
–Raising awareness of the risks of technological accidents and natural hazard events that potentially impact the community.
–Working through a structured 10-element process that creates a multi- stakeholder dialogue.

Lessons Learned from Experience
APELL is a coordinated planning process that is adapted by the communityto its needs.
-We have learned that communities aggressively adapt the 10- elements to improve community awareness and preparedness as they perceive those needs.
-We have learned that it is useful in any situation requiring joint planning by multiple stakeholders.
-We have learned that the same people and planning processes are used regardless of whether the risk is a natural hazard or technological accident.

Revisions in the 2ndEdition
-Renewed emphasis on flexibility to fit community needs.
-An emphasis on community-wide preparedness planning rather than only focusing on emergency response.
-Includes an element of accident prevention responsibility.
-Emphasizes coordination between emergency response agencies and community preparedness efforts.
-Emphasizes that all community members are responsible.
-An emphasis on metrics and a process to demonstrate progress.

Measuring Success
The Coordinating Group creates the “Vision of Success” for its efforts:
•Using the APELL Process the community works to identify gaps in current preparedness by matching the risks they face and the capabilities they currently possess.
•The community then develops a shared “Vision of Success” through discussion and planning on how to achieve their ideal level of preparednessand then to prioritize and close the current preparedness gaps.
•Progress towards achieving the “Vision of Success” is then demonstrated by measurable results flowing from projects and programmes designed to close the gaps in a meaningful fashion.
