MINOR RAPE SURVIVOR BECOMES
MOTHER, ACCUSED ARRESTED
As ‘empowerment’ ruled Int’l Women’s Day, here’s a sad tale of loss & trauma of a girl
Vishal Srivastav
Deoria: Becoming a
mother is a blessing
but for a victim of rape,
it is no less than a
curse.
In a shocking inci-
dent, a 13-year-old girl,
who was allegedly
raped in Uttar
Pradesh’s Deoria dis-
trict, gave birth to a
child recently.
The girl was alleged-
ly raped by her next
door neighbour and a
father of two around
eight months ago.
The girl’s family was
initially unaware as
the girl did not share
the development with
them but by the time
they got to know, the
girl had already con-
ceived.
The girl gave birth to
a girl child on February
28 who could not sur-
vive. After this, the
girl’s family ap-
proached the police.
Speaking to First In-
dia, Deoria Superin-
tendent of Police (SP)
Shripati Mishra said
that the girl was given
all possible help from
the administration.
“The family came to
us on Sunday and when
asked why they didn’t
approach the police be-
fore, they said that they
were in talks with the
man and that he had
threatened them of
dire consequences. The
girl’s family is saying
that the girl is 13 years
old but her Aadhaar
Card verifies the age to
be 16. In any case she
was a minor,” SP Deo-
ria told First India.
The top cop added,
“We have arrested a
man on charge of rap-
ing the girl. The girl’s
mother alleged in the
complaint that the mi-
nor was raped at her
house in a village in
Rudrapur area by a
neighbour eight
months ago when she
was alone.”
The accused has
been arrested and sent
to jail, the police said,
adding that a detailed
probe was on into the
matter.

here’s a global
shortage in
semiconduc-
tors, and it’s be-
coming increas-
ingly serious. The US is
currently reviewing its
supply of the technology,
following a landmark ex-
ecutive order from Presi-
dent Joe Biden.
The president also
pledged US$37 billion (£26
billion) to cover the short-
term costs of rebuilding
and securing America’s
supply of semiconductors,
which are a fundamental
part of microchips and
thus integral to everything
from computers to smart-
phones to renewable ener-
gy and military hardware.
The automotive sector
has been worst affected by
the drought, in an era
where microchips now
form the backbone of most
cars. Ford is predicting a
20% slump in production
and Tesla shut down its
model 3 assembly line for
two weeks. In the UK, Hon-
da was forced to temporar-
ily shut its plant as well.
Even highly experienced
tech companies such as
Nvidia and Microsoft are
struggling to provide a
steady stock of graphics
cards and Xboxes respec-
tively. It appears that no
company, big or small, tech
or non-tech, is safe from
the wide-ranging impact of
the great semiconductor
famine of 2021.
THE CONCENTRATION
PROBLEM
While it is easy to blame
the COVID-19 pandemic for
this situation, the truth is
that the global semicon-
ductor supply chain had
this coming for some time.
As much as 70% of the
world’s semiconductors
are manufactured by just
two companies, Taiwan
Semiconductor (TSMC)
and Samsung.
The entry barriers into
semiconductor manufac-
turing are astronomically
high. There’s a steep learn-
ing curve required to set
up a semiconductor found-
ry, entailing an upfront in-
vestment of US$10-$12 bil-
lion and then at least three
years to become produc-
tion-ready
.
Even then, there are no
guarantees that a new
foundry’s chip yields will
match those of the incum-
bents. Chips rapidly be-
come obsolete and price
pressures are a major prob-
lem in the tech sector, so
there are lots of risks to
profitability
.
Due to such harsh eco-
nomics, it has only made
sense for a handful of large
players to invest in manu-
facturing capabilities and
then spread those costs and
risks across hundreds of
thousands of customers.
Global tech has historical-
ly been very happy to hand
the manufacturing reins to
TSMC and Samsung. And
in turn, this has created
the supply-chain equiva-
lent of a house of cards.
HIGH DEMAND
The pandemic has driven
unexpectedly high demand
for home electronics such
as laptops and gaming con-
soles, as many people start-
ed working from home and
seeking more sources of
indoor entertainment.
Automotive companies
had been expecting lower
demand, given that car
sales tend to move lower in
an economic downturn.
This, however, proved to be
an erroneous assumption,
as new car sales started
bouncing back quickly by
the tail end of 2020. Auto-
motive companies tried to
re-book previously can-
celled semiconductor or-
ders only to discover that
home electronics manufac-
turers had taken their
place.
At the same time, Presi-
dent Trump’s trade war
with China led to new rules
that made it harder for Chi-
nese companies to source
semiconductors from
TSMC and Samsung. With
China’s own semiconduc-
tor technology inferior to
the industry leaders, Chi-
nese tech behemoths like
Huawei stockpiled semi-
conductor chips in advance
of the new restrictions in
2020, soaking up any spare
capacity with large orders.

tance from India is the United Kingdom which has
requested for, and will be provided, 10 million doses
of the vaccine developed by the Serum Institute of
India(SII)incollaborationwithOxford-AstraZeneca
and produced under the brand name of Covishield.
The move has attracted criticism from Medecins

could hit supplies to developing countries. Britain’s

The list of countries getting anti-Covid vaccines
from India is now fairly long. Bangladesh, Nepal,
Bhutan, Mauritius, Seychelles, the Maldives, Myan-

the anti-virus vials. The vaccine strategy is part of a
bigger strategy aimed at staying ahead of China in

100 DAYS OF PROTEST

and there’s no sign of fatigue yet, despite
the government still unwilling to acqui-
esce to their demands. Their resolve to
continue the agitation against the new
farm laws is as strong as the government is firm in
its decision not to repeal them. The Congress party
which has emerged as the biggest supporter of the
agitating farmers described the completion of 100
days as “100 days of BJP’s arrogance.” In a tweet,
Congress leader Rahul Gandhi said that those
“whosesonsrisktheirlivesatthecountry’sborders,

, “100 days of BJP government’s ar-
rogance, of assault on farmers, of lies and scorn for

F
hose who understand the
politics of Rajasthan, know
it like the back of their hands
that in the politics of the
largest state in the country,
currently two leaders are at
the top and it seems they will
remain in the top position,
for a foreseeable future.
It remains a fact that current-
ly among two major political
parties, the son of ‘Marusthal’
(arid zone) three-time Chief
Minister - Ashok Gehlot - and
erstwhile Maharani of Dhaul-
pur Vasundhara Raje, a two-
time chief minister have a sig-
nificant place in the politics of
Rajasthan. In fact, Ashok Ge-
hlot and Vasundhara Raje are
theaxisof politicsin Rajasthan.
No other leader in the state, as
comparedtothesetwogiantand
bold leaders, is capable to sail
their party through the tough
state assembly elections.
Both, sixty-nine years old
Ashok Gehlot and sixty-sev-
en years old Vasundhara
Raje are grassroot leaders
and tremendously popular.
Both are farsighted, sensi-
tive, ambitious, hold consid-
erable self-esteem, and have
a developmental vision.
While Gehlot supports social
schemes, Vasundhara favours
developmental schemes. Not
only in regional politics but
both the leaders hold a vital
place in central politics too.
Both have had an illustrious
career as they remained more
in significant positions in their
respective party’s organiza-
tion, served as Member of Par-
liament and minister in the
center from their parties.
Alternately, since 1998, Ge-
hlot and Vasundhara are hold-
ing the power as chief minis-
ters. Whenever they are out of
‘power’, they still wield consid-
erable power’ on the political
ecosystem of the desert state
while playing crucial roles like
senior officials of their parties
and minister at the center.
Vasundhara’s entry into
Rajasthan has been from
Centre when the bold leader
Bhairon Singh Shekhawat
was the chief minister of the
state. Similarly, Ashok Ge-
hlot rolled in when Haridev
Joshi, who even served as
Governor of Meghalaya and
West Bengal, was the chief
minister of Rajasthan.
Later on, both Gehlot and
Vasundhara not only proved
themselves as alternatives to the
establishedleadersof theregion,
and leaving them behind turned
out to be ‘in for the long haul’.
Gehlot is a true grassroot
leader who has got a strong
public base from village to
cities. Similarly
, Vasundhara
has got her own aura and is
quite popular among women.
Gehlot never compromised
withhisprinciplesandVasund-
hara with her self-esteem. Both
are rich in their personality in
their own way
. Gehlot is used to
working late in the night while
Vasundhara capable of work-
ing in the need of hours prefers
to work in her daily routine.
Both are experts in handling
bureaucracy
.
While Gehlot is a follower of
the Kabir sect and upholds secu-
larism, and like Vasundhara he
has respect and faith in all the re-
ligions,whileRajeisreligiousand
inclined to spiritualism and is an
exclusive devotee of mother god-

fluently
,whileGehlotisanexpert
at making others agree with his
point of view in simple language
based on facts and logic. He is ca-
pable of winning the hearts of
people in the Marwari language.
Perhaps the one aspect that
has always been in Gehlot’s
favour is the blessing hand of
his party’s high command on
him while this has not been
the case with Vasundhara
Raje. Her relations with par-
ty leaders, top leaders of the
RSS, Jansangh have been ex-
tremely cordial. No one has
forgotten the contribution of
her mother Vijaya Raje Scin-
dia in developing a sealing
into a gigantic tree. For this
reason, Vasundhara contin-
ues to have a distinct entity
of her own in the party
.
There were times when
Vasundhara was not keen on
entering the state politics hav-
ing tasted the life of politics in
the centre, but when she came,
she carved a niche in the poli-
tics of the state on her own.
Owing to the massive support
of her legislators and public
base, she remained successful
in making her party high com-
mand to agree predominately.
When Prime Minister Naren-
dra Modi was the chief minis-
ter of Gujarat, she was success-
ful in getting waters of Nar-
mada River (upper canal of the
Mahi) from Gujarat to the dis-
tricts of Jalore and Barmer.
Both the leaders have always
faced unfortunate situations
whenever they came to power,
and most of the time they had
to deal with the governments
of the opposition parties to ini-
tiate many new schemes on
their own for which they faced
many hurdles.
Since Independence, except
Indira Gandhi Canal Project,
not a single national project
has been initiated. During her
tenure as chief minister, she
got Eastern Rajasthan Canal
Project at a cost of 35000 Crores
to render a permanent solution
to meet with drinking water
and irrigation. She made PM
Narendra Modi announce the
same in public meetings at
Jaipur and Ajmer, but this pro-
ject could not take off till date.
With a change of power CM,
Ashok Gehlot continued to pur-
sue the project and looking at
the importance of the same,
has requested PM several times
to term the project a national
project. In the currently con-
cluded sixth meeting of the
governing council, he remind-
ed the PM, but even though the
central government is ‘satiat-
ed’ with all twenty-five Lok
Sabha seats from Rajasthan,
the desert state is yet to hear
about its second canal.

She added that lan-

Lucknow: The farmers
movement seems to
have become albatross
around the neck of BKU
leaders Naresh Tikait
and Rakesh Tikait as af-
ter more than 100 days
of agitation on UP-Delhi
border the protest ap-
pears to have lost its
sheen. Now it is more a
political exercise being
carried out by the Rash-
triya Lok Dal and Con-
gress than a united fight
of the farming commu-
nity
.Thedriveof BKUto
mobilise the farmers
outside “Jatland” espe-
cially Purvanchal and
central UP has also
failed to yield positive
results.
According to infor-
mation from the west-
ern UP the farming
community has now
been feeling disenchant-
ed as there is belated
realization that they
have missed the goal-
post. Now the Congress
with the repeated forays
of AICC general secre-
taryPriyankaGandhito
the western UP has been
making desperate ef-
forts to somehow capi-
talise on the issue. So is
the case with Jayant
Chaudury of RLD who
has been organising the
“Kisan Mahapanchay-
at” frequently in the re-
gion. “The agitation has
slipped out of hands of
farmers”, commented a
political analyst KK
Verma of Saharanpur.
The Congress is organ-
ising Kisan Panchayats
in 28 districts of West
UP to raise a voice
against the three farm
laws and to support
farmers’ demand to re-
peal them. However, de-
spite BKU efforts, the
lack of enthusiasm
among the farmers in
Purvanchal, Bun-
delkhand and central
UP has come as stum-
bling block in the move-
ment, which has now
belatedly dawned on the
agitating leaders.
The meeting of a del-
egation of farmers of
western UP with the
Chief Minister Yogi
Adityanath last week
has also given ample in-
dication about finding
some solution to the is-
sue. Irrespective of
movement the Yogi gov-
ernment has already
launched scores of wel-
fare schemes for the
farmers,whichhasgone
down well with the com-
munity
. The chief min-
ister’s decision for dis-
tribution of credit cards
to farmers is another
move aimed at helping
them out of financial
stress.
Meanwhile, a well-
researched article of ad-
ditional chief secretary
agriculture Devesh
Chaturvedi dispelling
the apprehension of the
farming community
hascomehandytomake
further make effort to
convince them. Chatur-
vedi arguing the case in
favour of the reform
said “the reforms are
neither going to end the
MSP regime nor jeop-
ardise the landowner-
ship of farmers in any
way. On the contrary
they will provide an op-
portunity to the farmers
to diversify the produce
based on market de-
mands in order to fetch
remunerative prices.
Farmers will get multi-
ple marketing options-
directsellingtoconsum-
ers, traders within and
outside mandis, export-
ers, agro-processing
units and time-tested
MSP mechanism. It will
eventually lead to en-
hancing farmers in-
comeandgeneraterural
employment opportuni-
ties”.

THIS TIME!
W ho won’t be
familiar with the
name of Praveen Kumar
Laxkar, the former
controversial District
Magistrate of Hathras
who made headline
during the recent rape
and murder of a girl in
a Hathras village. Even
CM Yogi Adityanath
faced a lot of flak from
media and opposition
for shielding the DM as
him, who speculatively
ordered the untimely
cremation of the victim
in full police presence.
He was also recorded
threatening victim’s
family of consequences if
they narrated their ordeal
to media. However, days
have passed and the DM
Sahab is now helming
Mirzapur district. But
here too, he doesn’t seem
to be able to manage
affairs as expected of
him. Recently, the officer
got into a brawl with
a lawyer and allegedly
misbehaved too. To this,
members of lawyers
association got agitated
and carried out a massive
protest against the DM
demanding apology. But
by now, Laxkar seems to
have become quite firm
tackling such attacks
and doesn’t seem to
care about it. There is
no apology yet from him
but lawyers are hell bent
that they won’t let go off
the issue until DM Sahab
does away with his ego
and apologises!

Lucknow: All the par-
ties of the state are
basking in the election
fire in regards to the
assembly elections in
UP to be held in 2022.
The state’s politics has
been divided into two
parts in one part the
Yogi government is giv-
ing it’s all to stay at
power and the other in
which the Samajwadi
Party is going the ‘Sam
Dam Dand Bheda’ way
to somehow evict the
Yogi government and
assume power.
What has not been
understandable is the
slowness with which
BSP supremo Mayawa-
ti has been acting and
implementing plans for
the next year’s assem-
bly elections.
She has been missing
from the public view
for a long time and also
not shown much inter-
est in cornering the
Yogi government. She
had on her 65th birth-
day though announced
that BSP would be con-
testing the elections in
Uttar Pradesh and Ut-
tarakhand alone as she
believes that her party
would be at disadvan-
tage due to alliance.
Mayawati had
though claimed that
the BSP’s victory in the
elections is certain but
looking at the current
circumstances the
claim seems to be long
shot one as BSP has not
even appointed in-
charge for the assem-
bly seats.
In 2019, SP and BSP
had joined hands for
the Lok Sabha elec-
tions and the BSP
which did not win a
single seat in 2014 was
able to win 10 seats
while SP’s seat count
was at just 5 in 2019
similar to 2014.
Thesurprisingpartis
that Mayawati even
though she calls out the
state government at
timeaswellpraiseithas
in many occasions kept
silent. This nature of
BSP supremo Mayawati
has been confusing the
political pundits about
her future in politics.
The Congress has
been marginalised in
UP for more than three
decades which is why
the BJP leaders don’t
have much to speak
against its government
at the state. It is a known
fact that the entire poli-
tics of the Congress
used to revolve around
casteist politics where
the Gandhi family sit-
ting in Delhi had the UP
Chief Minister in their
palm.
Pundits when talking
about the rise of region-
al politics in the coun-
try said that the domi-
nance of caste politics
has been on the rise in
the country as well the
states. With respect to
Uttar Pradesh, May-
awati and Mulayam had
thrived in caste-based
politics and after the
Congress lost it promi-
nence, the Dalit voters
of the Congress went
with Mayawati and
backward and Muslim
voters went with Sama-
jwadi Party
.
In the casteist poli-
tics the dominance of
the particular caste
will be seen represent-
ing the government.
IS BSP PLAYING DARK HORSE IN POLL UPMANSHIP?
Party supremo Mayawati has been missing from the limelight; doesn’t even appoint in-charge for the assembly seats
The BSP won no
seats in the 2014
Lok Sabha elections.
It bagged 19 seats in
the 2017 UP assembly
polls and 10 in the 2019
Lok Sabha election,
when it fought in an alli-
ance with the Samajwadi
Party. It parted ways
with the SP soon after
the results were declared.
Earlier, BSP supremo said
that party will not forge any
alliance with any political par-
ty for the upcoming Assembly
elections in Uttar Pradesh.

The US is currently reviewing its supply of the technology, following a landmark ex- ecutive order from Presi- dent Joe Biden. The president also pledged US$37 billion (£26 billion) to cover the short- term costs of rebuilding and securing America’s supply of semiconductors, which are a fundamental part of microchips and thus integral to everything from computers to smart- phones to renewable ener- gy and military hardware. The automotive sector has been worst affected by the drought, in an era where microchips now form the backbone of most cars. Ford is predicting a 20% slump in production and Tesla shut down its model 3 assembly line for two weeks. In the UK, Hon- da was forced to temporar- ily shut its plant as well. Even highly experienced tech companies such as Nvidia and Microsoft are struggling to provide a steady stock of graphics cards and Xboxes respec- tively. It appears that no company, big or small, tech or non-tech, is safe from the wide-ranging impact of the great semiconductor famine of 2021. THE CONCENTRATION PROBLEM While it is easy to blame the COVID-19 pandemic for this situation, the truth is that the global semicon- ductor supply chain had this coming for some time. As much as 70% of the world’s semiconductors are manufactured by just two companies, Taiwan Semiconductor (TSMC) and Samsung. The entry barriers into semiconductor manufac- turing are astronomically high. There’s a steep learn- ing curve required to set up a semiconductor found- ry, entailing an upfront in- vestment of US$10-$12 bil- lion and then at least three years to become produc- tion-ready . Even then, there are no guarantees that a new foundry’s chip yields will match those of the incum- bents. Chips rapidly be- come obsolete and price pressures are a major prob- lem in the tech sector, so there are lots of risks to profitability . Due to such harsh eco- nomics, it has only made sense for a handful of large players to invest in manu- facturing capabilities and then spread those costs and risks across hundreds of thousands of customers. Global tech has historical- ly been very happy to hand the manufacturing reins to TSMC and Samsung. And in turn, this has created the supply-chain equiva- lent of a house of cards. HIGH DEMAND The pandemic has driven unexpectedly high demand for home electronics such as laptops and gaming con- soles, as many people start- ed working from home and seeking more sources of indoor entertainment. Automotive companies had been expecting lower demand, given that car sales tend to move lower in an economic downturn. This, however, proved to be an erroneous assumption, as new car sales started bouncing back quickly by the tail end of 2020. Auto- motive companies tried to re-book previously can- celled semiconductor or- ders only to discover that home electronics manufac- turers had taken their place. At the same time, Presi- dent Trump’s trade war with China led to new rules that made it harder for Chi- nese companies to source semiconductors from TSMC and Samsung. With China’s own semiconduc- tor technology inferior to the industry leaders, Chi- nese tech behemoths like Huawei stockpiled semi- conductor chips in advance of the new restrictions in 2020, soaking up any spare capacity with large orders. IN-DEPTH INDIA’S VACCINES SET TO COUNTER CHINA ndia’s vaccine diplomacy is proving to be hugely successful, helping it win goodwill andfriendsnotonlyintheneighbourhood but across the world and prove our pole position in vaccine manufacture and de- velopment. The latest country to seek vaccine assis- tance from India is the United Kingdom which has requested for, and will be provided, 10 million doses of the vaccine developed by the Serum Institute of India(SII)incollaborationwithOxford-AstraZeneca and produced under the brand name of Covishield. The move has attracted criticism from Medecins Sans Frontiere which has said that the shipment could hit supplies to developing countries. Britain’s Vaccine Deployment Minister Nadhim Zahawi has allayedthesefears.WhileassertingthattheSII’svac- cine was always intended for Britain, Zahawi said that AstraZeneca and the SII have given assurances to the effect that these shipments will not affect In- dia’scommitmenttoprovidevaccinestothepoorand developing countries. He mentioned Ghana, Ivory Coast and the Philippines among the beneficiaries. The list of countries getting anti-Covid vaccines from India is now fairly long. Bangladesh, Nepal, Bhutan, Mauritius, Seychelles, the Maldives, Myan- mar,SriLanka,Bahrain,Oman,Barbados,Dominica and Brazil are among the countries to have received the anti-virus vials. The vaccine strategy is part of a bigger strategy aimed at staying ahead of China in the vaccine supply race. India has also sought the assistance of Quad member nations---the US, Japan and Australia---to invest in its production capacity to counter China, which has promised to provide 463 million vials of its own vaccine to various countries. I 100 DAYS OF PROTEST STILL GOING STRONG armers’agitationisnowover100daysold and there’s no sign of fatigue yet, despite the government still unwilling to acqui- esce to their demands. F hose who understand the politics of Rajasthan, know it like the back of their hands that in the politics of the largest state in the country, currently two leaders are at the top and it seems they will remain in the top position, for a foreseeable future. It remains a fact that current- ly among two major political parties, the son of ‘Marusthal’ (arid zone) three-time Chief Minister - Ashok Gehlot - and erstwhile Maharani of Dhaul- pur Vasundhara Raje, a two- time chief minister have a sig- nificant place in the politics of Rajasthan. In fact, Ashok Ge- hlot and Vasundhara Raje are theaxisof politicsin Rajasthan. No other leader in the state, as comparedtothesetwogiantand bold leaders, is capable to sail their party through the tough state assembly elections. Both, sixty-nine years old Ashok Gehlot and sixty-sev- en years old Vasundhara Raje are grassroot leaders and tremendously popular. Both are farsighted, sensi- tive, ambitious, hold consid- erable self-esteem, and have a developmental vision. While Gehlot supports social schemes, Vasundhara favours developmental schemes. Not only in regional politics but both the leaders hold a vital place in central politics too. Both have had an illustrious career as they remained more in significant positions in their respective party’s organiza- tion, served as Member of Par- liament and minister in the center from their parties. Alternately, since 1998, Ge- hlot and Vasundhara are hold- ing the power as chief minis- ters. Whenever they are out of ‘power’, they still wield consid- erable power’ on the political ecosystem of the desert state while playing crucial roles like senior officials of their parties and minister at the center. Vasundhara’s entry into Rajasthan has been from Centre when the bold leader Bhairon Singh Shekhawat was the chief minister of the state. Similarly, Ashok Ge- hlot rolled in when Haridev Joshi, who even served as Governor of Meghalaya and West Bengal, was the chief minister of Rajasthan. Later on, both Gehlot and Vasundhara not only proved themselves as alternatives to the establishedleadersof theregion, and leaving them behind turned out to be ‘in for the long haul’. Gehlot is a true grassroot leader who has got a strong public base from village to cities. Similarly , Vasundhara has got her own aura and is quite popular among women. Gehlot never compromised withhisprinciplesandVasund- hara with her self-esteem. Both are rich in their personality in their own way . Gehlot is used to working late in the night while Vasundhara capable of work- ing in the need of hours prefers to work in her daily routine. Both are experts in handling bureaucracy . While Gehlot is a follower of the Kabir sect and upholds secu- larism, and like Vasundhara he has respect and faith in all the re- ligions, whileRajeisreligiousand inclined to spiritualism and is an exclusive devotee of mother god- dessDevi.Vasundharaisanener- geticoratorandcapableof speak- ing English, Hindi, and Marathi fluently ,whileGehlotisanexpert at making others agree with his point of view in simple language based on facts and logic. He is ca- pable of winning the hearts of people in the Marwari language. Perhaps the one aspect that has always been in Gehlot’s favour is the blessing hand of his party’s high command on him while this has not been the case with Vasundhara Raje. Her relations with par- ty leaders, top leaders of the RSS, Jansangh have been ex- tremely cordial. No one has forgotten the contribution of her mother Vijaya Raje Scin- dia in developing a sealing into a gigantic tree. For this reason, Vasundhara contin- ues to have a distinct entity of her own in the party . There were times when Vasundhara was not keen on entering the state politics hav- ing tasted the life of politics in the centre, but when she came, she carved a niche in the poli- tics of the state on her own. Owing to the massive support of her legislators and public base, she remained successful in making her party high com- mand to agree predominately. When Prime Minister Naren- dra Modi was the chief minis- ter of Gujarat, she was success- ful in getting waters of Nar- mada River (upper canal of the Mahi) from Gujarat to the dis- tricts of Jalore and Barmer. Both the leaders have always faced unfortunate situations whenever they came to power, and most of the time they had to deal with the governments of the opposition parties to ini- tiate many new schemes on their own for which they faced many hurdles. Since Independence, except Indira Gandhi Canal Project, not a single national project has been initiated. During her tenure as chief minister, she got Eastern Rajasthan Canal Project at a cost of 35000 Crores to render a permanent solution to meet with drinking water and irrigation. She made PM Narendra Modi announce the same in public meetings at Jaipur and Ajmer, but this pro- ject could not take off till date. With a change of power CM, Ashok Gehlot continued to pur- sue the project and looking at the importance of the same, has requested PM several times to term the project a national project. In the currently con- cluded sixth meeting of the governing council, he remind- ed the PM, but even though the central government is ‘satiat- ed’ with all twenty-five Lok Sabha seats from Rajasthan, the desert state is yet to hear about its second canal. On International Women’s Day, women medal winners were honored by the District Athletic Association First India Bureau Lucknow: The farmers movement seems to have become albatross around the neck of BKU leaders Naresh Tikait and Rakesh Tikait as af- ter more than 100 days of agitation on UP-Delhi border the protest ap- pears to have lost its sheen. Now it is more a political exercise being carried out by the Rash- triya Lok Dal and Con- gress than a united fight of the farming commu- nity .Thedriveof BKUto mobilise the farmers outside “Jatland” espe- cially Purvanchal and central UP has also failed to yield positive results. According to infor- mation from the west- ern UP the farming community has now been feeling disenchant- ed as there is belated realization that they have missed the goal- post. Now the Congress with the repeated forays of AICC general secre- taryPriyankaGandhito the western UP has been making desperate ef- forts to somehow capi- talise on the issue. So is the case with Jayant Chaudury of RLD who has been organising the “Kisan Mahapanchay- at” frequently in the re- gion. “The agitation has slipped out of hands of farmers”, commented a political analyst KK Verma of Saharanpur. The Congress is organ- ising Kisan Panchayats in 28 districts of West UP to raise a voice against the three farm laws and to support farmers’ demand to re- peal them. However, de- spite BKU efforts, the lack of enthusiasm among the farmers in Purvanchal, Bun- delkhand and central UP has come as stum- bling block in the move- ment, which has now belatedly dawned on the agitating leaders. The meeting of a del- egation of farmers of western UP with the Chief Minister Yogi Adityanath last week has also given ample in- dication about finding some solution to the is- sue. Irrespective of movement the Yogi gov- ernment has already launched scores of wel- fare schemes for the farmers, whichhasgone down well with the com- munity . The chief min- ister’s decision for dis- tribution of credit cards to farmers is another move aimed at helping them out of financial stress. Meanwhile, a well- researched article of ad- ditional chief secretary agriculture Devesh Chaturvedi dispelling the apprehension of the farming community hascomehandytomake further make effort to convince them. Chatur- vedi arguing the case in favour of the reform said “the reforms are neither going to end the MSP regime nor jeop- ardise the landowner- ship of farmers in any way. On the contrary they will provide an op- portunity to the farmers to diversify the produce based on market de- mands in order to fetch remunerative prices. Farmers will get multi- ple marketing options- directsellingtoconsum- ers, traders within and outside mandis, export- ers, agro-processing units and time-tested MSP mechanism. It will eventually lead to en- hancing farmers in- comeandgeneraterural employment opportuni- ties”. LONG-DRAWN FARMERS AGITATION FAST LOSING SHEENASPOLITICAL PLAYERSTAKECENTRESTAGE REMEMBER PK LAXKAR? HE IS UP AGAINST LAWYERS THIS TIME! W ho won’t be familiar with the name of Praveen Kumar Laxkar, the former controversial District Magistrate of Hathras who made headline during the recent rape and murder of a girl in a Hathras village. Even CM Yogi Adityanath faced a lot of flak from media and opposition for shielding the DM as him, who speculatively ordered the untimely cremation of the victim in full police presence. He was also recorded threatening victim’s family of consequences if they narrated their ordeal to media. However, days have passed and the DM Sahab is now helming Mirzapur district. But here too, he doesn’t seem to be able to manage affairs as expected of him. Recently, the officer got into a brawl with a lawyer and allegedly misbehaved too. To this, members of lawyers association got agitated and carried out a massive protest against the DM demanding apology. But by now, Laxkar seems to have become quite firm tackling such attacks and doesn’t seem to care about it. There is no apology yet from him but lawyers are hell bent that they won’t let go off the issue until DM Sahab does away with his ego and apologises! —Vishal Srivastav IPS OFFICERS AWAITING DEPLOYMENT T he total number of IPS officers who are without any posts is currently at 8 of which 5 are under suspension and the other 3 have been reinstated but are yet to receive any posts. The state’s politics has been divided into two parts in one part the Yogi government is giv- ing it’s all to stay at power and the other in which the Samajwadi Party is going the ‘Sam Dam Dand Bheda’ way to somehow evict the Yogi government and assume power. What has not been understandable is the slowness with which BSP supremo Mayawa- ti has been acting and implementing plans for the next year’s assem- bly elections. She has been missing from the public view for a long time and also not shown much inter- est in cornering the Yogi government. She had on her 65th birth- day though announced that BSP would be con- testing the elections in Uttar Pradesh and Ut- tarakhand alone as she believes that her party would be at disadvan- tage due to alliance. Mayawati had though claimed that the BSP’s victory in the elections is certain but looking at the current circumstances the claim seems to be long shot one as BSP has not even appointed in- charge for the assem- bly seats. In 2019, SP and BSP had joined hands for the Lok Sabha elec- tions and the BSP which did not win a single seat in 2014 was able to win 10 seats while SP’s seat count was at just 5 in 2019 similar to 2014. Thesurprisingpartis that Mayawati even though she calls out the state government at timeaswellpraiseithas in many occasions kept silent. This nature of BSP supremo Mayawati has been confusing the political pundits about her future in politics. The Congress has been marginalised in UP for more than three decades which is why the BJP leaders don’t have much to speak against its government at the state. It is a known fact that the entire poli- tics of the Congress used to revolve around casteist politics where the Gandhi family sit- ting in Delhi had the UP Chief Minister in their palm. Pundits when talking about the rise of region- al politics in the coun- try said that the domi- nance of caste politics has been on the rise in the country as well the states. With respect to Uttar Pradesh, May- awati and Mulayam had thrived in caste-based politics and after the Congress lost it promi- nence, the Dalit voters of the Congress went with Mayawati and backward and Muslim voters went with Sama- jwadi Party . In the casteist poli- tics the dominance of the particular caste will be seen represent- ing the government. IS BSP PLAYING DARK HORSE IN POLL UPMANSHIP? Party supremo Mayawati has been missing from the limelight; doesn’t even appoint in-charge for the assembly seats The BSP won no seats in the 2014 Lok Sabha elections. It bagged 19 seats in the 2017 UP assembly polls and 10 in the 2019 Lok Sabha election, when it fought in an alli- ance with the Samajwadi Party. It parted ways with the SP soon after the results were declared. Earlier, BSP supremo said that party will not forge any alliance with any political par- ty for the upcoming Assembly elections in Uttar Pradesh. PAST ELECTIONS REPORT CARD
