Ashok Gehlot on Tues-
day said the Congress is
united and vibrant un-
der the leadership of
Sonia Gandhi and
called Rahul Gandhi
the only national oppo-
sition leader raising a
voice against the Nar-
endra Modi govern-
ment.
Gehlot’s statement
appears to have been
triggered by the cover
story and an editorial in
anewsmagazine,which
argued that the Gan-
dhis are now “isolated”.
The CM said some
people have a “miscon-
ception” that the family
has been isolated in
public life, he said.
People across society
have faith in them and
in their leadership
qualities, he added.
He said that because
of this faith in the Gan-
dhis the rank and file of
the Congress across the
country are standing
firm with them, and the
family will never be iso-
lated.
Gehlot said the Con-
gress under the leader-
ship of party president
Sonia Gandhi is united,
vibrant and strong
enough to take on any
challenges.
He said former par-
ty president Rahul
Gandhi is the only na-
tional opposition lead-
er who is raising a
voice against the NDA
government on issues
related to common
people.
“Demonstrated and

hallmark of leadership.
And there is no match
for his commitment and
dedication towards the
nation. We have a vi-

Trivendra Singh Rawat had several meetings in Delhi
with the BJP leadership, who reportedly received
feedback from party MLAs in Uttarakhand that the Chief
Minister’s below par performance would cost the party
in polls due by February. The move to replace him a
year before elections is unusual, given that it is often
seen as a vote of no-confidence by the party in its own
government. It is also a rare move by the BJP to replace
a Chief Minister for non-performance. Former Chief
Minister Harish Rawat of the Congress attacked the BJP,
calling Mr Rawat’s removal an admission of failure.
Even Arvind Kejriwal’s Aam Aadmi Party, which is
trying to register its presence in Uttarakhand said,
“In four years the BJP did not do a single thing on
the basis of which it can seek votes. They are trying
to hide their failures.
In December last year, when Nadda had visited
Dehradun, RSS functionaries had conveyed that
the BJP can win the 2022 Assembly elections only
if it takes party workers along. Rawat’s govern-
ment has since come under the scanner following
last month’s flood in Chamoli when it pushed to
resume work on projects suspended by the apex
court. Earlier, in October 2020, the High Court had
ordered a CBI probe into allegations made by a
journalist in a video, accusing Rawat of allegedly
getting money transferred to relatives in 2016 to
back the appointment of a person in Jharkhand.
The Supreme Court had stayed the order.

that the EC had said
that the election in West
Bengal will be held in
eight phases. The peti-
tioner demanded a stay
on the order of the EC.

SENSEX RALLIES 584 PTS, PRIVATE BANKS SHINE
Mumbai: Equity benchmark Sensex
rallied 584 points on Tuesday track-
ing gains in HDFC twins, ICICI Bank
and Kotak Bank amid positive cues
from global markets. The 30-share
BSE index ended 584.41 points or
1.16 per cent higher at 51,025.48,
and the broader NSE Nifty surged
142.20 points or 0.95 per cent to
15,098.40. Kotak Bank was the top
gainer in the Sensex pack, rising
around 3 per cent, followed by HDFC
twins, ICICI Bank, Tech Mahindra,
Bajaj Finance, Asian Paints and TCS.
On the other hand, PowerGrid, ONGC,
NTPC and Dr Reddy’s were among
the laggards. According to Binod
Modi, Head-Strategy at Reliance Se-
curities, domestic equities extended
gains for the second consecutive
day mainly aided by favourable cues
from global markets. Financials (ex-
PSU banks) majorly supported the
market’s rally on Tuesday. Barring
Financials and IT, most of the key
sectoral indices traded lower. Nota-
bly, midcap and small cap indices
were down as investors opted to take
profit off the table after recent run-up
in these spaces, he added. Elsewhere
in Asia, bourses in Hong Kong and
Tokyo ended on a positive note, while
Shanghai and Seoul were in the red.

clubbed 59.71 lakh ben-
eficiaries of Ayush-
man Bharat Yojna and
98 lakh beneficiaries of
NFSA scheme under
Ayushman Bharat Ma-
hatma Gandhi Ra-
jasthan Swasthya
Bima Yojna.
“After clubbing both
the schemes, some
overlapping occurred
and total number
touched 1.10 crore. The
benefit of this scheme
will be available in Ra-
jasthan only. This, we
have said at the time of
starting the scheme,”
Sharma said.

non-availability of
books to students of
state open school dur-
ing the Zero Hour on
Tuesday. Devnani said
that exams are sched-
uled after two months
and so far, 1.5 lakh stu-
dents of classes X-XII
have not been able to
get books.
He said there are
lakhs of students in
the state who are una-
ble to go to school and
are studying through
state open. “Currently,
more than 1.25 lakh
students are studying
in classes X and XII,
but they are suffering
due to dept’s negli-
gence. Exams are going
to be held in two
months but the stu-
dents could not get
textbooks so far. What
will they study?” he
asked. He demanded
the government to pro-
vide books to these
children at the earliest
and action against
guilty officers.
On the other hand,
ministers were miss-
ing from the House
during Zero Hour.
When the matter re-
lated to roadways was
raised, transport min-
ister was not present in
the house which was

collapsed due to ab-
sence of teachers.
“If teaching posts
in Sanskrit colleges
remain vacant then
people will lose their
interest in San-
skrit,” Joshi said,
while intervening in
a question raised by
BJP MLA Satish
Poonia on the issue.
The Speaker sug-
gested that tempo-
rary teachers can be
involved in Sanskrit
colleges as it is done
in other colleges.
“The vacant posts
indicate that all San-
skrit colleges would
collapse,” he said.

government has ac-
cused the Center of not
giving corona vaccine
to the state on time and
has stopped administer-
ing the first dose due to
lack of vaccine, an al-
legation rejected by the
centre.
Health minister Dr
Raghu Sharma said the
centre has not provided
an adequate number of
vaccines.
“We are not getting
the dose on time that is
why we have stopped
the work of administer-
ing the first dose of the
vaccine,” he told report-
ers outside the assem-
bly. Sharma said that
the central government
has identified about 67
lakh beneficiaries for
the second phase in Ra-
jasthan which requires
a total of 1.50 crore dos-
es.
He informed that till
now, the state govern-
ment has provided only
29.90 lakh doses. He said
that Rajasthan has the
stock of the second dose
only. The minister said
that the state govern-
ment has written a let-
ter to the NITI Aayog,
Union Health Minister
and Cabinet Secretary
last week to make avail-
able the vaccine dose as
soon as possible.
On the other hand,
centre responded to the
allegation of the minis-
ter saying there has
been no shortage so far.

harassed by seniors over caste, probe on

in the Rajasthan Den-
tal College and Hospi-
tal, Bagru has come to
light. The medical stu-
dent lodged the case
after eight days of the
incident on Monday at
Bagru police station.
The female student
has complained of har-
assment on caste basis
and molestation by the
seniors. The medical
student is a resident of
Kota and alleged that
on March 1, her seniors
Dr Gargi, Sayli, Ossin
and Sajal Gupta tor-
tured her mentally by
ragging her. She was
also mistreated in the
PG hostel. After the in-
cident, she got mental-
ly disturbed and kept

Union Health Ministry clarifies
Jaipur: Debunking the re-
ports of vaccine shortage
in Rajasthan, the Union
Health Ministry on Tuesday
said the factual position is
that there is no shortage of
Covid vaccine in the State
at present. “There have
been some news reports
suggesting an impending
shortage of Vaccine doses
in Rajasthan. The state has
been supplied 37.61 lakh
doses and has consumed
only 24.28 lakh doses till
Monday night,” Union
Health Ministry stated in
a statement. There were
reports circulating that
Rajasthan will run out of
anti-Covid vaccines by on
Wednesday if centre does
not urgently send more
supplies. —ANI
179 NEW CASES, ZERO DEATH IN A DAY
No fresh COVID-19 fatality was recorded in Rajasthan on
Tuesday and the death toll in the state stands at 2,789, ac-
cording to a health department bulletin. The state reported
179 new cases which pushed the infection tally to 3,21,890.
The fresh cases include 40 in Dungarpur, 31 in Udaipur, 27
in Jaipur, 14 in Ajmer, 11 each in Kota and Jodhpur, 8 in
Banswara, 7 each in Bhilwara and Rajsamand, it said.

ples of Kalpana Chawla, who
believed there is no such
thing as barriers and shooted
straight for the stars. Deepa
Karmakar, the gymnast over-
came her fears to go on to win
an Olympic medal for India.
Geeta Gopinath, Chief Econ-
omist of the International
Monetary Fund (IMF) is the
second Indian and the first
woman to assume the posi-
tion. The list is endless.
If we look around us: in
our families, societies, com-
munity, city and state, we
find that there are so many
admirable women who we
can learn from.
While there is so much
progress there is also many
a trials and tribulation
when it comes to Indian
women from a typical north
India household. Our nur-
turing, conditioning, and
outlook are shaped by what
we see as children and in
most cases, the environ-
ment is far from liberating.
A majority of women in
Rajasthan and various other
states of north India are
caught in the web of old ta-
boos and stereotypical expec-
tations from some if not all
members of the respective
family
. While women want to
grow independent every-
where, not all of them have
been offered ample exposure,
orientation, or the know-how
to do so. Sadly many in rural
areas think marriage is the
ultimate culmination of all
things good in life. While
marriage is important, liter-
acy and financial independ-
ence are the need of the hour
forall,irrespectiveof gender.
Despite challenges, the fu-
ture seems positive, there is
no end to what we as humans
canachievethiswiththesup-
port of family and friends. In
recent years, women have es-
tablished themselves in pro-
fessions considered the bas-
tion of their male counter-
parts. From facing criticism
for joining the army, real es-
tate, police, or taking up jobs
as drivers, Guards women
have overcome challenges to
take on leadership roles.
In India and around the
world, efforts are being made
towards gender balancing.
Let this day be a reminder
that we must keep walking
the path of progress and
keep taking concrete steps
and tangible actions for all
men and women equally so
that we build a truly demo-
cratic nation, one that we
can be proud of and one that
reflects growth and progress
irrespective of gender.

RAWAT QUITS,
WILL BJP BREAK
THE JINX?
n a sudden development, Uttara-
khand Chief Minister Trivendra
Singh Rawat tendered his resigna-
tion. The office of the State’s chief
minister has been jinxed ever
since Uttarakhand came into being. Barring
ND Tiwari in 2002, no other chief minister
has completed his full term in the last 20
years’ of the State’s existence. The political
parties in the State are also under another
spell: if the reigning chief minister’s term is
cut short then the party is ousted from power
in the following election. Trivendra Singh
Rawat, incidentally
, was 10 days short of com-
pleting four years in office and the Assembly
elections in Uttarakhand are due in February
next year. Of course these superstitions don’t
mean much but that is how it has been so far.
A jinx is meant to be broken, like Yogi Adity-
anath is expected to break the one concern-
ing Noida.
Nityanand Swami, BS Koshyari, ND Ti-
wari (2007), retired Maj-General BC Khan-
duri, Ramesh Pokhriyal ‘Nishank’. Six
months before the elections the party re-
moved Pokhriyal and re-appointed Khan-
duri as CM but lost the 2012 Assembly elec-
tion. Voters gave a fractured mandate in the
elections which followed. Congress managed
to form a government with the support of
Bahujan Samaj Party and Uttarakhand
Kranti Dal but it was short-lived. So were the
other governments which were formed---
three with Harish Rawat and one in which
Vijay Bahuguna was at the helm--- in a span
of five years. Besides four chief ministers in
a span of five years, also saw two phases of
the President’s rule. In fact Trivendra Singh
Rawat has been the second longest serving
chief minister of the State after ND Tiwari
and rightly said that he was fortunate to
serve for four years.
It is interesting to look at the reasons why
the BJP leadership asked Trivendra Singh
Rawat to demit office. There was said to be
unrest among party functionaries over the
chief minister’s style of working. Some party
leaders complained that bureaucrats were
ignoring their requests. Reports said that so
strong was the negative sentiment against
Rawat that his continuation, it was felt, could
lead to the party’s defeat in 2022 elections.
Chances of BJP breaking the jinx and
winning a second consecutive term in 2022
are quite bright as the Congress is unable to
keep its house in order. Already, Harish
Rawat and Indira Hridayesh factions are
fighting over who should be the CM face of
the party. If this is somehow resolved the
disgruntled members of the party would
cross over to the BJP.
What remains to be seen is if the party will
apply the same formula to effect changes in
some other states where BJP chief ministers
may have upset the RSS, some party members
and who may be heavily dependent only on a
set of bureaucrats.

er governments will step in

rules, infrastructure, and
markets.
Following the tenfold
growth of Tesla’s stock be-
tween March 2020 and Jan-
uary 2021, the company’s
founder, Elon Musk, has
emerged as the avatar of
green innovation. The Te-
sla phenomenon has
spilled over into the rest of
the nascent electric-vehi-
cle (EV) industry, sprin-
kling stardust on a host of
green startups with un-
proven technologies and
minimal revenues.
As entrepreneurs and
private investors step in to
do what governments have
failed to do, some commen-
tatorsnowbelievea“Green
Revolution” is at hand.
Others, however, look at
the same picture and see
the early signs of a
“greentech bubble.”
The greentech (or clean-
tech) boom is indeed vul-
nerable. Like the earlier
digital boom that resulted
in the dot-com bubble of
the late 1990s, it is heavily
reliant on an outside force
that could suddenly recede
– namely, easy money. In
today’s environment of
low interest rates, the pre-
sent value of future cash
flows has been inflated,
and thus will plummet
were interest rates to rise.
For ten years now, cen-
tral banks have set policy
rates below the rate of in-
flation – which itself has
resided at historically low
levels. As a result, negative
real interest rates on safe
assets have pushed large
institutional and retail in-
vestors alike into riskier
assets yielding higher po-
tential returns. It is worth
remembering that just be-
fore the recent focus on
greentech stocks, the Big
Tech giants achieved ex-
tremely high valuations as
part of a broader “unicorn
bubble” in private mar-
kets, where “unconven-
tional” investors paid pre-
mium prices for unsellable
shares of what they hoped
would be the next FAANG
(Facebook, Apple, Amazon,
Netflix, Google) stock.
In any case, the US Fed-
eral Reserve has responded
to the COVID-19 crisis with
a commitment to keep its
policy rate near zero until
the US economy achieves
“maximum employment
and inflation averaging 2%
over time.” Yet, given the
rapid administration of
COVID-19 vaccines under
US President Joe Biden’s
administration, the stage
is being set for normaliza-
tion in capital markets.
So, the question is not
whether the green bubble
will burst (all bubbles do,
eventually), but whether it
will burst before the Green
Revolutionhasestablisheda
firm foothold. Will the capi-
tal mobilized by the current
boom be wasted, or will it be
embodied as the infrastruc-
tureneededtoturntherevo-
lution into the new normal?

establishing a politically
legitimate mission (such as
winning the Cold War) to

wise, it is the state that
must fund upstream invest-
ment in basic research
whosepotentialreturnsare
too uncertain to motivate
the private sector. And, as a
novel technology matures,
the state creates a market
by serving as the first cus-
tomer, thereby pulling the
supply side of the innova-
tion economy down the
learning curve to low-cost,
reliable production.

denied allegations that

government job, saying
that the scandal was a
conspiracy against him.
While addressing a press
conference in the state
capital here, Jarkholi fur-
ther claimed that he knew
about the purported sex
tape four months ago and
that it was “fake”. “It is a
conspiracy. I knew about
the CD four months back.
I was aware of it 24 hours
before its release. It is a
fake CD and the plan by
two-three people. I’m not
going to reveal anything
else. I won’t leave them
until they go to jail,” the
former BJP minister said.

New Delhi: The tax col-
lected on the retail price
of petrol and diesel in
India has increased by
459 per cent in seven
years, according to oil
minister Dharmendra
Pradhan’s written reply
in Lok Sabha. He also in-
formed on Monday that
the price of liquified pe-
troleum gas (LPG) dou-
bled to Rs 819 per cylin-
der in the same period.
Pradhan had earlier
faced a spate of ques-
tions regarding rising
energy prices in the
country
. In a written re-
ply, Pradhan said that
the price of LPG was Rs
410.5 per 14.2-kilogram
cylinder on March 1,
2014. This has now in-
creased to Rs 819 per cyl-
inder in Delhi.
The steepest hike in
domestic cooking gas
came in the last few
months — from Rs 594
per cylinder in Decem-
ber 2020 to Rs 819 in
March 2021.
Between Nov 2014
and Jan 2016, the gov-
ernment had raised ex-
cise duty on petrol and
diesel on nine occa-

SHARP INCREASE IN
FUEL TAX COLLECTIONS
New Delhi: At a time when fuel prices have
become a burden for citizens, Dharmendra Prad-
han’s reply indicated that there has been a 459 per
cent rise in taxes collected on petrol and diesel.
It may be noted that both petrol and diesel prices
are retailing at an all-time high. In Delhi, a litre
of petrol costs Rs 91.17 per litre and the same
quantity of diesel costs Rs 81.47. It is higher in

oil have become expensive by 30 to 60%, which
is doubly hitting the consumer. Crude palm oil has
reached record highs. Soybean and Soya oil prices have also witnessed newer
highs with prices increasing between 30% to 60% in a year.

20% ETHANOL IN PETROL
TO CURB POLLUTION
New Delhi: The Ministry of Road Transport
and Highways (MORTH) has notified the use
of E20, a mix of 20 percent ethanol and 80
percent petrol.
A notification
was issued
late on March
8. The latest
notification
follows a
draft issued
by MORTH in
December that spoke about type approval of
pure ethanol, flex fuel and ethanol-gasoline
blend vehicles. The government earlier
invited comments and suggestions from
stakeholders against the draft.

in Thane city by the
civic administration,
officials said.

fresh cases, India’s

said on Tuesday.
The death count due
to the viral disease has
gone up to 1,57,930 in
the country with 77
more fatalities, the
ministry’s data updat-
ed at 8 am showed.
After registering an
increase for six con-
secutive days, the num-
ber of active COVID-19
cases has gone down to
1,87,462, accounting for
only 1.67 per cent of
the country’s total
caseload, while the
case fatality rate has
dropped to 1.40 per

cognisance of the
matter where a wom-
an was allegedly
trapped and raped re-
peatedly inside the
compound of a police
station in Alwar, the
National Commis-
sion for Women
(NCW) on Tuesday
wrote to the Director-
General of Police
(DGP) of Rajasthan,
seeking adherence to
guidelines of the
Ministry of Home Af-
fairs (MHA) of com-
pleting probes in two
months in cases of
sexual assault.
The NCW has sent a
three-member fact-
finding team to Alwar
to probe the matter.
The commission has
also sought a detailed
action taken report in
the matter, and “a
copy of the letter has
also been sent to Su-
perintendent of Po-
lice, Alwar”. “NCW
has come across a me-
dia report wherein it
is alleged that a wom-
an who had gone to
lodge a complaint
against her husband
on March 2 was alleg-
edly trapped and
raped repeatedly in-
side the compound of
the police station in
Alwar,” the commis-
sion said in a media
statement.
“The commission is
seriously concerned
about the reported in-
cident. It is the duty
of the police to pre-
serve public order,
prevent crimes and
reduce the opportuni-
ties for the commis-
sion of crimes,” it
added.
It is alleged that a
woman was raped for
three days at the
Kherli Police Station
in Alwar. According
to Jaipur Range In-
spector General Ha-
wasing Ghumaria,
the woman had gone
to file a complaint on
March 1 regarding a
matter involving dow-
ry with her in-laws.
“The woman told us
that the incidents
took place on March 1,
2, and 3. There is a
room near the police

plaints reduced when the post
was lying vacant for two years?
People will be convinced after my
findings in complaints, which I
receive. I cannot say anything
right now, but former Lokayuk-
tas have done a lot of work. Deci-
sions have been given in cases
and action has been taken. I will
also work as expected.

judge. Now, when you are Lok-
ayukta and the matter of mines
scam is pending with the Lok-
ayukta Secretariat, how will
you complete this investigation?
See, the matter that was present-
ed before me in the court, was
different. Judgment was given
after hearing him. Now, I will see
what jurisdiction I have here.
When that file related to the
mines scam comes to me, I will
take an appropriate decision.

not have officers, nor suffi-
cient resources, so when will
the Lokayukta organisation
start functioning?
It will be my endeavor that this
institution should start func-
tioning as soon as possible with
due diligence, dedication and

Jaipur: Chief Minis-
ter Ashok Gehlot on
Tuesday, rejected the
data provided by the
Centre about the num-
ber of vaccines provid-
ed to the state saying
that the data is com-
pletely incorrect.
“The union Health
Ministry has claimed
that Rajasthan received
37.61 lakh Covid-19 vac-
cines and till yesterday
only 24.28 lakh vaccines
have been adminis-
tered. This data is com-
pletely incorrect. As of
March 8, Rajasthan re-
ceived 31,45,340 vac-
cines. Of these, 2,15,180
vaccines have been
made available to the
Army
.”
He said that as per
the rules, 29,30,160 dos-
es were made available
for others. As of March
8, 23,26,975 vaccines
have been administered
in the state. 1,62,888 vac-
cines were spoilt, which
is less than the 10 per-
cent limit allowed by
the Centre.
Thus, on March 8,
only 4,40,297 vaccines
were available in the
state, he said.
“More than two lakh
people are being vacci-
nated daily in the state.
In such a situation, on
March 8, the vaccine
was available for only
two days of vaccination
so the State government
demanded to send addi-
tional vaccines from
the Centre. After which
the state received 85,000
vaccines on March 9,”
the CM said.
He appealed to Union
Health Minister Dr
Harsh Vardhan to in-
struct his officials to
provide the vaccine
soon and not to give
false information about
Rajasthan.
“In the third phase,
about 22 percent vacci-
nation of the country is
being done in Rajasthan
itself. Both the govern-
ment and the public
here are excited about
the vaccine. Such an
misleading information
by the union ministry,
would further dampen
the spirits of the citi-
zens of the state and the
Corona Warriors,” he
said in a series of
tweets.
He added that as it is
said that the Centre will
be able to provide the
vaccine in 5-7 days, it
may cause problems in
vaccination again. “In
view of this uncertain-
ty, vaccination drive
was carried out only in
medical colleges, dis-
trict and private Hospi-
tals; Whereas, some
districts were forced to
discontinue adminis-
tering the first dose of
vaccine at PHC/ CHC
levels,” he said.

the review meetings
from Bharatpur range
during which, he took
feedback from the offic-
ers of the range.
Since the Assembly
session started after it,
Lather decided to hold
meetings on Saturday,
while utilising the holi-
day
. The review meeting
of Kota range will also

The DGP held mara-

IPS officer Manish
Agrawal, middlemen

pal Meena, who were ar-
rested in a case of brib-
ery involving amounts
of lakhs of rupees.
The charge sheet
filed in the ACB court
number 1 contains ap-
proximately 4,000 pag-
es, sources said.
An IPS officer of 2010
batch, Agrawal was ar-

ruary 2 for his alleged
involvement in bribery

Prior to him, the ACB
had arrested his middle-
man Neeraj Meena.
When Agrawal was

months (Rs 28 lakh)
