Maha CM Thackeray slams BJP for its ‘misguided’ Hindutva
Renni Abraham
Mumbai: Chief Minis-
ter Uddhav Thackeray
wrapped up his public
meeting in Aurangabad
cityonWednesdaynight,
with an anecdotal refer-
ence to a Rajesh Khanna
movie‘
AajKaMLA
’inan
oblique reference to in-
flation across India.
“In the movie, the
MLA (with Khanna as
CM) is approached to
hike commodity prices
from Rs25 to Rs50 by
traders. He ordered a
hike of Rs100 instead ex-
plaining that after ex-
pectedpublicoutcryover
the price rise, he would
announce a reduction of
Rs50, exactly what the
traders wanted to begin
with,” Thackeray said in
reference to current pe-
troleum prices in the
country
.
Criticizing the
Bharatiya Janata Par-
ty’s brand of Hindutva
(as predicted by First In-
dia in its June 07 issue),
he said, “Once the BJP
sought a Bharat bandh
during Ganesh Chatur-
thi. As it was unlikely to
happen without the Shiv
Sena’s support, I spoke
to Balasaheb (Thacker-
ay) as the bandh’s date
coincided with the festi-
val. He did not support
the bandh.”
The chief minister
also spoke about his con-
versation with senior
BJP leader, the late Su-
shma Swaraj, when the
latter had said that en-
forcing a bandh on one
out of 10 days of the
Ganesh Chaturthi festi-
val would not hurt. “I
toldSushmajithatallthe
ten days of the Hindu
festival of Ganesh
Chaturthi were of im-
mense significance to
Hindus. And then, I re-
jected the BJP’s call for a
bandh.”
“In Sambhajinagar
(officially known as Au-
rangabad) we have re-
duced existing water
tariffs by 50%. It is not a
superficial reduction
like we see in fuel pric-
es,” he added.
Earlier, he took on the
BJPforthespateof raids
and actions against Ma-
harashtra Vikas Aghadi
(MVA) constituents
throughtheactionsiniti-
ated by the Enforcement
Directorate, CBI and
othercentralrevenuein-
telligence agencies.
“Pleaseusecentralagen-
cies to also target those
gunning down our own
Indian Kashmiri Pan-
dits in their homes and
workplaces. In which di-
rection is the BJP taking
India and Maharash-
tra?” he questioned.
The CM also noted
that he was also a ‘Ram
Bhakt’, who carried lord
Rama in his heart but
his efforts were aimed at
providing jobs to people
in the state. “We do not
discriminate on the ba-
sis of religion (like the
BJP),” he asserted.

Sharad Pawar breaks silence, dials BVA chief Hitendra Thakur
Renni Abraham
Mumbai: Last-minute
adjustments and allure-
ments were discussed
by political parties on
Thursday on the eve of
elections to six Rajya
Sabha seats from Maha-
rashtra. Nationalist
Congress Party (NCP)
chief Sharad Pawar
raised hackles by plac-
ing a phone call to Ba-
hujan Vikas Aghadi
(BVA) chief Hitendra
Thakur. Sixteen small
parties and 13 inde-
pendent MLAs stand to
be the deciding factor in
pollstotheUpperHouse
of Parliament slated for
today
.
A senior political
leader told First India,
“Initially, Pawar had
said that he would
transfer the 11 addition-
al NCP MLA votes to
Chhatrapati Sambhaji-
raje, when he first an-
nounced plans to con-
test as an independent.
Then he recalibrated
and said committed the
votes to the second Ra-
jya Sabha candidate
nominated by Shiv
Sena. He had main-
tained a quiet stance
thereafter,eventhrough
the thick of the raging
controversy that en-
sued with Sambhaji-
raje declining Sena’s
offer to join them.”
“With the 11 ex-
tra NCP MLA votes
committed to Shiv Se-
na’s Sanjay Pawar, the
NCP chief called up
Thakur to ensure that
his party’s first prefer-
ence --RS candidate
Praful Patel--secures
the BVA’s three MLA
votes apart from the 42
committed NCP votes
already in his kitty. Pa-
tel is keen to
secure at
least 47 first
preference
votes,” add-
ed the
leader.
On Thursday, a
PMLA court rejected
the plea of jailed NCP
leaders Anil Deshmukh
and Nawab Malik seek-
ing permission to cast
their votes in the RS
polls.
Also, with Enforce-
ment Directorate cases
pending against
Thakur’s son (MLA)
Kshitij since 2020, the
BJP is trying to lever-
age three BVA votes for
its third RS candidate,
Dhananjay Mahadik.
Even the Congress
has tightened its grip
on its 44 MLAs despite
discontent over the
nomination of Imran
Pratapgarhi. Brewing
discontent was dissi-
pated, after former Ma-
harashtra CM, Ashok
Chavan, revealed that
Pratapgarhi’s name
was nominated from
Maharashtra at the be-
hest of Priyanka Gan-
dhi Vadra.
A senior Congress
leader told First India,
“It will be crucial that
all 44 Congress MLAs
remain present on Fri-
day for the RS polls
from the state. Even if
one or two abstain for
some reason, the Con-
gress nominee’s pros-
pects may come into
jeopardy. Serious ef-
forts are being made to
pre-empt any such out-
come.”

COUNCIL POLLS: KHOT, NCP’S KHADSE,
CONG’S JAGTAP, HANDORE FILE PAPERS
Now, 12 contestants in fray for elections to 10 seats of the state Legislative Council slated for June 20
First India Bureau
Mumbai: Former Ma-
harashtra minister
and Bharatiya Janata
Party (BJP) ally Sad-
abhau Khot on Thurs-
day filed his nomina-
tion for the upcoming
polls to 10 seats of the
state Legislative
Council as a BJP-
backed independent
candidate. Mean-
while, Sharad Pawar-
led Nationalist Con-
gress Party (NCP)
nominated veteran
politician Eknath
Khadse. Congress
leaders Bhai Jagtap
and Chandrakant
Handore also filed
their nominations on
the day
.
The BJP, which has
fielded five candidates
of its own so far, ex-
tended its support to
Khot. BJP’s state unit
President Chandrakant
Patil accompanied
Khot when the latter
filed his nomination in
Mumbai.
With Khot’s entry,
there are now 12 candi-
dates in the arena for
the elections to the Up-
per House of the state
Legislature to be held
on June 20.Khot was
earlier a member of the
Legislative Council. He
is the founder of Rayat
Kranti Sanghatana,
which had supported
the erstwhile BJP-led
government in the
state. He was minister
of state for agriculture
in the Devendra Fad-
navis-led dispensation
that was in power be-
tween 2014 and 2019.
“Khot has filed his
nomination as an inde-
pendent candidate and
our party has decided to
extend support to him.
He is a popular farmer
leader in the state,” said
Patil. The ruling Maha
Vikas Aghadi (MVA) al-
lies - Shiv Sena, NCP
and Congress - have
named two candidates
each for the Legislative
Council polls.
Khadse -- who had
switched over from the
BJP – will now contest
elections to the Maha-
rashtra Legislative
Council as an NCP can-
didate. Speaking to re-
porters after filing his
nomination on Thurs-
day, he said, “I will now
work for the NCP and
live up to the confidence
shown in me by Sharad
Pawar.” The Sharad Pa-
war-led party facilitated
his political rehabilita-
tion after the BJP, to
which he originally be-
longed, pushed him into
political wilderness, he
added.
Khadse claimed that
the BJP had offered him
a governor’s post and
later a Rajya Sabha seat
(before he left the party)
but Bhagwat Karad was
nominated at the last
minute to the Rajya
Sabha. He also said the
BJP’s denial of nomina-
tion for Council polls to
Pankaja Munde, daugh-
ter of the late Gopinath
Munde, was an injus-
tice to her. It was be-
cause of Munde and
late Pramod Mahajan
that the BJP grew in the
state, he said.
Muslim delegation files
complaint against Nupur
Mumbai (PTI): A
Muslim community
delegation has filed a
complaint with Thane
police against sus-
pended Bharatiya Ja-
nata Party (BJP)
Spokesperson Nupur
Sharma. They have
demanded that a First
Information Report
(FIR) be registered
against her over her
objectionable re-
marks against Proph-

India Progressive Mus-
lim Welfare Committee
on Tuesday submitted
the complaint against
Sharma at the Amber-
nath police station in

So far, the police have
not registered an FIR,
and are conducting an
enquiry into the com-
plaint after which fur-
ther course of action
will be decided, the of-
ficial added.
Sharma has already
been summoned by the
Mumbra police in
Thane to record her
statement before the in-
vestigating officer on
June 22.
The Pydhonie police
in Mumbai had also
registered an FIR
against her on May 28
for her objectionable re-
marks.
On Sunday, the BJP
had suspended Sharma
and expelled its Delhi
unitmediaheadNaveen
Kumar Jindal after a
row over their alleged
derogatory remarks
against Prophet Mo-
hammad escalated with
protests from some
Muslim countries.
Sharma’s comments,
made during a TV de-
bate recently, and Jin-
dal’s now-deleted tweets
sparked a Twitter trend
calling for a boycott of
Indian products in
some Arab countries.

Pune: The Koregaon
Bhima Commission,
which is investigating
the January 2018 vio-
lence near a memorial
in Pune district, has
issued summonses to
the heads of six politi-
cal parties in the state,
including the Shiv
Sena, Congress, and
BJP
, on the grounds
that their presence
will be useful in sug-
gesting measures to
avoid future incidents
of violence.
The commission’s
lawyer, advocate Ashish
Satpute, had filed an ap-
plicationbeforethecom-
mission’s chairman,
Jaynarayan Patel, re-
questing that summons
be issued to state chiefs
of Shiv Sena (CM Ud-

(Chandrakant Patil),

di (Prakash Ambedkar),
Maharashtra Navnir-
man Sena (Raj Thacker-
ay), Republic Party of
India (A) Ramdas Atha-
wale, and state Pradesh

(Nana Patole).
Satpute stated in his
letter that the presence
of the above political
figures is useful before
the commission in sug-
gesting short and long-
term measures to be
taken by the district
administration and po-
lice to avoid the recur-
rence of such incidents.
The application also
stated that the commis-
sion had issued notices
to prominent political
leaders in 2018 also, but
barring NCP chief
Sharad Pawar none of
themmadeanyeffortsto
respond to the notices.
Satpute stated that it
was necessary to consid-
er the suggestions of the
political leaders of vari-
ous parties on whether
more powers should be
delegated to police offic-
erssothattheycaneffec-
tively control the situa-
tion like political bandh,
communal riots, politi-
cal agitations etc.
“Therefore, please is-
sue summons to the
aforesaid parties seek-
ing their presence be-
fore the inquiry com-
mission in order to re-
cord their evidence
which will be helpful in
the interest of justice,”
the plea stated.
Satpute said that
while accepting the pea,
the commission chair-
man ordered to issue
summons to the presi-
dents of six political
parties in the state to
attend the commission
in person or depute a
representative on their
behalf.

Thackeray had said
that because of the BJP

the Arab countries over
the controversial re-

HC issues notices to CBI,
Union govt Subodh Jaiswal
First India Bureau
Mumbai: The Bombay
High Court (HC) on
Thursday issued no-
tices to the Central Bu-
reau of Investigation
(CBI), the Union Gov-
ernment and IPS of-
ficer Subodh Kumar
Jaiswal following a
plea challenging the
latter’s appointment
as the CBI director.
A bench, comprising
of Chief Justice Di-
pankar Datta and
Justice MS Karnik, was
hearing a plea filed by
Rajendra Trivedi, for-
mer ACP of the Maha-
rashtra Police. The
bench directed the
respondent agencies
and Jaiswal to file their
replies to the plea by
July 18.
On Thursday, Trive-
di’s advocate SB Tale-
kar also submitted an
affidavit, stating that a
private complaint of
defamation was filed
against Jaiswal in 2012
and a magistrate’s court
in the city had taken its
cognisance and issued a
process against him.
The matter was pending
hearing, Talekar said.
The HC took the affi-
davit on record. It will
hear the matter further
on July 28.
Jaiswal, who had ear-
lier held the post of Ma-
harashtra’s Director
General of Police (DGP),
wasappointedastheCBI
directorinMaylastyear.
In his plea, filed
through advocate Tale-
kar, Trivedi has sought
that Jaiswal’s appoint-
ment as the CBI direc-
tor be quashed. Trivedi
claimed Jaiswal’s ap-
pointment was in con-
travention of the Delhi
Police Establishment
Act, and sought that the
high court call for the
records and proceed-
ings of the three-mem-
ber committee that had
approved Jaiswal’s can-
didature.
The petition stated
that the CBI director
must necessarily be the
senior most Indian Po-
lice Service (IPS) officer
with impeccable and un-
breachable credibility
and an experience in in-
vestigation of anti-cor-
ruption cases.
It said that Jaiswal,
during his tenure as a
police officer, had never

Early puberty cases increased 3.6 times during lockdown
Pune/New Delhi (PTI):
The incidence of early
puberty
, especially in
girls, increased 3.6
times during the COV-
ID-19 lockdown, a
study by researchers
at a Pune-based hospi-
tal has found.
The exact cause is not
known but the possible
reasons for idiopathic
central precocious pu-
berty (iCPP) in children
as young as eight-nine-
years old during the
pandemic are many, in-
cluding stress, in-
creased use of mobile
phones and also sanitiz-
ers, researchers at the
Jehangir Hospital said.
Inthestudy
,published
in the Journal of Paedi-

, re-

(5.1%) of the 3,053 refer-
rals to the hospital were

time, consumption of
high calorie foods and
binge eating habits re-
sulting in increased obe-
sity may result in an ear-
lier onset and accelerat-
ed puberty
, it said.
Increased use of mo-
bile phones, late sleep-
ing hours, stress, anxi-
ety, depression, all are
known to cause preco-
cious puberty and all
these factors have been
prevailing during lock-
down, said Anuradha
Khadilkar, deputy di-
rector and consultant
paediatrician, Growth
and Paediatric Endocri-
nology Unit, at Jehang-
ir Hospital.
Since sanitizers were
extensively used during
lockdown, it is possible
that increased exposure
to triclosan may have
stimulatedearlypuberty
in children. However,
more studies are re-
quired to confirm this
association, Khadilkar,
the corresponding au-
thor of the study
, said.
The researchers ana-
lysed two groups: a pre-
COVID-19 lockdown
group from September
1, 2018 to February 29,
2020, and another from
March 1, 2020 to Sep-
tember 30, 2021.
A 3.6 times increase
in the referrals for pre-
cocious puberty was ob-
served during the COV-
ID-19 lockdown period.
Amongst these, a sig-
nificant increase in the
referrals was seen

MITHALI RAJ CALLS

WOMEN’S CRICKET
ON A HIGH NOTE
ce woman cricketer
Mithali Raj has been
a prominent name in
the cricketing world.
As a batswoman she
has several achievements to her
credit and has been admired for
her batting skills. Her calling it
a day from all forms of interna-
tional cricket will leave a void in
Indian women’s cricket al-
though the new crop of Team
India players have the potential
they will take time to attain that
level of maturity
.
India has had some great
women cricketers. Diana
Eduljee, who captained India in
1978 and holds the record for
bowling the most number of
balls---5098---in women’s test his-
tory and Neetu David, the slow
left-arm spinner who was the
first Indian bowler to take 100
wickets in women’s ODIs, to
name just two.
They were quality players but
what keeps Mithali apart is her
batting prowess and competitive
attitude on the field. She is the
only Indian batswoman to have
scored a double century
.

. A debate
raged over the issue with
South Indian states aligned
against the suggestion to re-
place English with Hindi. It is
notthefirsttimethattheSouth
has taken a firm stand against
Hindi as a national language.
The first row started in Tamil
Nadu in 1937 when Hindi was
proposed to be introduced as a
compulsory subject.
It is the degeneration of the
discourse this time around
which is shocking and baf-
fling. Ruling DMK’s Rajya

thatHindiwasthelanguageof

said.Hethenwentontoblame
Hindi for the under-develop-
ment of northern states.
To identify a language with
a caste and economic develop-
ment is a case of extreme in-
sensitivity
. First, like the rest
of India Tamil Nadu’s society
is as caste-riven as any other
in the country
. Before the As-
sembly elections in 2021 AI-
ADMK-BJP and the DMK
depended on caste formulas
targeting the over 20 percent
Scheduled Castes.
Linking language to devel-
opment is an absolutely bi-
zarre logic. If Kerala, Tamil
Nadu, Karnataka have done
well it is not because of Eng-
lish but due to successive
governments which created
the right eco-system for pro-
gress. States in north India
became laggards because of
religion, crime and corrup-
tion, lack of proper infra-
structure and connectivity
.
DON’T BLAME HINDI
FOR POVERTY
It is the degeneration of the discourse this time around
which is shocking and baffling. Ruling DMK’s Rajya Sabha
MP TKS Elangovan said that Hindi was the language of
Shudras. “Imposition of Hindi will make us
Shudras,” he said. He then went on to blame Hindi for
the under-development of northern states

QUAD - CHINA
AND THE PACIFIC
On the other hand,
Politically and
diplomatically, we should
ensure continued
international pressure at
China’s sore thumb like
South China Sea, Taiwan
and Hong Kong. We need to
continue to isolate China on
its insidious role in starting
the current pandemic and
strengthen the Quad and
other multilateral regional
groupings of like-minded
countries. Well, if India
achieves all this, it will
dominate the Asian
continent and will emerge
as a world leader
he much-publicised recent
Tokyo summit 22 of QUAD
conference held in the back-
drop of Russia - Ukraine con-
flict is opening vistas of a
new world order aligning US,
India, Japan and Australia.
Conceptualised by Japan in
2007 It was revived in 2017
with first ministerial level
meeting at New York in 2019.
According to experts, the
main undeclared objective of
the formation of QUAD is to
rein in the increasing influ-
ence of China in the Indo-
Pacific region and to develop
a strategy to protect trade sea
routes free of any control
amid China’s growing mili-
tary existence in the strate-
gic Indo-Pacific region.
While the leaders of the
four member countries of
QUAD seemed pretty sure of
achieving their goal, China
almost mocked them and saw
no reason to worry. Chinese
leaders termed it as merely
“a headline-grabbing idea”.
Beijing believed that all the
four leaders were pursuing
strategies that were too di-
vergent to be coherent.
As a military analyst, I be-
lieve that Chinese leadership
perceived that while America
is pressing ‘The America is
back Policy’ under Joe Biden
for existing and future allies,
Australia and Japan are in-
terested only in keeping the
sea trade routes open without
third parties political and/or
Military interference. And,
Indian vision is to neutralize,
contain and counter Chinese
intrusions and dominance in
the sub-continent.
Before we dwell further, let
us have a look at this region.
Theregionconsistsof 14coun-
tries: Australia, Bangladesh,
Burma, India, Indonesia, Ja-
pan, Malaysia, New Zealand,
the Philippines, Singapore,
South Korea, Taiwan, Thai-
land and Vietnam. The region
has main sea trade routes and
therefore, an engine of the
global economy and that is
why the clash of TITANS.
China has been opposed to
QUAD Since its very incep-
tion and sees it as a strategy
to prevent its global rise and
interests. Often, China has
termed QUAD as Asian
NATO. And since the dilution
of NATO during Ukraine
war, China is seemingly clear
that QUAD will also disinte-
grate when tested under eco-
nomic and resources pres-
sures on member countries.
So, is it that QUAD is
shrouded in fears of an obso-
lete Cold War perceptions of
yester years and a military
confrontation in Ukraine of
current times? May be.
Since a joint statement by
QUAD countries about ‘spirit
of the QUAD’ is issued, Bei-
jing is advocating the need
for openness, inclusiveness
and a win-win situation in
the region and international
systems. It is further advis-
ing to refrain from forming
“cliques like NATO QUAD.
Though, it refuses to accept
the same principles when it
comes to south China sea.
Therefore, to deal with the
challenges posed, China is
considering a double prong
pincer assault by forming an
institutionalize if not milita-
rize concept of a “Himalayan
Quad”—comprising China,
Nepal, Pakistan, and Afghan-
istan as a rival group, which
obviously will be no match to
QUAD but may suit the Chi-
nese design of rising to pow-
er with smaller groups,
neighbourhood politics, and
weaker countries that could
be a part and parcel of China
shaping a stronger world-
view across the region.
And secondly work on a
‘Debt Trap’ diplomacy on nu-
meroussmallislandcountries
in the Pacific region like Fiji,
Papua New Guinea, Vanuatu
and the Solomon. Xi knows
these nations are too poor to
service debt, yet he is ready to
lend the money to repeat a
Hambantota. Thereby
, strate-
gicallysurroundingAustralia
and dominating the sea trade
routes of Japan Australia

Pacific Island nations to ramp
up ties with the strategically
located island nations to fulfil
their aim of financially chok-
ing Australia and Japan with
its clear fall out on American

India amidst these testing
times has a crucial role to
play. While on one hand it
needs to step up deterrence
in military terms by deploy-
ing additional army strength
with state-of-the-art weapon
systems to counter the drag-
on to work out “no war pact”
with China and a time-bound

First India Bureau
Lucknow: In the poli-
tics of India, any leader
is established as a lead-
er of a particular caste
only when he or she can
provide votes of his
caste to the candidate
of other caste instead
of himself or the candi-
date of his own caste.
Samajwadi Party Na-
tional President Akh-
ilesh Yadav contested
from Azamgarh seat in
the 2019 Lok Sabha elec-
tions.
He got more than 60
percent of the votes in
this Muslim and Yadav-
dominated seat. The
BJP had also fielded a
Yadav candidate, but it
got half of the votes
polled by Akhilesh.
Whatever votes the Ya-
davs had in Azamgarh,
almost one hundred
percent of the votes
went to Akhilesh. But
this does not establish
Akhilesh as the leader
of the Yadavs. It is not a
big deal for him or any
other Yadav candidate
of his party to get Yadav
votes.
The true test of his
‘political might’ will be
tested this time since he
has fielded a non-Yadav
candidate from Azam-
garh seat.
Akhilesh has given
ticket to Dalit leader Su-
shil Anand for the
Azamgarh seat that fell
vacant due to his resig-
nation. Sushil Anand is
the son of Balihari
Babu, a prominent Dalit
leader who was one of
the founders of BAM-
CEF.
Balihari Babu has
been in BSP for a long
time. Akhilesh has
played undertaken a
huge risk by giving tick-
et to his son. Keep in
mind that in the last as-
sembly elections, the
BSP had helped the BJP
by letting its core Dalit
vote go to the BJP. This
time Akhilesh has giv-
en ticket to a strong
Dalit leader who re-
mained in his party, to
counter the BJP’s strat-
egy. It will be interest-
ing to see whether the
Dalits of Azamgarh
vote for the candidate
of their own caste or do
they vote for the Mus-
lim candidate of BSP on
Mayawati’s appeal?
On the other hand,
BJP has once again
made Dinesh Lal Yadav
Nirhua, who contested
the elections last time,
as its candidate. He is a
big star of Bhojpuri
films. But could not
stand in front of Akh-
ilesh. So, this time Akh-
ilesh’s test is whether
he can prepare the Ya-
davs of Azamgarh to
vote for the Dalit candi-
date of SP over the Ya-
dav candidate of BJP.
On the other hand,
Mayawati’s test is
whether she is able to
prepare Dalits to vote
for the Muslim candi-
date of BSP over the
Dalit candidate of SP.
The outcome of this one
seat will decide a the po-
litical ‘swings’ in the
coming time.
Will Akhilesh and Mayawati prove their ‘salt’ in Azamgarh bypoll?

New Delhi (Agen-
cies): The number of
employed in India
jumped by one million
in May taking the total
number of employed in
the country to 404 mil-
lion and resulted in a
drop in unemployment
rates from 7.83% in
April to 7.12% in May,
the Centre for Monitor-
ing Indian Economy
said.
This is the second
consecutive month of
an increase in employ-
ment after an addition
of seven million in
April 2022, pushing up
the employment rate
marginally from
37.05%in April to
37.07% in May 2022.
“This suggests sta-
bility at the macro level
and a positive move-
ment of labour at the
sectoral level,” CMIE
said in its weekly la-
bour market analysis.
According to CMIE,
there was a big shift in
employment from agri-
culture to industry and
services in the last two
months. Employment
in agriculture declined
by 5.2 million in April
and another 9.6 million
in May, taking the total
dip in employment in
Agriculture in the last
two months to 14.7 mil-
lion.
On the contrary, in-
dustry provided 15.6
million jobs and ser-
vices provided another
7.2 million jobs over the
last two months, result-
ing in 8 million net ad-
ditional jobs in April
and May
.
“Industry and ser-
vices harness labour
more productively than
agriculture and there-
fore there is reason to
cheer this recent tran-
sition,” CMIE said.
CMIE data further
shows that the absorp-
tion of additional la-
bour within industry
, is
slightly in the favour of
manufacturing com-
pared to the construc-
tion sector.
Of the incremental
jobs in industry during
April and May 2022,
34% went to manufac-
turing compared to
32% in 2021-22 while the
share of construction
remained the same at
65% and the rest ab-
sorbed by utilities.
INDIA’S UNEMPLOYMENT RATE DROPS IN MAY
Industry and services harness labour more
productively than agriculture and therefore there
is reason to cheer this recent transition
REGULATORY ARCHITECTURE
ON DIGITAL LENDING SOON
Mumbai (PTI): The Re-
serve Bank of India will
soon come out with regu-
latory architecture for
digital lending plat-
forms, many of which
are unauthorised and il-
legal, Governor Shakti-
kanta Das said on Thurs-
day.
There have been in-
creasing cases of alleged
suicides of borrowers
due to harassment by a
few of the operators of
digital lending apps.
“I think very soon we
will be coming out with
a broad regulatory archi-
tecture, which should be
able to address the chal-
lenges that we are con-
fronted with regard to
lending through digital
platforms, many of
which are unauthorised,
unregisteredand,should
I say, illegal,” Das said.
Das on Wednesday
suggested that custom-
ers borrowing from un-
registered digital lend-
ing apps should ap-
proach the local police in
case of any issue.
Most of the digital
lending apps are not reg-
istered with the central
bank and operate by
themselves, he told re-
porters after announc-
ing the monetary policy.
Das said whenever it
gets a complaint from
any customer, the cen-
tral bank directs custom-
ers of such unregistered
apps to approach the lo-
cal police, which will
conduct an investigation
and take necessary ac-
tion on the issue
“It is my humble re-
quest to all those using
such apps to first check
if the app is RBI regis-
tered or not. If the app is
RBI registered, the cen-
tral bank will act imme-
diately in case of any
misdoing, I assure you,”
he had said.
Crypto currencies
yet to pass test of
fiat currency: CEA
New Delhi (PTI):
Chief Economic Advis-
er V Anantha Nag-
eswaran on Thursday
said cryptocurrencies
are akin to ‘a world of
Carribean pirates’ in
the absence of a central-
ised regulatory author-
ity and is yet to pass the
test of a fiat currency.
He said that the gov-
ernment is pursuing a
‘high-wire balancing
act’ to ensure that the
gains in growth, infla-
tion, rupee stability of
the last four years are
not frittered away.
He said the recent de-
velopmentinTerra-Luna
cryptocurrency, which
witnessed a massive
meltdown last month, is
a ‘very important cau-
tionary tale’.
“I wouldn’t be very
excited by them (crypto-
currency) because
sometimes we may not
be fully aware or com-
prehend the kind of
forces we are unleash-
ing ourselves. So I
would be somewhat
guarded in my welcome
of some of these Fin-
Tech-based disruptions
like Decentralised Fi-
nance (DeFI) and crypto
etc,” Nageswaran said.
He further said that
unlike fiat money, cryp-
to currencies cannot
satisfy basic require-
ments such as having
store value, widespread
acceptability and unit
of account.
Nageswaran said
that he agreed with RBI
Deputy Governor T
Rabi Sankar who had
been saying that as of
now there appeared to
be a case of ‘regulatory
arbitrage’ with regard
to cryptocurrencies
and decentralised fi-
nance rather than a
case of true financial
innovation.
“The more decentral-
ised they become and
the absence of a watch-
dog or a centralised
regulatory authority
also means that there
is a world of Carribean
pirates or a world
of ‘winner take all’
in terms of being able
to really taking it all
from somebody else,”
he noted.
Mumbai (PTI): The Reserve Bank of India Gover-

before taking the risk, the upside and downside
will have to be carefully considered. “Businesses
should avoid aggressive short-term reward-seek-
ing culture without regard for the build-up of
excessive risk in the balance sheet,” Das said.

its maiden tender to im-

The development as-
sumes significance in

rence of power outages
which happened in April

of the fossil fuel.

RUPEE SLIPS 8 PAISE TO CLOSE AT 77.76/$
Mumbai (PTI): The rupee depreciated by 8 paise to
close at 77.76 (provisional) against the US dollar

lower at 77.74 against the greenback and finally
settled at 77.76, down 8 paise over its previous close.
During the session, the rupee touched an all-time low

One dead, 18 injured in Mum bldg collapse
First India Bureau
Mumbai: After a
three-storey residen-
tial building col-
lapsed in suburban
Bandra, on Thursday,
a 55-year-old man
was killed and 18 oth-
er people were in-
jured, a civic official
said, adding that two
of the injured per-
sons were rescued
from the rubble.
The ground-plus-two
storey structure in Na-
gar locality near the
Western Express High-
way collapsed around
12.30 am, said an official.
Fire brigade person-
nel, police and ward
staff of the Brihan-
mumbai Municipal
Corporation rushed to
the spot after learning
about the incident.
Two persons were
pulled out of the debris
of the collapsed struc-
ture. The search and
rescue operation was
later called off, the offi-
cial said.
A total of 19 people
injured in the incident
were rushed to the
nearby civic-run Bhab-
ha hospital where doc-
tors declared one of
them dead. The de-
ceased was identified as
Shahnawaz Alam (55).
Only one person is

Child artistes in television and films work 12-hour days, says study
First India Bureau
Mumbai: A recent
study conducted by
NGO Child Rights and
You (CRY), has re-
vealed that children
working in Mumbai’s
entertainment sector
spend long and errat-
ic working hours with
little rest. “The lure
of quick money and
fame are driving their
parents to disregard
proper school educa-
tion,” said the report.
The study titled
‘Child Artistes in India,
An Exploratory Study
in Mumbai’ focuses on
qualitative data and es-
timates made on child
artistes in Mumbai, as
collated from secondary
data. Researchers com-
piled information from
seven casting agencies
that contained 41,392
online profiles of ar-
tistes across India, and
classified 24.9% of them
as child actors below
the age of 15.
Although (Rule 2C(1)
(a)) in The Child and
Adolescent Labour
(Prohibition and Regu-
lation) Act (CALPRA),
1986 makes it mandato-
ry that no child shall be
allowed to work for
more than five hours in
a day, and for not more
than three hours with-
out rest, the study found
many child artistes
working for 12-13 hours
for six days a week.
The study further ob-
served that contracts
drawn between parents
and producers have
clauses that do not allow
the parent or the child
artistetorefuseshooting
for 12 hours straight. If
the child is the protago-
nistof thefilm,she/heis

served that parents too
did not have many reser-
vations about letting
theirchildrenworkover-
time as many of them

their families.
Calling for a serious
look at the conditions
of children working in
the entertainment sec-
tor, Kreeanne Rabadi,
Regional Director, CRY
(West) said, “Child ar-
tistes are often the in-
visible victims of child
labour. They enter an
adult world without the
requisite support and
care and safeguards
that should be in place
are ignored by all stake-
holders, including ar-

A Punjab police

Pune and would ques-

added.
Kamble was interro-

Officials of Pune ru-

him in a local case two
days ago, were also pre-

ZonalDCPtovetcomplaints

First India Bureau
Mumbai: After re-
ceiving complaints
on misuse of the Pro-
tection of Children
from Sexual Offences
(POCSO) Act and mo-
lestation laws, Mum-
bai Police Commis-
sioner Sanjay Pandey
has issued an order,
under which, an FIR
will be lodged only
after local police sta-
tions receive permis-
sion from the zonal
deputy commissioner
of police.
Defending his orders,
Pandeysaid,“Ithasbeen
observed that com-
plaints under POCSO
Act and molestation
laws are filed by individ-
uals to settle personal
scores over property dis-
putes, old enmities, and
money transactions.”
“In these cases, the
police stations act
promptly and arrest the
accused without proper
verification of allega-
tions made by com-
plainants. Later, when
investigations are car-
ried out, the complaints
turn out to be false and
theaccusedarereleased
under the provision of
Section 169 of Criminal
Procedure Code (CrPC).
However, it is too late by
then, and the arrested
accused suffer serious
damage to their social
status, image in the so-
ciety as well as personal
loss,” Pandey added.
To curb the incidence
of false cases, the com-
missioner has directed
that police stations inti-
mate the assistant com-
missioner of police, and
the zonal DCP
, and lodge
an offence only after
written permission is
granted by the DCP,
normally an IPS officer.
“While granting per-
mission for the lodging
of an offence, the zonal
DCP should ensure that
the Supreme Court
judgement in the Lalita
Kumari case (Section
154 of the CrPC) is fol-
lowed,” said Pandey
.
While data on the
number of fake cases
under the POCSO Act
and molestation laws
was not available, Mum-
bai police had cited an
increase in POCSO cas-
es from 848 in 2020 to
1,066 in 2021, in its an-
nual statistics released
earlier this year. This
indicated that a higher
number of child abuse
victims are reporting
their cases than before.

HANDICRAFT
HANDICRAFT
A TRANSMISSION OF FEELING
A TRANSMISSION OF FEELING
kirts aren’t
given enough
credit. Trou-
sers and jeans,
as well as
skirts and
even shorts,
are frequently dis-
cussed. But what about
skirts? No. They’re rel-
egated to the bottom of
the fashion food chain,
where they’re worn
regularly but seldom
highlighted. We believe
it is critical that we ex-
plore the often-over-
looked silhouette and
begin to give it the at-
tention it deserves.
A-LINE SKIRT
Forthepear-shapedphy-
sique, the A-line skirt is
ideal. When putting flat,
this skirt is normally
knee-length and produc-
es a triangle shape. It’s a
simple to sew solution
that works well with a
variety of fabrics. The
A-line skirt is a beauti-
ful skirt option since it
flares out softly from the
waist and does not cling
to the hips. A-line skirts
are generally fitted at
the waist and as such
need shaping in the
form of darts or a gently
curving waistband.
ASYMMETRICAL SKIRT
The asymmetrical lines
formed by the cloth cut
and the varying levels
of the hems are impor-
tant to the design of this
skirt. Asymmetrical
skirts are cut diagonal-
ly across the body, with
one side being lower
than the other. A high-
low skirt, on the other
hand, has asymmetry in
the front and back.
BOX PLEAT SKIRT
The box pleat skirt is a
variant of the pleated
skirt style. Allowing the
pleat’s two folds to con-
nect and produce the
box component of the
pleat results in a box
pleat. The pleated de-
sign is repeated all the
way around the skirt.
To give the skirt volume
and form, box pleat
skirts are frequently
fashioned of heavier
materials.
BUBBLE SKIRT
The bubble skirt puffs
out at the hem because
the fabric of the hem is
gathered onto a band
instead of a turned up
hem. This band is kept
under the skirt so the
top of the skirt ‘bub-
bles’ over the band.
Bubble skirts tend to be
cut above the knee as
any longer adds a lot of
volume to the skirt.
GATHERED SKIRT
The gathered skirt is a
very straightforward
style to follow. These
types of skirts are gath-
ered onto the waist-
band. The fullness of
the skirt is determined
by the amount of fabric
in the skirt part of the
pattern and the gathers
pulled up to fit onto the
waistband. A gathered
skirt can
be any length
from short to full
length. It is best
in fine to medium
weight fabrics.
PLEATED SKIRT
The pleated effect of
this skirt varies with
the size of the pleats.
Knife pleats that sit
flush with the body
of the skirt are flat-
tering. Pleated
skirts are worn in
different lengths
and with differ-
ent size pleats.
Pleated skirts
are often made in
synthetic fabrics
that can be
permanently
pressed so
the pleats
do not fall
out when
washed.

Maha CM slams BJP's 'misguided' Hindutva, calls out Centre over inflation

  • 1. Maha CM Thackeray slams BJP for its ‘misguided’ Hindutva Renni Abraham Mumbai: Chief Minis- ter Uddhav Thackeray wrapped up his public meeting in Aurangabad cityonWednesdaynight, with an anecdotal refer- ence to a Rajesh Khanna movie‘ AajKaMLA ’inan oblique reference to in- flation across India. “In the movie, the MLA (with Khanna as CM) is approached to hike commodity prices from Rs25 to Rs50 by traders. He ordered a hike of Rs100 instead ex- plaining that after ex- pectedpublicoutcryover the price rise, he would announce a reduction of Rs50, exactly what the traders wanted to begin with,” Thackeray said in reference to current pe- troleum prices in the country . Criticizing the Bharatiya Janata Par- ty’s brand of Hindutva (as predicted by First In- dia in its June 07 issue), he said, “Once the BJP sought a Bharat bandh during Ganesh Chatur- thi. As it was unlikely to happen without the Shiv Sena’s support, I spoke to Balasaheb (Thacker- ay) as the bandh’s date coincided with the festi- val. He did not support the bandh.” The chief minister also spoke about his con- versation with senior BJP leader, the late Su- shma Swaraj, when the latter had said that en- forcing a bandh on one out of 10 days of the Ganesh Chaturthi festi- val would not hurt. “I toldSushmajithatallthe ten days of the Hindu festival of Ganesh Chaturthi were of im- mense significance to Hindus. And then, I re- jected the BJP’s call for a bandh.” “In Sambhajinagar (officially known as Au- rangabad) we have re- duced existing water tariffs by 50%. It is not a superficial reduction like we see in fuel pric- es,” he added. Earlier, he took on the BJPforthespateof raids and actions against Ma- harashtra Vikas Aghadi (MVA) constituents throughtheactionsiniti- ated by the Enforcement Directorate, CBI and othercentralrevenuein- telligence agencies. “Pleaseusecentralagen- cies to also target those gunning down our own Indian Kashmiri Pan- dits in their homes and workplaces. In which di- rection is the BJP taking India and Maharash- tra?” he questioned. The CM also noted that he was also a ‘Ram Bhakt’, who carried lord Rama in his heart but his efforts were aimed at providing jobs to people in the state. “We do not discriminate on the ba- sis of religion (like the BJP),” he asserted. HARSH CRITIQUE CM Uddhav Thackeray speaking at the rally in Aurangabad. Sharad Pawar breaks silence, dials BVA chief Hitendra Thakur Renni Abraham Mumbai: Last-minute adjustments and allure- ments were discussed by political parties on Thursday on the eve of elections to six Rajya Sabha seats from Maha- rashtra. Nationalist Congress Party (NCP) chief Sharad Pawar raised hackles by plac- ing a phone call to Ba- hujan Vikas Aghadi (BVA) chief Hitendra Thakur. Sixteen small parties and 13 inde- pendent MLAs stand to be the deciding factor in pollstotheUpperHouse of Parliament slated for today . A senior political leader told First India, “Initially, Pawar had said that he would transfer the 11 addition- al NCP MLA votes to Chhatrapati Sambhaji- raje, when he first an- nounced plans to con- test as an independent. Then he recalibrated and said committed the votes to the second Ra- jya Sabha candidate nominated by Shiv Sena. He had main- tained a quiet stance thereafter, eventhrough the thick of the raging controversy that en- sued with Sambhaji- raje declining Sena’s offer to join them.” “With the 11 ex- tra NCP MLA votes committed to Shiv Se- na’s Sanjay Pawar, the NCP chief called up Thakur to ensure that his party’s first prefer- ence --RS candidate Praful Patel--secures the BVA’s three MLA votes apart from the 42 committed NCP votes already in his kitty. Pa- tel is keen to secure at least 47 first preference votes,” add- ed the leader. On Thursday, a PMLA court rejected the plea of jailed NCP leaders Anil Deshmukh and Nawab Malik seek- ing permission to cast their votes in the RS polls. Also, with Enforce- ment Directorate cases pending against Thakur’s son (MLA) Kshitij since 2020, the BJP is trying to lever- age three BVA votes for its third RS candidate, Dhananjay Mahadik. Even the Congress has tightened its grip on its 44 MLAs despite discontent over the nomination of Imran Pratapgarhi. Brewing discontent was dissi- pated, after former Ma- harashtra CM, Ashok Chavan, revealed that Pratapgarhi’s name was nominated from Maharashtra at the be- hest of Priyanka Gan- dhi Vadra. A senior Congress leader told First India, “It will be crucial that all 44 Congress MLAs remain present on Fri- day for the RS polls from the state. Even if one or two abstain for some reason, the Con- gress nominee’s pros- pects may come into jeopardy. Serious ef- forts are being made to pre-empt any such out- come.” STATUS QUO NCP chief seeks to enhance first preference vote prospects for party loyalist Praful Patel, having committed 11 MLA votes to Shiv Sena BOLD STATEMENTS Calls out Centre for inflation, reiterates plans to initiate concrete devt schemes in Aurangabad www.firstindia.co.in I www.firstindia.co.in/epapers/mumbai I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia MUMBAI l FRIDAY, JUNE 10, 2022 l Pages 12 l 3.00 RNI TITLE NO. Mean- while, Sharad Pawar- led Nationalist Con- gress Party (NCP) nominated veteran politician Eknath Khadse. Congress leaders Bhai Jagtap and Chandrakant Handore also filed their nominations on the day . The BJP, which has fielded five candidates of its own so far, ex- tended its support to Khot. BJP’s state unit President Chandrakant Patil accompanied Khot when the latter filed his nomination in Mumbai. With Khot’s entry, there are now 12 candi- dates in the arena for the elections to the Up- per House of the state Legislature to be held on June 20.Khot was earlier a member of the Legislative Council. He is the founder of Rayat Kranti Sanghatana, which had supported the erstwhile BJP-led government in the state. He was minister of state for agriculture in the Devendra Fad- navis-led dispensation that was in power be- tween 2014 and 2019. “Khot has filed his nomination as an inde- pendent candidate and our party has decided to extend support to him. He is a popular farmer leader in the state,” said Patil. The ruling Maha Vikas Aghadi (MVA) al- lies - Shiv Sena, NCP and Congress - have named two candidates each for the Legislative Council polls. Khadse -- who had switched over from the BJP – will now contest elections to the Maha- rashtra Legislative Council as an NCP can- didate. Speaking to re- porters after filing his nomination on Thurs- day, he said, “I will now work for the NCP and live up to the confidence shown in me by Sharad Pawar.” The Sharad Pa- war-led party facilitated his political rehabilita- tion after the BJP, to which he originally be- longed, pushed him into political wilderness, he added. Khadse claimed that the BJP had offered him a governor’s post and later a Rajya Sabha seat (before he left the party) but Bhagwat Karad was nominated at the last minute to the Rajya Sabha. He also said the BJP’s denial of nomina- tion for Council polls to Pankaja Munde, daugh- ter of the late Gopinath Munde, was an injus- tice to her. It was be- cause of Munde and late Pramod Mahajan that the BJP grew in the state, he said. Satpute stated in his letter that the presence of the above political figures is useful before the commission in sug- gesting short and long- term measures to be taken by the district administration and po- lice to avoid the recur- rence of such incidents. The application also stated that the commis- sion had issued notices to prominent political leaders in 2018 also, but barring NCP chief Sharad Pawar none of themmadeanyeffortsto respond to the notices. Satpute stated that it was necessary to consid- er the suggestions of the political leaders of vari- ous parties on whether more powers should be delegated to police offic- erssothattheycaneffec- tively control the situa- tion like political bandh, communal riots, politi- cal agitations etc. “Therefore, please is- sue summons to the aforesaid parties seek- ing their presence be- fore the inquiry com- mission in order to re- cord their evidence which will be helpful in the interest of justice,” the plea stated. A bench, comprising of Chief Justice Di- pankar Datta and Justice MS Karnik, was hearing a plea filed by Rajendra Trivedi, for- mer ACP of the Maha- rashtra Police. The bench directed the respondent agencies and Jaiswal to file their replies to the plea by July 18. On Thursday, Trive- di’s advocate SB Tale- kar also submitted an affidavit, stating that a private complaint of defamation was filed against Jaiswal in 2012 and a magistrate’s court in the city had taken its cognisance and issued a process against him. The matter was pending hearing, Talekar said. The HC took the affi- davit on record. It will hear the matter further on July 28. Jaiswal, who had ear- lier held the post of Ma- harashtra’s Director General of Police (DGP), wasappointedastheCBI directorinMaylastyear. In his plea, filed through advocate Tale- kar, Trivedi has sought that Jaiswal’s appoint- ment as the CBI direc- tor be quashed. Trivedi claimed Jaiswal’s ap- pointment was in con- travention of the Delhi Police Establishment Act, and sought that the high court call for the records and proceed- ings of the three-mem- ber committee that had approved Jaiswal’s can- didature. The petition stated that the CBI director must necessarily be the senior most Indian Po- lice Service (IPS) officer with impeccable and un- breachable credibility and an experience in in- vestigation of anti-cor- ruption cases. It said that Jaiswal, during his tenure as a police officer, had never been attached to any an- ti-corruption wing and hence, did not possess the requisite experience required under the Act. The petition also stat- ed that in 2002, a special investigationteam(SIT), headed by Jaiswal, who was then a deputy in- spector general, was set up to investigate a fake and counterfeit stamps case, in reference to the Telgi case. The exact cause is not known but the possible reasons for idiopathic central precocious pu- berty (iCPP) in children as young as eight-nine- years old during the pandemic are many, in- cluding stress, in- creased use of mobile phones and also sanitiz- ers, researchers at the Jehangir Hospital said. Inthestudy ,published in the Journal of Paedi- atric Endocrinology and Metabolism recently , re- searchers found that 155 (5.1%) of the 3,053 refer- rals to the hospital were related to precocity as opposed to 59 (1.4%) of 4,208 before the pandem- ic.Restrictionof outdoor activity ,increasedscreen time, consumption of high calorie foods and binge eating habits re- sulting in increased obe- sity may result in an ear- lier onset and accelerat- ed puberty , it said. Increased use of mo- bile phones, late sleep- ing hours, stress, anxi- ety, depression, all are known to cause preco- cious puberty and all these factors have been prevailing during lock- down, said Anuradha Khadilkar, deputy di- rector and consultant paediatrician, Growth and Paediatric Endocri- nology Unit, at Jehang- ir Hospital. Since sanitizers were extensively used during lockdown, it is possible that increased exposure to triclosan may have stimulatedearlypuberty in children. However, more studies are re- quired to confirm this association, Khadilkar, the corresponding au- thor of the study , said. The researchers ana- lysed two groups: a pre- COVID-19 lockdown group from September 1, 2018 to February 29, 2020, and another from March 1, 2020 to Sep- tember 30, 2021. Her calling it a day from all forms of interna- tional cricket will leave a void in Indian women’s cricket al- though the new crop of Team India players have the potential they will take time to attain that level of maturity . India has had some great women cricketers. Before the As- sembly elections in 2021 AI- ADMK-BJP and the DMK depended on caste formulas targeting the over 20 percent Scheduled Castes. He then went on to blame Hindi for the under-development of northern states T QUAD - CHINA AND THE PACIFIC On the other hand, Politically and diplomatically, we should ensure continued international pressure at China’s sore thumb like South China Sea, Taiwan and Hong Kong. We need to continue to isolate China on its insidious role in starting the current pandemic and strengthen the Quad and other multilateral regional groupings of like-minded countries. Well, if India achieves all this, it will dominate the Asian continent and will emerge as a world leader he much-publicised recent Tokyo summit 22 of QUAD conference held in the back- drop of Russia - Ukraine con- flict is opening vistas of a new world order aligning US, India, Japan and Australia. Conceptualised by Japan in 2007 It was revived in 2017 with first ministerial level meeting at New York in 2019. According to experts, the main undeclared objective of the formation of QUAD is to rein in the increasing influ- ence of China in the Indo- Pacific region and to develop a strategy to protect trade sea routes free of any control amid China’s growing mili- tary existence in the strate- gic Indo-Pacific region. While the leaders of the four member countries of QUAD seemed pretty sure of achieving their goal, China almost mocked them and saw no reason to worry. Chinese leaders termed it as merely “a headline-grabbing idea”. Beijing believed that all the four leaders were pursuing strategies that were too di- vergent to be coherent. As a military analyst, I be- lieve that Chinese leadership perceived that while America is pressing ‘The America is back Policy’ under Joe Biden for existing and future allies, Australia and Japan are in- terested only in keeping the sea trade routes open without third parties political and/or Military interference. And, Indian vision is to neutralize, contain and counter Chinese intrusions and dominance in the sub-continent. Before we dwell further, let us have a look at this region. Theregionconsistsof 14coun- tries: Australia, Bangladesh, Burma, India, Indonesia, Ja- pan, Malaysia, New Zealand, the Philippines, Singapore, South Korea, Taiwan, Thai- land and Vietnam. The region has main sea trade routes and therefore, an engine of the global economy and that is why the clash of TITANS. China has been opposed to QUAD Since its very incep- tion and sees it as a strategy to prevent its global rise and interests. Often, China has termed QUAD as Asian NATO. And since the dilution of NATO during Ukraine war, China is seemingly clear that QUAD will also disinte- grate when tested under eco- nomic and resources pres- sures on member countries. So, is it that QUAD is shrouded in fears of an obso- lete Cold War perceptions of yester years and a military confrontation in Ukraine of current times? May be. Since a joint statement by QUAD countries about ‘spirit of the QUAD’ is issued, Bei- jing is advocating the need for openness, inclusiveness and a win-win situation in the region and international systems. It is further advis- ing to refrain from forming “cliques like NATO QUAD. Though, it refuses to accept the same principles when it comes to south China sea. Therefore, to deal with the challenges posed, China is considering a double prong pincer assault by forming an institutionalize if not milita- rize concept of a “Himalayan Quad”—comprising China, Nepal, Pakistan, and Afghan- istan as a rival group, which obviously will be no match to QUAD but may suit the Chi- nese design of rising to pow- er with smaller groups, neighbourhood politics, and weaker countries that could be a part and parcel of China shaping a stronger world- view across the region. And secondly work on a ‘Debt Trap’ diplomacy on nu- meroussmallislandcountries in the Pacific region like Fiji, Papua New Guinea, Vanuatu and the Solomon. Xi knows these nations are too poor to service debt, yet he is ready to lend the money to repeat a Hambantota. While this article is being written,ChineseForeignMin- isterWangYiisvisitingSouth Pacific Island nations to ramp up ties with the strategically located island nations to fulfil their aim of financially chok- ing Australia and Japan with its clear fall out on American trade balance. India amidst these testing times has a crucial role to play. While on one hand it needs to step up deterrence in military terms by deploy- ing additional army strength with state-of-the-art weapon systems to counter the drag- on to work out “no war pact” with China and a time-bound solution of our border issues. MUMBAI | FRIDAY, JUNE 10, 2022 05 INDIA www.firstindia.co.in I www.firstindia.co.in/epapers/mumbai I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia First India Bureau Lucknow: In the poli- tics of India, any leader is established as a lead- er of a particular caste only when he or she can provide votes of his caste to the candidate of other caste instead of himself or the candi- date of his own caste. Samajwadi Party Na- tional President Akh- ilesh Yadav contested from Azamgarh seat in the 2019 Lok Sabha elec- tions. He got more than 60 percent of the votes in this Muslim and Yadav- dominated seat. The BJP had also fielded a Yadav candidate, but it got half of the votes polled by Akhilesh. Whatever votes the Ya- davs had in Azamgarh, almost one hundred percent of the votes went to Akhilesh. But this does not establish Akhilesh as the leader of the Yadavs. It is not a big deal for him or any other Yadav candidate of his party to get Yadav votes. The true test of his ‘political might’ will be tested this time since he has fielded a non-Yadav candidate from Azam- garh seat. Akhilesh has given ticket to Dalit leader Su- shil Anand for the Azamgarh seat that fell vacant due to his resig- nation. Sushil Anand is the son of Balihari Babu, a prominent Dalit leader who was one of the founders of BAM- CEF. Balihari Babu has been in BSP for a long time. Akhilesh has played undertaken a huge risk by giving tick- et to his son. Keep in mind that in the last as- sembly elections, the BSP had helped the BJP by letting its core Dalit vote go to the BJP. This time Akhilesh has giv- en ticket to a strong Dalit leader who re- mained in his party, to counter the BJP’s strat- egy. It will be interest- ing to see whether the Dalits of Azamgarh vote for the candidate of their own caste or do they vote for the Mus- lim candidate of BSP on Mayawati’s appeal? On the other hand, BJP has once again made Dinesh Lal Yadav Nirhua, who contested the elections last time, as its candidate. He is a big star of Bhojpuri films. But could not stand in front of Akh- ilesh. So, this time Akh- ilesh’s test is whether he can prepare the Ya- davs of Azamgarh to vote for the Dalit candi- date of SP over the Ya- dav candidate of BJP. On the other hand, Mayawati’s test is whether she is able to prepare Dalits to vote for the Muslim candi- date of BSP over the Dalit candidate of SP. The outcome of this one seat will decide a the po- litical ‘swings’ in the coming time. Will Akhilesh and Mayawati prove their ‘salt’ in Azamgarh bypoll? This is the second consecutive month of an increase in employ- ment after an addition of seven million in April 2022, pushing up the employment rate marginally from 37.05%in April to 37.07% in May 2022. “This suggests sta- bility at the macro level and a positive move- ment of labour at the sectoral level,” CMIE said in its weekly la- bour market analysis. According to CMIE, there was a big shift in employment from agri- culture to industry and services in the last two months. Employment in agriculture declined by 5.2 million in April and another 9.6 million in May, taking the total dip in employment in Agriculture in the last two months to 14.7 mil- lion. On the contrary, in- dustry provided 15.6 million jobs and ser- vices provided another 7.2 million jobs over the last two months, result- ing in 8 million net ad- ditional jobs in April and May . “Industry and ser- vices harness labour more productively than agriculture and there- fore there is reason to cheer this recent tran- sition,” CMIE said. CMIE data further shows that the absorp- tion of additional la- bour within industry , is slightly in the favour of manufacturing com- pared to the construc- tion sector. Of the incremental jobs in industry during April and May 2022, 34% went to manufac- turing compared to 32% in 2021-22 while the share of construction remained the same at 65% and the rest ab- sorbed by utilities. INDIA’S UNEMPLOYMENT RATE DROPS IN MAY Industry and services harness labour more productively than agriculture and therefore there is reason to cheer this recent transition REGULATORY ARCHITECTURE ON DIGITAL LENDING SOON Mumbai (PTI): The Re- serve Bank of India will soon come out with regu- latory architecture for digital lending plat- forms, many of which are unauthorised and il- legal, Governor Shakti- kanta Das said on Thurs- day. There have been in- creasing cases of alleged suicides of borrowers due to harassment by a few of the operators of digital lending apps. “I think very soon we will be coming out with a broad regulatory archi- tecture, which should be able to address the chal- lenges that we are con- fronted with regard to lending through digital platforms, many of which are unauthorised, unregisteredand, should I say, illegal,” Das said. Das on Wednesday suggested that custom- ers borrowing from un- registered digital lend- ing apps should ap- proach the local police in case of any issue. Most of the digital lending apps are not reg- istered with the central bank and operate by themselves, he told re- porters after announc- ing the monetary policy. Das said whenever it gets a complaint from any customer, the cen- tral bank directs custom- ers of such unregistered apps to approach the lo- cal police, which will conduct an investigation and take necessary ac- tion on the issue “It is my humble re- quest to all those using such apps to first check if the app is RBI regis- tered or not. If the app is RBI registered, the cen- tral bank will act imme- diately in case of any misdoing, I assure you,” he had said. Crypto currencies yet to pass test of fiat currency: CEA New Delhi (PTI): Chief Economic Advis- er V Anantha Nag- eswaran on Thursday said cryptocurrencies are akin to ‘a world of Carribean pirates’ in the absence of a central- ised regulatory author- ity and is yet to pass the test of a fiat currency. He said that the gov- ernment is pursuing a ‘high-wire balancing act’ to ensure that the gains in growth, infla- tion, rupee stability of the last four years are not frittered away. He said the recent de- velopmentinTerra-Luna cryptocurrency, which witnessed a massive meltdown last month, is a ‘very important cau- tionary tale’. “I wouldn’t be very excited by them (crypto- currency) because sometimes we may not be fully aware or com- prehend the kind of forces we are unleash- ing ourselves. So I would be somewhat guarded in my welcome of some of these Fin- Tech-based disruptions like Decentralised Fi- nance (DeFI) and crypto etc,” Nageswaran said. He further said that unlike fiat money, cryp- to currencies cannot satisfy basic require- ments such as having store value, widespread acceptability and unit of account. Nageswaran said that he agreed with RBI Deputy Governor T Rabi Sankar who had been saying that as of now there appeared to be a case of ‘regulatory arbitrage’ with regard to cryptocurrencies and decentralised fi- nance rather than a case of true financial innovation. “The more decentral- ised they become and the absence of a watch- dog or a centralised regulatory authority also means that there is a world of Carribean pirates or a world of ‘winner take all’ in terms of being able to really taking it all from somebody else,” he noted. Mumbai (PTI): The Reserve Bank of India Gover- nor Shaktikanta Das on Thursday said businesses should avoid having an aggressive short-term reward-seeking culture without considering the build-up of excessive risks in their balance sheets. Das said doing business involves risk taking. But before taking the risk, the upside and downside will have to be carefully considered. “Businesses should avoid aggressive short-term reward-seek- ing culture without regard for the build-up of excessive risk in the balance sheet,” Das said. Child artistes in television and films work 12-hour days, says study First India Bureau Mumbai: A recent study conducted by NGO Child Rights and You (CRY), has re- vealed that children working in Mumbai’s entertainment sector spend long and errat- ic working hours with little rest. “The lure of quick money and fame are driving their parents to disregard proper school educa- tion,” said the report. The study titled ‘Child Artistes in India, An Exploratory Study in Mumbai’ focuses on qualitative data and es- timates made on child artistes in Mumbai, as collated from secondary data. Researchers com- piled information from seven casting agencies that contained 41,392 online profiles of ar- tistes across India, and classified 24.9% of them as child actors below the age of 15. Although (Rule 2C(1) (a)) in The Child and Adolescent Labour (Prohibition and Regu- lation) Act (CALPRA), 1986 makes it mandato- ry that no child shall be allowed to work for more than five hours in a day, and for not more than three hours with- out rest, the study found many child artistes working for 12-13 hours for six days a week. The study further ob- served that contracts drawn between parents and producers have clauses that do not allow the parent or the child artistetorefuseshooting for 12 hours straight. If the child is the protago- nistof thefilm,she/heis required to shoot for 25 daysoutof a30-dayshoot schedule. It was ob- served that parents too did not have many reser- vations about letting theirchildrenworkover- time as many of them aresolebreadwinnersof their families. Calling for a serious look at the conditions of children working in the entertainment sec- tor, Kreeanne Rabadi, Regional Director, CRY (West) said, “Child ar- tistes are often the in- visible victims of child labour. They enter an adult world without the requisite support and care and safeguards that should be in place are ignored by all stake- holders, including ar- tistes’ parents.” lll Research by NGO Child Rights and You (CRY) reveals worrying trends affecting minors working in the entertainment industry of Mumbai Strengthening of child labour laws should be taken seriously. MOOSE WALA MURDER, SALMAN THREAT LETTER CASES Bishnoi gang ‘member’, arrested in Pune, quizzed Pune (PTI): The Delhi Police’s special cell and Mumbai crime branch have interro- gated Mahakal alias Siddhesh Kamble, an alleged member of the Lawrence Bishnoi gang, in the singer Sidhu Moose Wala murder and Salman Khan threat letter cases, respectively, said an official on Thursday. A Punjab police team too has arrived in Pune and would ques- tion him in the Moose Wala case, the official added. Kamble was interro- gated by the Delhi po- lice and Mumbai crime branch teams since Wednesday evening. Officials of Pune ru- ral police, who arrested him in a local case two days ago, were also pre- sent during the ques- tioning. The Mumbai crime branch team, led by deputy commissioner of police Sangramsinh Nishandar, interrogat- ed him during the day in connection with a threat letter received by Bollywood actor Sal- man Khan and his fa- ther, writer Salim Khan. The Delhi Police on Wednesday had said that gangster Lawrence Bishnoi, currently in their custody, was the mastermind behind the last month’s murder of Moose Wala, a popular Punjabi singer and Con- gress leader. Maharashtra ADG (Law and Order) Kul- want Kumar Sarangal had said that Kamble was part of the Bishnoi gang. Another suspect and Kamble’s close associ- ate Santosh Jadhav, also from Pune, has been identified as a shooter in the Moose Wala’s murder case, police had said. Defending his orders, Pandeysaid,“Ithasbeen observed that com- plaints under POCSO Act and molestation laws are filed by individ- uals to settle personal scores over property dis- putes, old enmities, and money transactions.” “In these cases, the police stations act promptly and arrest the accused without proper verification of allega- tions made by com- plainants. Later, when investigations are car- ried out, the complaints turn out to be false and theaccusedarereleased under the provision of Section 169 of Criminal Procedure Code (CrPC). However, it is too late by then, and the arrested accused suffer serious damage to their social status, image in the so- ciety as well as personal loss,” Pandey added. To curb the incidence of false cases, the com- missioner has directed that police stations inti- mate the assistant com- missioner of police, and the zonal DCP , and lodge an offence only after written permission is granted by the DCP, normally an IPS officer. “While granting per- mission for the lodging of an offence, the zonal DCP should ensure that the Supreme Court judgement in the Lalita Kumari case (Section 154 of the CrPC) is fol- lowed,” said Pandey . While data on the number of fake cases under the POCSO Act and molestation laws was not available, Mum- bai police had cited an increase in POCSO cas- es from 848 in 2020 to 1,066 in 2021, in its an- nual statistics released earlier this year. • 12. kirts aren’t given enough credit. Trou- sers and jeans, as well as skirts and even shorts, are frequently dis- cussed. But what about skirts? No. They’re rel- egated to the bottom of the fashion food chain, where they’re worn regularly but seldom highlighted. We believe it is critical that we ex- plore the often-over- looked silhouette and begin to give it the at- tention it deserves. A-LINE SKIRT Forthepear-shapedphy- sique, the A-line skirt is ideal. When putting flat, this skirt is normally knee-length and produc- es a triangle shape. It’s a simple to sew solution that works well with a variety of fabrics. The A-line skirt is a beauti- ful skirt option since it flares out softly from the waist and does not cling to the hips. A-line skirts are generally fitted at the waist and as such need shaping in the form of darts or a gently curving waistband. ASYMMETRICAL SKIRT The asymmetrical lines formed by the cloth cut and the varying levels of the hems are impor- tant to the design of this skirt. Asymmetrical skirts are cut diagonal- ly across the body, with one side being lower than the other. A high- low skirt, on the other hand, has asymmetry in the front and back. BOX PLEAT SKIRT The box pleat skirt is a variant of the pleated skirt style. Allowing the pleat’s two folds to con- nect and produce the box component of the pleat results in a box pleat. The pleated de- sign is repeated all the way around the skirt. To give the skirt volume and form, box pleat skirts are frequently fashioned of heavier materials. BUBBLE SKIRT The bubble skirt puffs out at the hem because the fabric of the hem is gathered onto a band instead of a turned up hem. This band is kept under the skirt so the top of the skirt ‘bub- bles’ over the band. Bubble skirts tend to be cut above the knee as any longer adds a lot of volume to the skirt. GATHERED SKIRT The gathered skirt is a very straightforward style to follow. These types of skirts are gath- ered onto the waist- band. The fullness of the skirt is determined by the amount of fabric in the skirt part of the pattern and the gathers pulled up to fit onto the waistband. A gathered skirt can be any length from short to full length. It is best in fine to medium weight fabrics. PLEATED SKIRT The pleated effect of this skirt varies with the size of the pleats. Knife pleats that sit flush with the body of the skirt are flat- tering. Pleated skirts are worn in different lengths and with differ- ent size pleats. Pleated skirts are often made in synthetic fabrics that can be permanently pressed so the pleats do not fall out when washed.
