Doing Business Report, placing 124th out of 190 countries
from 113th previously, largely due to higher business
registration costs and increased time for imports inspection.

(a) It is the policy of the State that the territorial and political subdivisions of
the State shall enjoy genuine and meaningful local autonomy to enable
