WG1: Pillar 1- Sustainable soil management,
protection and restoration (framework)
LOGICAL FRAMEWORK
Long - term Objective: to contribute to mainstream the innovative policy, planning and institutional
framework for the provision of effective SSM and agroecosystem services to sustain livelihood and
poverty alleviation of local communities in the EA region in support its efforts to ensure the food
security and environmental sustainability, and climate change adaptation and mitigation.
Expected Outcomes Outputs
Component 1: Mainstream protection, conservation and sustainable management of soil
resources into production landscapes and production sectors
1.1. Sector policies, regulatory
and institutional frameworks
incorporate SSM
1.1.1. Policies, legislations and institutional framework reflects
awareness and dialogue for integrated systems approach and
technologies
1.1.2. Soil conservation/ protection values and agroecosystem service
values integrated into land-use planning and decision-making
1.2. Established mechanisms for
integrated planning, management
and scaling up of SLM
1.2.1. Two multi-stakeholder integrated land use and watershed-based SLM
upscaling plans to incorporate the full range of land uses and land-use trade-offs,
developed and being applied for effective inter-sectoral delivery and outcomes.
1.2.2. Improved cross-sectoral collaboration and interactions among water and
land management institutions on integrated planning and program monitoring
and evaluation to increase flexibility and respond to requests from landscape
initiatives.

Component 1: Integrated natural resources management (INRM) and SLM practices adopted and scaled up in salt
affected landscapes and production systems
1.3. Integrated community-based
watershed management, using SLM
practices and INRM planning, applied and
scaled-up in 5 countries.
1.3.1. At least of 5-7 innovations and salinity management interventions
leading for improving the vegetation cover, soil health, on-farm water
use efficiency, reduce salt load and soil loss, adopted and scaled-up
across wider landscapes based on gender mainstreaming.
1.3.2. The drainage runoff regulations and marginal water reuse
schemes, and alternative scenarios and options developed and simulated
to support planning and decision making towards sustainable water
and land productivity and ecosystem services across salt affected
landscapes
1.3.2. At least 3-4 pattern-oriented management strategies and
research options, such as maintaining complex patches of native
vegetation throughout the landscape, creating corridors, stepping
stones and buffers around sensitive areas adopted and scaled-up in the
areas of great economic, cultural and environmental values.

Component 2. Enhancing enabling environment and national institutional capacity for INRM and SLM scaling up
in wider landscapes
2.1. Enabling policies, innovative
mechanisms and investment
frameworks for INRM and SLM are in
place at national level and being
implemented
2.1.1. Assess the adequacy of institutional, legal and
investment frameworks, training and information needed to
overcome barriers to scale up of more sustainable and
productive land use practices and technologies.
2.1.3. Integrated investment strategy and Implementation Plan
to facilitate resources flows for integrated landscape
management and mobilization of investments in SLM.
2.1.2. Payment for ecosystem services to build local ownership
and sustainability in provision of environmental services for
farmers and society elaborated and being implemented in
target regions.

Component 2. Enhancing enabling environment and national institutional capacity for INRM and SLM scaling up in
wider landscapes
2.2.Enhanced multi-stakeholder
scaling up SLM management and
leadership capacities to achieve
sustainable improvements in SLM
service delivery.
2.2.1. Strengthened multi-sector collaboration and skills
through institutionalization of multitier capacity building
programs and decision-support tools for cross-sectoral and
spatial planning, and improving access and awareness raising on
SLM innovations and benefits.
2.2.2. Up to 5-7 target groups, including land users, local
governance, natural resource agencies, civil society, WUAs,
farmer associations, concerned private sector, and main line
ministries and legal institutions, involved into training programs
on SLM knowledge and extension services, leading to efficient
scaling up management and leadership capability in SLM.
2.2.3. At least 4 practical guidelines elaborated in support of
harmonized land use planning, including economic analysis, and
investments in SLM at multiple scale.

Component 3.Multi-country collaboration and partnership for fostering of the more effective delivery and
outcomes of SLM best practices and development
3.1.Enhanced multi-stakeholder scaling up
SLM management and leadership
capacities to achieve sustainable
improvements in SLM service delivery.
3.1.1. At least 12 countries establish an efficient basin-wide and sub-
regional networks, with online multidisciplinary technical advisory and
consultation Group for public and private sectors support services in
context of DLDD and SLM interventions, requirements and decision
making processes at all levels.
3.1.2. Consolidated and validated guidelines for harmonized SLM Land
Use Planning and DSS approaches, methods and tools to assess, monitor
of DLDD with focusing on salinity management, and the costs of
maintaining and enhancing landscape benefits by agriculture and other
production systems.
3.2. Enhanced regional collaboration,
information sharing and investment for
SLM scaling up, focusing on salinity
management ( link with EASP).
3.2.1. Support links and collaboration with global SLM decision-support
platform, the UNCCD/ELD initiatives and other international partners,
forums and processes.
3.2.2. Development of a regional program with the participation of
international research centers and development agencies, aimed at the
restoration of degraded lands in Central Asia and the Northern Eurasia
and Turkey.

Component 4. Monitoring and evaluation
4.1. Project implementation based on
adaptive results- based management .
4.1.1. Project monitoring web based system, collecting data and
information and monitoring projects outputs and outcomes

reports available.

  • 5. MULTICOUNTRY PROJECT FRAMEWORK Expected Outcomes Outputs Component 2. Enhancing enabling environment and national institutional capacity for INRM and SLM scaling up in wider landscapes 2.1. Enabling policies, innovative mechanisms and investment frameworks for INRM and SLM are in place at national level and being implemented 2.1.1. Assess the adequacy of institutional, legal and investment frameworks, training and information needed to overcome barriers to scale up of more sustainable and productive land use practices and technologies. 2.1.3. Integrated investment strategy and Implementation Plan to facilitate resources flows for integrated landscape management and mobilization of investments in SLM. 2.1.2. Payment for ecosystem services to build local ownership and sustainability in provision of environmental services for farmers and society elaborated and being implemented in target regions.
  • 6. MULTICOUNTRY PROJECT FRAMEWORK Expected Outcomes Outputs Component 2. Enhancing enabling environment and national institutional capacity for INRM and SLM scaling up in wider landscapes 2.2.Enhanced multi-stakeholder scaling up SLM management and leadership capacities to achieve sustainable improvements in SLM service delivery. 2.2.1. Strengthened multi-sector collaboration and skills through institutionalization of multitier capacity building programs and decision-support tools for cross-sectoral and spatial planning, and improving access and awareness raising on SLM innovations and benefits. 2.2.2. Up to 5-7 target groups, including land users, local governance, natural resource agencies, civil society, WUAs, farmer associations, concerned private sector, and main line ministries and legal institutions, involved into training programs on SLM knowledge and extension services, leading to efficient scaling up management and leadership capability in SLM. 2.2.3. At least 4 practical guidelines elaborated in support of harmonized land use planning, including economic analysis, and investments in SLM at multiple scale.

MULTICOUNTRY PROJECT FRAMEWORK Expected Outcomes Outputs Component 3.Multi-country collaboration and partnership for fostering of the more effective delivery and outcomes of SLM best practices and development 3.1.Enhanced multi-stakeholder scaling up SLM management and leadership capacities to achieve sustainable improvements in SLM service delivery. 3.1.1. At least 12 countries establish an efficient basin-wide and sub- regional networks, with online multidisciplinary technical advisory and consultation Group for public and private sectors support services in context of DLDD and SLM interventions, requirements and decision making processes at all levels. 3.1.2. Consolidated and validated guidelines for harmonized SLM Land Use Planning and DSS approaches, methods and tools to assess, monitor of DLDD with focusing on salinity management, and the costs of maintaining and enhancing landscape benefits by agriculture and other production systems. 3.2. Enhanced regional collaboration, information sharing and investment for SLM scaling up, focusing on salinity management ( link with EASP). 3.2.1. Support links and collaboration with global SLM decision-support platform, the UNCCD/ELD initiatives and other international partners, forums and processes. 3.2.2. Development of a regional program with the participation of international research centers and development agencies, aimed at the restoration of degraded lands in Central Asia and the Northern Eurasia and Turkey.
