2. Purpose
Encourage Network Association members
to get more engaged in the activities of
the ENA.

3. Problem
Task Forces and Working Groups are currently the
instruments for such involvement. However, their terms
of reference don’t appear to cover all the useful ways in
which participation is needed or desired. Two ways of
contributing to the working of the Association have
emerged during the first years of its existence that do
not fit the current models of TFs or WGs:
- sub-groups of the Members Council (committees ?)
that perform tasks on behalf of the Council itself,
such as the Elections Committee or the AGM WG;
- sub-communities of the Network.

4. Tasks
- Evaluate the current terms of reference and
procedures for WGs and TFs;
- Verify the compliance of past and currently active
WGs and TFs;
- Investigate requirements of new groups (e.g.
committees and communities) and how they match
current structures;
- Investigate how existing communities can be
integrated within the Network Association, e.g.
EuropeanaTech.

5. Outcome
- A clear framework for Participation in Association
activities by the Members;
- Revised Terms of Reference and procedures for TFs
and WGs;
- Eventual proposal for terms of reference for
additional types of Working Groups (e.g. Council
Committees and Association Communities).

6. Setup
- Chair: Jef Malliet
- Timeframe: March-October (with consolidation of
framework finished by the 2017 AGM)
- Process: One physical meeting aligned with summer
MC meeting
- Budget: 2500€

7. Relation to the BP
- Strengthening the Europeana ecosystem;
- (also - Create Value to Partners / Embed
network centric thought);
- (and to an extent indirectly influences most if
not all the goals of the BP).
